A.        PUBLIC COMMENT

SPEAKERSKathy Howard, Golden Gate Park Preservation Alliance, stated that the Coalition has filed an EIR appeal on the Beach Chalet Athletic Fields with the Board of Supervisors which would be heard on July 10, 2012.  She said no modifications were made to the project to address the concerns that the HPC had expressed in its December 1, 2011 comment letter.  She urged the HPC to write a letter of support to assist the Coalition’s appeal effort.

B.        STAFF REPORT AND ANNOUNCEMENTS

1.            Director’s Report –Memo of the Budget was attached in the Director’s Report to include Mayor Ed Lee’s allocation of $3.82 Million from the General Fund over the next two years for the Planning Department.

2.            There was no item to report back to the HPC on the Past Week’s Events at the Planning Commission (PC).   Preservation Coordinator Frye mentioned:

·         Articles 10 and 11 will go into effect tomorrow and he would schedule an informational hearing to walk the HPC through the approved ordinance on August 1, 2012;

·         As a follow up to Commissioner Martinez request, Planning Staff was still coordinating with the Department of Building Inspection on the cause of the fire, extent of damage and rehabilitation efforts at the Police Station on 20th & 3rd Streets.   He hoped to have information for the Commission by 7/18/12.

·         Gretchen Hilyard has joined the Planning Department’s NE Quadrant Teams as a Preservation Technician Specialist.  She formerly worked at SPUR as a Public Program Manager and at Page and Turnbull as an Architectural Historian.

Commissioner Martinez asked for a report on the final status of the Redevelopment Agency’s historical preservation resources and surveys since they are now under the purview of the Planning Department.  He said the City as a whole, including the HPC, have a responsibility to follow up with those areas.

Commissioner Johns asked if the Commissioners were interested in a tour of the Old Mint while they attended the Green Connections Walk on June 23, 2012, he would arrange it with the Historical Society for the Commissioners who want it.

5.         Disclosures

Commissioner Matsuda received a phone call from Mr. Ruebin regarding Item 11, the 260 Green Street project; received a call from Mr. Gordon regarding Item 12, the 275 Brannan Street project; and accompanied Commission Martinez on a site visit to the War Memorial Building.

Vice President Damkroger disclosures were the same as Commissioner Matsuda; she also received email from Alice Carey regarding the Mills Act; and spoke with Kathy Howard [regarding the Beach Chalet Athletic Fields].

Commissioner Martinez received a phone message from Mr. Martin regarding Item 12; received the same email from Alice Carey; went on a site visit that’s not on this hearing’s agenda.

Commissioner Wolfram received the same phone call as the ones mentioned by Commissioner Damkroger but did not speak to any of the individuals.

President Chase communicated with Mr. Ruebin for the Green Street project in reference to the content of the submittal; received emails from proponents and advocates but no communication.

6.         Commissioner Comments/ Questions

Vice President Damkroger offered to write a brief cover note to accompany HPC’s previous comment letter of 12/1/11 for the appeal of the Beach Chalet Athletic Fields Draft EIR that would be heard by the Board of Supervisors on July 10, 2012.  President Chase asked her to issue the letter and transmit it to the Planning Department and Commission Secretary, Ms. Avery.  Ms. Avery stated that the cover note could be from the President but that it should not offer any opinion of the HPC Commission.

Commissioner Matsuda reported that the Search Sub-committees for the Commission Secretary position had met twice.  At the last meeting they were pleased to complete a draft job description from one submitted from the Planning Department and would present it to the HPC on July 18, 2012.

D.        REGULAR CALENDAR

7.         2011.0681L                                                                   (M. BROWN: 415/575-9074)

4004-4006 THIRD STREET – west side between Galvez Avenue and Hudson Avenue; Assessor’s Block 5253; Lot 030. Consideration to initiate Landmark designation of 4004-4006 Third Street, historically known as Sam Jordan’s Bar, as an individual Article 10 Landmark pursuant to Section 1004.1 of the Planning Code. The building was added to the Landmark Designation Work Program on June 15, 2011.

Recommendation: Approval

AMENDMENTS RELATED TO MILLS ACT PROCEDURES & FEES.  Review and Comment on the proposed amendments to Chapter 71 of the Administrative Code introduced by Supervisor Scott Wiener on May 15, 2012 to add limitations on properties that are eligible; to add application deadlines; to add a time limit for receipt of the Assessor-Recorder’s Report; to require a standard form contract; to require monitoring reports from the Planning Department and the Assessor-Recorder’s Office; and to reduce the application fees associated with Mills Act Contracts.

Preliminary Recommendation:  Approval

PRESENTER:   Supervisor Wiener

SPEAKERS:  Mike Buhler - SF Heritage, highlighted additional clean up amendments to the proposed legislation.

ACTION:        Approved with revisions:  1) remove the proposed added limitation on eligibility; 2) include SF Heritage suggestions on 71.4b, d, 71.5a, and proposed minor language changes; and 3) agreed with Commissioner Martinez on the parts related to the complexity of demolition.

CENTRAL CORRIDOR PLANInformational update on the planning process to create an integrated community vision for the Central Subway corridor in the South of Market area. The Plan area is generally bounded by Market, Townsend, 2nd and 6th Streets. This update will discuss the draft preferred Plan concepts, focusing on the historic preservation context and strategy for the area, as well as project timing and next steps. Additional information is available at http://centralcorridor.sfplanning.org.

220 GEARY STREET (aka. 333 Post Street) northwest corner of Geary and Stockton Streets; Assessor’s Block 0308; Lot 001.  Request for a Permit to Alter to construct a new transit station entrance at the southeast corner of Union Square as part of the Central Subway project.   The subject property, known as Union Square and bounded by Geary, Powell, Post and Stockton Streets, is a Category I (Significant) Property in the P (Public) Zoning District with an OS (Open Space) Height and Bulk limit. The subject property is within the Kearny-Market-Mason-Sutter Conservation District under Article 11 of the Planning Code.

Recommendation: Approval

260 GREEN STREET – north side at dead end of street, Assessor’s Block 0113, Lot 042.  Request for a Certificate of Appropriateness to excavate at the existing garage level to create a new basement level, install new garage doors, replace existing shingle siding with painted horizontal wood siding, replace all existing windows, create new window openings, install new railings at entrance stair and balconies, reconfigure driveway and landscaping, and interior renovation of the existing single-family residence.   The subject property, constructed in 1935, is a contributing structure to the Telegraph Hill Historic District and is located within a RH-3 (Residential, House, Three-Family) District with a 40-X Height and Bulk limit.

Preliminary Recommendation:  Approval with Conditions

444 DEHARO STREET, located at the southwest corner of 17th and De Haro Streets, Assessor’s Block 3979, Lot 001.  Request for Review and Comment regarding the proposed project, pursuant to Planning Code Section 803.9(c). The proposed project includes conversion of approximately 90,500 sq ft from showroom and circulation space to office. The subject property has been determined eligible for listing in the California Register of Historical Resources. It is located within the UMU (Urban Mixed Use) Zoning District, and a 48-X Height/Bulk Limit.

Recommendation: The Historic Preservation Commission may draft comments to the Zoning Administrator regarding the proposed use and its ability to enhance the feasibility of preserving the historic building.
