1.    Director’s Report

2.            Preservation Coordinator Frye gave a Review of Past Week’s Events at the Planning Commission (PC).

·         April 12, the PC reviewed and approved as proposed Supervisor Mar’s legislation to include financial services within the uses for formula retail controls in Neighborhood Commercial and Mixed Use Districts.

·         On the same day, PC reviewed the 2nd phase of Supervisor Chiu’s legislation and had some questions related to the auto commercial non-conforming accessary uses and amendments to the Waterfront Special Use District.  PC continued the review to May 3, 2012 to hear phases 2 and 3 together.

Mr. Frye added the following announcements:

·         California Historic Preservation Office’s letter stated the Office had reviewed the proposed amendments of Article 10 and 11 and believed the contents are consistent with the Certified Local Government.

·         Mr. [Gatruba] requested re-opening the Certificate of Appropriateness (C of A) regarding property line windows that the HPC approved in January 2012.

·         Gave a brief description to the Commission of the May 2, 2012 HPC calendared items on TDR; Review and Comments on Transit Center District Plan; and the actions requested of them.

·         In May, staff will bring to the Commission a revised proposal to continue the delegation of the Administrative C of A.

Commissioner Wolfram received a phone call from Andrew Gregg related to 660 Alabama.

Commission Martinez was contacted by Andrew Gregg also.

Commissioner Matsuda was contacted by Mr. Gregg regarding Item 7.

Commissioner Johns received a letter from Mr. Miller regarding Item 7.

Vice President Damkroger ditto that [she also received correspondence regarding item 7].

President Chase received a phone call from Mr. Gregg.

5.         Commissioner Comments/ Questions

Commission Martinez would like to calendar a conversation on what the city can do, or, think of ways the city can incentivized preservation of heritage business, e.g. by extending some form of Mills Act to the landlord of a business.  President Chase asked staff to schedule a time for the conversation in the future.

D.        REGULAR CALENDAR

            6.         2011.1147B                                                              (RICH SUCRE: 415/575-9108)

601 TOWNSEND STREET, located at southern corner of 7th and Townsend Streets, Assessor’s Block 3799, Lot 001.  Request for Review and Comment regarding the proposed project, pursuant to Planning Code Section 803.9(c). The proposed project includes conversion of approximately 72,600 sq ft from business service to office. The subject property is listed as Landmark No. 193 in Article 10 of the San Francisco Planning Code. It is located within the UMU (Urban Mixed Use) Zoning District, and a 68-X Height/Bulk Limit.

Recommendation: The Historic Preservation Commission may draft comments to the Zoning Administrator regarding the proposed use and its ability to enhance the feasibility of preserving the historic building.

7.         2010.0485U                                                  (MOSES CORRETTE: 415/558-6295)

SHOWPLACE SQUARE – NORTHEAST MISSION HISTORIC SURVEY, 600-660 Alabama AKA 612 Alabama, Assessor's Block 4020, Lot 2.  Consideration to adopt, modify, or disapprove the findings of the historic resource survey findings of subject property.

(At the August 17, 2011 hearing, the Historic Preservation Commission, by Motion 0134, adopted the survey described below as amended 1) to reconsider the status code for 600-660 Alabama; and 2) to revisit CCA building to change it to 3CS based on its architectural merits.)

The survey consists of a historic context statement; field survey information for approximately 633 individual properties; historic resource/non-resource evaluations for approximately 423 individual properties that are at least 45 years of age; and evaluations of two areas that contain significant groupings of buildings, one of which was found to be an eligible historic district. The study area covers approximately 124 blocks and includes the Showplace Square Area Plan and the northeast portion of the Mission Area Plan. The general boundaries of the study area are: 13th Street and Bryant Street to the north; 20th Street to the south; Folsom Street and Shotwell Street to the west; and 7th Street and Pennsylvania Street to the west.

SPEAKERS:  Gregg Miller, Andrew Gregg and Fred Synder represented David Allen Trust requested the Commission for a 6Z status for the building.

ACTION:        Approved the building with a 7R categorical designation.

1800 MISSION STREET (STATE ARMORY AND ARSENAL), located at the southwest corner of 14th and Mission Streets, Assessor’s 3547, Lot 001.  Request for a Certificate of Appropriateness for the exterior alterations that are part of the three-year master plan. The exterior alterations include: replacement of the steel-sash windows on the Drill Court, increasing the height of the roll-up service door on Julian Avenue, and construction of an egress stair and elevator penthouse on the roof of the Administration Building.  The subject property is Landmark No. 108 and is located within the UMU (Urban Mixed Use) Zoning District with a 45-X/68-X Height and Bulk limit.

Preliminary Recommendation:  Approval with Conditions

PRESENTER:   Joe Monteadora, from John Sergio Fisher & Association, Inc.

SPEAKERS:  Jose Morales requested Project Sponsors to hold a town hall meeting with the neighborhood organizations first before a hearing for the approval of a Certificate of Appropriateness.

9.         2011.0524A                                                        (PILAR LAVALLEY: 415/575-9084)

1460 MONTGOMERY STREET, east side between Greenwich and Filbert Steps, Assessor’s Block 0085, Lot 026A.  Request for a Certificate of Appropriateness for horizontal rear addition and rear decks.  The subject property is a contributing structure to the Telegraph Hill Historic District and is located within a RH-3 (Residential, House, Three-Family) District with a 40-X Height and Bulk limit.  The L-shaped parcel contains a second building fronting the Greenwich Steps (285-287 Greenwich Street), which is also a contributing structure to the Telegraph Hill Historic District. No work is proposed at the second building on the property.

Preliminary Recommendation:  Approval
