B.        STAFF REPORT AND ANNOUNCEMENTS

 

Tim Frye, Acting Preservation Coordinator

Designation of North Beach and Marina Brach Library – The Land Use Committee heard the proposed designations on Monday, November 1, 2010.  They heard testimony of both opposition and support from the public and voted to recommend designation for the Marina Branch Library but disapproved the designation for the North Beach Branch Library.  The Land Use Committee will forward their recommendations for both designations to the Board of Supervisors next week. Commissioner Martinez and the Planning Department (Department) staff attended the hearing.

South Mission Area Surveys Community Meeting – Commissioners Martinez, Matsuda and the Department staff attended the meeting on October 29th.  The purpose of the meeting was to address the community and local non-profit organizations regarding their concerns, issues, how to use the surveys, building permit applications and potential restriction on properties.  The community had lots of ideas on how to move forward some of the survey findings.  The turnout in attendance was low based on those who had committed to attend.  Staff felt the meeting was productive.

Director Rahaim announced that Scott Sanchez is the City’s new Zoning Administrator effective this week.

ACTION:            Approved with corrections from Commissioner Wolfram on the October 6 minutes to insert Metro Theater in Katherine Petrin’s public comment and to change light openings to [window] openings.

5.         Disclosures

Commissioner Matsuda attended the South Mission Area Survey meeting with Commissioner Martinez and the Department.  She commented that there were a number of non-profit organizations represented there.  They have concerns and are interested in participating in the community process, especially for the non-profits who own some buildings located in the Mission.  Their common concerns about historic districts, what buildings can be landmarked, and the benefits are those that are similarly shared by the community of Japan Town and that or those surveys.

Commissioner Damkroger brought a revised Preservation Brief on Additions to the HPC and offered it if anyone was interest in it.

755 SANSOME STREET - southwest corner of Sansome and Pacific Streets, Assessor’s Block 0175, Lot 029.  Request for a Certificate of Appropriateness to install a roof deck, expand existing stair penthouse, and install screen around existing roof-mounted mechanical equipment.  The subject property is a non-contributing structure to the Jackson Square Historic District and is located within a C-2 (Community Business) District with a 65-A Height and Bulk limit.

Preliminary Recommendation:  Approval

Brenham Place and Market Street, in Assessor’s Block 0351, Lot 050 – Request for a Certificate of Appropriateness to expand an existing wireless telecommunications service facility operated by Verizon Wireless by adding three (3) panel antennas shrouded inside a radome on the rooftop of the subject building.  The subject property is a non-contributory structure to the Civic Center Historic District.  The subject building is located within a C-3-G (Downtown Commercial General) Use District and an 80-X Height and Bulk limit

Preliminary Recommendation: Approval.

211 SUTTER STREET, southwest corner of Kearny and Sutter Streets, Assessor’s Block 0293, Lots 001.  Request for a Permit to Alter to replace the terra cotta cornice and selective spot replacement on the 8th and 9th floors with glass fiber reinforced concrete (GFRC).  The subject building, historically known as the Sherman Clay & Company Building, is a Category I Building within the Kearny-Market-Mason-Sutter Conservation District and is in C-3-O (Downtown Office) District with an 80-130-F Height and Bulk limit.  The Historic Preservation Commission granted, with conditions, a Permit to Alter for related work on the Kearny Street elevation at its July 7, 2010 hearing.

Recommendation: Approval with conditions.

 

ACTION:            Approved with conditions described by staff and amended by the HPC that each different individual architectural features be archived to be used in the future for verification of colors and molding of those pieces.

2652 HARRISON STREET  west side between 22nd and 23rd Streets; Lot 002 of Assessor’s Block 3639 – Review of the proposed project, per the Eastern Neighborhoods Area Plan Interim Permit Review Procedures for Historic Resources, involving the demolition of a vacant 20-foot-high, 7,425-square-foot commercial building with no off-street parking constructed circa 1939, and construction of a new four-story, 40-foot-high, approximately 28,000-square-foot, 20-unit residential building with an at-grade 17-car garage. The 8,375-sq ft project site is within an Urban Mixed Use (UMU) zoning district and a 40-X height and bulk district, midblock between 22nd Street and 23rd Street. The proposed project, as it is proceeding as an Eastern Neighborhoods “pipeline” status project, would require conditional use approval for a residential use in a C-M zone and exceptions from the rear yard and dwelling unit exposure requirements.

Preliminary Recommendation: Adoption of motion regarding review of proposed project per the Eastern Neighborhoods Area Plan Interim Permit Review Procedures.

Amendments to the Planning Code, including but not limited to Sections 121.2, 136.1, 151, 185, 186, 201, 204.2, 205, 205.1, 205.3, 207.2, 209.3, 209.8, 217, 249, 303, 309, 311, 340, 317, 602.25, 602.26, 607.1, 790.44, 803.2, 803.3, 3 890.133, 890.44, 703.2, and various sections of Articles 7, 10, and 11.  Ordinance sponsored by the Planning Department that would amend the Planning Code.  The proposed amendments are mainly clerical clean-up in nature, with Sections 121.2, 136.1, 151, 185, 186, 201, 204.2, 205, 205.1, 205.3, 207.2, 209.3, 209.8, 217, 249, 303, 309, 311, 340, 317, 602.25, 602.26, 607.1, 790.44, 803.2, 803.3, 3 890.133, 890.44, 703.2, and Articles 7, 10, and 11 being amended. 

The focus of this hearing will be on completing review of Article 11 and Section 309.

NOTE:   The Commissioners concluded the discussion on Article 11.  Following Article 11, the HPC started and concluded the discussion on Section 309.  Commissioner Martinez asked to formalize in any way at what point HPC’s Certificate of Appropriateness does not apply because it is completely a different building from what the HPC approved.  Ms. Sullivan will bring Article 11and its draft resolution, the updated Section 309 and its draft motion back to the HPC for action at the next hearing.  Members of the public – George Williams, Mike Buhler, Steve Vettel and Aaron Peskin joined and contributed to the discussion.  The discussion session was continued to the next hearing on 11/17/10.
