THE MEETING WAS CALLED TO ORDER BY PRESIDENT CHASE AT 12:40 P.M.

A. CONSIDERATION OF ITEMS PROPOSED FOR CONTINUANCE
1. Rules and Regulations
a) Disclosure – Discussion of the definition of disclosures including, process, and options for the Commission.
b) Hearing Procedures related to receipt of new information during a public hearing.
c) Discussion on the format and material required for submittal of Historic Preservation Commission Hearing Packets.

SHOWPLACE SQUARE – NORTHEAST MISSION HISTORIC SURVEY –Consideration to adopt, modify, or disapprove the findings of the historic resource survey -- The survey consists of a historic context statement; field survey information for approximately 633 individual properties; historic resource/non-resource evaluations for approximately 423 individual properties that are at least 45 years of age; and evaluations of two areas that contain significant groupings of buildings, one of which was found to be an eligible historic district. The study area covers approximately 124 blocks and includes the Showplace Square Area Plan and the northeast portion of the Mission Area Plan. The general boundaries of the study area are: 13th Street and Bryant Street to the north; 20th Street to the south; Folsom Street and Shotwell Street to the west; and 7th Street and Pennsylvania Street to the west.

(Item continued from the June 15, 2011 Hearing. At the June 1, 2011 hearing, the Historic Preservation Commission directed staff to provide the Commission with additional information and to continue to work with the owners and tenants within the survey area.)

B. PUBLIC COMMENT
SPEAKERS: Michael Tsang, provided additional information that 740 Gold Mine Drive was built in 1895 which would perhaps place the house in a different historic review category. He requested to calendar the item at the August 17, 2011 HPC hearing.
C. STAFF REPORT AND ANNOUNCEMENTS
Acting Preservation Coordinator Frye:
1. Monthly status report of the Golden Gate Park Article 10 Designation – Staff continues to meet with Recreation and Park on a regular basis. Staff did site visits with them at the Kesar Pavilion, the County Fair Building, and oversaw volunteer researches related to photography and newspaper of the park’s contributing features.
2. Mary Brown and Moses Corrette conducted the Duboce Park Community Meeting and led a walking tour along with Supervisor Weiner. Fifty people showed up this past Saturday for Planning Department’s three separate walking tours of the proposed district and its architectural styles. Questions were raised about process and history of the neighborhood. The community also pointed out several specific buildings and their related history in the neighborhood that staff did not know previously. Staff would use this to supplement their research.
· Twenty people attended Planning Department’s First Landmarks Designation Meeting at the Harvey Milk Center from 6 – 8 p.m. Staff gave a general overview of the Article 10 designation process, the history of the neighborhood, and the Certificate of Appropriateness (C of A) process. The second meeting was held on August 16, 2011. Staff went further with the details on C of A and discussed incentives with owners whose properties are designated. Staff plans to meet monthly for the next few months and will keep the Commission posted.
· Ken Berstein, the Historic Preservation Officer from Los Angeles Preservation Department, visited Planning Department Preservation staff last Friday. He and the Planning staff shared expertise and experience with each other.
Commissioner Johns commented that the San Francisco Museum of Historical Society should also receive public community meeting notices because the Museum has knowledgeable individuals who might contribute to this effort.
Commissioner Martinez conveyed the Commissioners’ congratulations to Mary Brown, Matt Weintraub, and Moses Corrette on the award of the Modern Context Statement.
D. MATTERS OF THE COMMISSION
3. President’s Report and Announcements
President Chase commended it was a great honor and thanked the Staff for taking the effort to do a great job on San Francisco the Modern Context Statement referenced earlier. It was a part of some 27 awards that were given statewide for the California Preservation Foundation award for 2011.

Commissioner Martinez announced a film called “Incessant Vision” about Eric Mendelson would be shown at the Jewish Film Festival in both Berkeley and San Rafael.

1460 Montgomery Street, east side between Greenwich and Filbert Steps. Assessor’s Block 0085, Lot 026A. Request for a Certificate of Appropriateness for horizontal rear addition and rear deck. The subject property is a contributing structure to the Telegraph Hill Historic District and is located within a RH-3 (Residential, House, Three-Family) District with a 40-X Height and Bulk limit.
Preliminary Recommendation: Approval
PRESENTER: Justin Yonker, Project Sponsor
SPEAKERS: Jane Winslow, represented the Home Owners Group, was upset she didn’t get public notification of the hearing. She would like the balcony to be on the north side and preferred open railings; Michael Barrow, Tenant at 1460 Montgomery, complained he was not given the 10-day notice and said metal railings and deck extension would not be compatible; Aaron Peskin noted inadequate notification and drawings were incorrect; Corey [Rutter], Tenant, pointed out there are only three units.

3367 21ST Street, south side of street between Guerrero and Valencia Streets, Assessor’s 3617, Lot 069. Request for a Certificate of Appropriateness to infill below an existing addition, insert a new window on the east façade, and complete rear façade alterations. The subject property is a contributing resource to the Liberty-Hill Historic District and is located within the Residential, House, Three-Family (RH-3) District with a 40-X Height and Bulk limit.
Preliminary Recommendation: Approval
SPEAKERS: Harlan Hoffman, next door neighbor and Architect, opposed the project; Kitty Smith, owner of the subject property, pointed out the project does not remove the main egress.
ACTION: Approved as amended in the draft motion provided by staff
