B.        STAFF REPORT AND ANNOUNCEMENTS

 

1.    Director’s Report

 

The Director’s written report was linked to the agenda.  There was no other report or announcement from the Director.

 

2.            Preservation Coordinator Frye reviewed past week’s events:

·         The Board of Appeal has continued the appeal for the Certificate of Appropriateness for the exterior rehabilitation of the Veterans’ Building to October 10, 2012.  Staff will update the HPC with the results of that hearing.

·         On the report requested by Vice President Damkroger on identifying social heritage resources and developing tools for promoting and incentivizing preservation, staff is working with Western SoMa and Japan Town communities on social heritage documentations and hopes to bring the results back to the HPC in the next couple of months.

·         Staff will bring other topics the Commission has requested before the end of the year.

              a.        Draft minutes of the September 5, 2012 Regular Hearing

5.         Disclosures

 

Commissioners Damkroger, Martinez and Chase all received numerous emails supporting the various landmark items on today’s agenda.

 

6.         Commissioner Comments/ Questions

 

Commissioner Matsuda gave on update on the Commission Secretary Search Sub-committees meeting held September 12, 2012 with members from the Department of Human Resources (DHR).  The discussion was still about how to move forward with reclassification.  DHR will provide more information on items that were considered at the meeting to the Sub-committees prior to the next meeting on September 25.

Commissioner Martinez requested to schedule at the next HPC public hearing a discussion on the relationship of HPC to the Planning Department, in particular, the contradictory situation between policies adopted for the Mission Dolores District by the HPC and by OEWD who operates under the advisement of the Planning Department.

Commissioner Damkroger commented that the CEQA workshop by California Preservation Foundation and SF Heritage was a great session.

 

MATTERS OF THE COMMISSION was reopened after item 10 to address Commissioner Martinez’ question regarding HPC representation for Market Street Masonry Discontiguous District at tomorrow’s Planning Commission (PC) hearing; and if Planning Department found any impact on housing.  Mr. Frye responded that tomorrow’s hearing was an action item on the (PC) calendar.  He believes a commissioner could go on behalf of themselves but not as a representative of the commission. In regards to housing, no impacts were identified based on the new Article 10 Amendments introduced by Supervisor Wiener.

 

D.        CONSENT CALENDAR

500 2ND STREET, located on the southwest corner of 2nd and Bryant Streets, Assessor’s 3775, Lot 001.  Request for a Certificate of Appropriateness for exterior alterations, including repainting existing painted architectural features, repairing the historic wood-sash windows, replacement of the non-historic main entry with a new glass entry system on the 2nd Street façade, and infill of the non-historic loading dock door with a new cement plaster wall and wood-frame window system on the Bryant Street facade.  The subject property is located within a MUO (Mixed-Use Office) Zoning District and a 65-X Height and Bulk Limit, and is a contributing resource to the South End Historic District.  Preliminary Recommendation:  Approval with Conditions

8.         2011.0688L                                                                 (MARY BROWN: 415/575-9074)

320-326 JUDAH STREET  – north side between Eighth Avenue and Ninth Avenue; Assessor’s Block 1763; Lot 020 & 021.  Consideration to initiate Landmark designation of 320-326 Judah Street, the Doelger Building,  as an Article 10 Landmark pursuant to Section 1004.1 of the Planning Code. The building was added to the Landmark Designation Work Program on June 15, 2011. Consideration by the Historic Preservation Commission and the Board of Supervisors will occur at a public hearing and will be noticed separately for a future date.

Preliminary Recommendation: Approval.

 

SPEAKERS:  Woody LaBounty from Western Neighborhood Project, a non-profit organization since 1995, supported the landmark initiation.

ACTION:        Approved initiation with text changes on page 21 of the Report.

9.         2011.1123L                                                     (MOSES CORRETTE: 415/558-6295)

TWIN PEAKS TAVERN (401 CASTRO STREET) – SOUTHEAST CORNER OF 17TH AND CASTRO STREETS – Assessor’s Block 3582; Lot 071.Consideration to initiate the Landmark designation process for 401 Castro Street, the Twin Peaks Tavern, as an Article 10 Landmark pursuant to Section 1004.1 of the Planning Code. The building was added to the Landmark Designation Work Program on June 15, 2011. Consideration by the Historic Preservation Commission and the Board of Supervisors will occur at public hearings and will be noticed separately for future dates.

Preliminary Recommendation: Approval.

 

SPEAKERS:  Desiree Smith, SF Architectural Heritage, supported the landmark designation.

ACTION:        Approved initiation with clarifying changes on page 28 of the Report.

10.       2011.0705L                                                   (MOSES CORRETTE: 415/558-6295)

MARKET STREET MASONRY DISCONTIGUOUS DISTRICT - Market and Franklin Streets between Fell Street, Van Ness Avenue and Valencia Street. Consideration to recommend approval of Landmark designation of the following eight buildings (Assessor Parcel Number Block/Lot): 150 Franklin Street (0834/012); 20 Franklin street aka 1580-1598 Market Street (0836/010); 1649-1651 Market Street (3504/001); 1657 Market Street (3504/046); 1666-1668 Market Street (0854/004); 1670-1680 Market Street (0854/005); 1687 Market Street (3504/040)and 1693-1695 Market Street (3504/038) as an Article 10 Landmark District pursuant to Section 1004.2 of the Planning Code. The HPC initiated designation of the Market Street Masonry District at its August 17, 2012 hearing.  If the HPC recommends approval of the designation, it will refer the proposed designation to the Planning Commission.  Consideration by the Board of Supervisors will occur at a public hearing and will be noticed separately for a future date.

Preliminary Recommendation: Approval.

 

SPEAKERS:  Stephanie McNairy, representing 1666-1668 Market Street, stated the building’s current use is a transient occupancy hotel, doubted the accuracy of the interior description, and questioned the impact on the ability to develop future plan for the property when the use on the Report is listed as residential hotel.  Mr. Corrette responded that he was aware that the building is a transient hotel and the interior description on the Report referenced features of the original building when it was built, and that it has changed over time.  He noted the proposed designation is for exterior only and would clarify the property type and its current use in the Report.

ACTION:        Approved and recommended designation to the Board of Supervisors with changes to language to reference exterior brick and stucco veneers throughout the document.
