A.         PUBLIC COMMENT

 

SPEAKERS: Katherine Howard from Golden Gate Park Preservation Alliance announced the Commonwealth Club has a panel discussion on “Golden Gate Park Under Siege” on Wednesday, May 11, 2011.

 

B.        STAFF REPORT AND ANNOUNCEMENTS

 

Acting Preservation Coordinator Frye:

1.         Inner Mission North Survey Community Meetings – Notice of the Planning Department’s community meetings on April 20 and April 23, 2011 has been sent to the community property owners within the survey areas, and to people who have expressed interest.  The community meetings will be held at The Women’s Building on 18th Street, and the Survey will be presented to the HPC during its May 4th hearing.

2.         America’s Cup DEIR – will be before the HPC for review and comment in July.

6.         Commissioner Comments/ Questions

 

Commissioner Martinez brought up these comments:

1) The Department’s May 2, 2011 presentation to the Land Use Committee - to address Supervisor Weiner’s question on the impact of historic preservation on land use policies:  While the Planning Department will present on May 2 its overview on preservation activities, differences between CEQA requirements and Articles 10 & 11, designations, surveys, and the typical process the staff undertakes when reviewing the preservation projects, the Commission as a whole should also respond to the Supervisor’s question on more philosophical things about how the land use policies relate to each other and to the larger context of the future of the city.  After input from Department staff, commissioners, and the Deputy City Attorney, it was decided that Commissioners would send their comments to staff.  Staff would then make an outline of Commissioners’ general comments and include them as part of the Commission packet for the April 20th HPC hearing for possible action to draft a letter to the Land Use Committee.

2) Joint hearing policy with the Planning Commission - He would like to calendar a discussion on this as an action item.  Mr. Frye recommended to set the discussion for the May 4th HPC hearing.

Kelly Jr. and Townsend Streets, Assessor’s 3789, Lot 003.  Request for a Certificate of Appropriateness for one projecting sign and one door sign on Townsend Street façade, and one projecting sign on Colin P. Kelly Jr. Street façade.  The subject property is a contributing building to the South End Historic District and is located within the SB-DTR (South Beach Downtown Residential) Zoning District with a 105-F Height and Bulk limit.

Preliminary Recommendation:  Approval

75 FEDERAL STREET, south side of street between 2nd and Delancey Streets, Assessor’s 3774, Lot 070.  Request for a Certificate of Appropriateness for the installation of an accessible wheelchair lift and exterior stair, and construction of a new walkway, entry patio, and site fence.  The subject property is a non-contributing building to the South End Historic District and is located within the MUO (Mixed-Use Office) Zoning District with a 65-X Height and Bulk limit.

Preliminary Recommendation:  Approval

9.         2006.0428E                                                                            (T. Tam: 415/558-6325)

2401 16TH STREET, located on the southwest corner of 16th and Bryant Streets, in Assessor’s Block 3965, Lot 001. Request for review pursuant to the Eastern Neighborhoods Interim Permit Review Procedures for Historic Resources. The proposed project is the retention of the existing three-story commercial building, the demolition of the existing non-historic, 13-foot-tall, 1,130-square-foot horizontal addition, and the construction of a four-story, 40-foot-tall, residential building containing 12 residential units and 12 ground-floor parking spaces. The subject parcel is located within the Mission Area Plan, which re-zoned the project site from M-1 (Light Industrial) to UMU (Urban Mixed Use) and from a 50-X to a 68-X Height and Bulk District. Since this is a “pipeline project” the former zoning (M-1/50-X) applies. The Department is reviewing an Environmental Evaluation application for the project.

Informational Presentation on HPC Landmark Designation Work Program - Informational presentation based on a request by the HPC for the Department to provide additional information related to the FY2010/2011 Landmark Designation Work Program. This presentation is intended to inform prioritization of the 2010/2011 Landmark Designation Work program.

 

SPEAKERS:   Alex Bevk – SF Heritage, suggested raising the priority of 2173 15th Street, and 2 Clarendon Avenue, and commented that the future consideration list be expanded to include additional properties with significant minority communities.

 

ACTION:         Informational only - no action required.

 

NOTE:            Ms. Brown prepared a draft work program for the HPC to consider. The draft consisted of a list of 12 buildings that represent geography, style, cultural association and modern design within the City for the HPC Landmark Designation Work Program; a list of 5 buildings from the Market/Octavia (M/O) Plan Area for the Market/Octavia Work Program (funded by the Preserve America Grant); and a list of 5 other buildings for future considerations.  The two work programs will be consolidated into a single HPC Landmark Designation Work Program, with the Preserve America projects tracked separately.  After reviewing the lists, the Commission directed staff to replace the Forest Hill Club House with the Doelger Sales Office, and the Roos House with the Wurster House at 3655 Clay Street.  At a future hearing, the HPC will officially adopt this consolidated work program.  Property owners, the preservation community and interested stakeholders will be notified of this future hearing.
