Acting Preservation Coordinator Frye:
1. Status of proposed Golden Gate Park Article 10 Designation – The Department continues to work with the Recreation and Park Department to translate a non-registered nomination form into Article 10 designation, to outline the designation process, and to identify character defining features. The work takes more time and efforts than expected. The Department hoped to bring the findings and case report back to the HPC in the next few months. During this time, it would present another status report in a month on the designation.
Commission Wolfram said maybe the HPC could later discuss his question on whether the Department had done any outreach to the Board of Supervisors (BOS) to check the possibility of getting an approval from them on the Landmarks Designation Work Program (Item 11 on the Calendar). He was concerned with the limited time the HPC has for the nomination process.
Commissioner Damkroger suggested that 1) the Golden Gate Park Article 10 status report be on a monthly basis or be calendared at a regular interval; and 2) a member of the Commission be appointed to work with Department staff to attend meetings with the Recreation and Park Department. She felt it is important to take as much time as possible to include the details required for this big project. Commissioner Johns agreed with Commissioners Wolfram and Damkroger. Commissioner Hasz volunteered to attend the meetings. Commissioner Martinez volunteered to attend when there’s a need, and added that the HPC might want a joint hearing to have a conversation with Recreation and Park Commission. Director Rahaim agreed both the conversation with the BOS and the Recreation and Park Commission would make more sense when there is a preliminary recommendation about the process. There’s a lot of details to be figure out, including what would be required and reviewed by what body and at what point. Commission Chase thought being able to outline what are the impacts to the proposal is important for both the commissions and the BOS.

Commissioner Johns had phone conversation with Philip Ginsberg regarding Stow Lake Boathouse.

The subject property is a contributing structure to the Civic Center Historic District and is located within a C-3-G (Downtown General Commercial) Zoning district and an 80-X Height and Bulk district.

The former Savings Union Branch of Security Pacific National Bank, designed by architects Bliss and Faville and constructed in 1910, is Landmark #132. The subject property is within a C-3-R (Downtown Retail) Zoning district, a 80-130-F Height and Bulk district, and the Kearny-Market-Mason-Sutter Conservation District.

Informational Presentation on HPC Landmark Designation Work Program - Informational presentation based on a request by the HPC for the Department to compile past Landmark Preservation Advisory Board Work Programs, status on review of community-sponsored Historic Resource Surveys, and preliminary recommendations regarding areas, property types, and styles, that are underrepresented as Article 10 Landmarks and Historic Districts. This presentation is intended to inform prioritization of the 2010/2011 Landmark Designation Work program.
SPEAKERS: Alexandria Bevk – SF Architectural Heritage, re: Related that Japan Town and South of Market Pilipino communities have expressed interest in proposing individual sites to the HPC Work Program.
NOTE: The Commission developed a draft HPC Work Program list drawn from the LPAB’s Work Program and the Market/Octavia Area Plan for landmarking potential individual buildings and districts. They also named other worthy buildings in the City to be on the list that are outside of the LPAB’s Work Program and M/O Area Plan. They felt HPC has limited resources and would like inquiries/ outreach be done to see which are the ones from the draft list would have community support for landmark designations. They discussed cultural component should be included in context statement, Shotwell Street, Duboce Park District, Upper Market Street district, discontinuous district containing brick residential buildings between Laguna and Van Ness Avenue along Market Street, and the Modern Design Historic Context Statement. They asked the status for the Citywide context statement.
Based on HPC direction and agreement about the properties identified today, the Department would begin notification and would bring back in the future hearing for formal adoption as HPC Work Program.

The Commission will review the status of the proposed Articles 10 & 11 amendments and consider possible action to move its recommendation on the proposed legislation forward to the Board of Supervisors.
NOTE: Proposed recommendations for Articles 10 and 11 from the HPC is scheduled to be heard on 5/19/11 Planning Commission hearing. Commissioner Damkroger stated that HPC would continue its effort to work constructively with the Planning Commission about changes it was recommending, and if all possible, HPC aims to send one version that both the commissions would agreed upon to the Board of Supervisors (BOS). Director Rahaim stated that when Planning Commission does take action on 5/19, Planning Department would send two versions of the recommendations to the BOS based on its outcome. HPC would agendize one hearing before the May 19 hearing to receive mark-ups on Articles 10 and 11 from the City Attorney’s Office.
