A.         PUBLIC COMMENT

 

SPEAKERS:  Rose Hillson gave a brief historical background of the 226 Cabrillo Street Earthquake Shack and requested further analysis of Planning Department’s (Department) Categorical Exemption (Cat Ex) determination.  She asked that the Shack be calendared for rightful consideration; Cheryl Shultz stated that the Department and Kelley and VerPlanck had overlooked the significance and the history associated with the 226 Cabrillo Street Earthquake Shack and requested the HPC to further the analysis of the building before it is destroyed; Kathleen Courtney, Chair of Housing and Zoning of Russian Hill Community Association, asked to protect the City’s 1920’s era of garages and parking facilities that are decreasing and loosing to adaptive reuse or being destroyed; Katherine Howard, Golden Gate Park Preservation Alliance, supports soccer and the renovation of the Beach Chalet Soccer Fields but would like the project to be modified to natural grass playing fields with no lights, no new paving, and no parking extension.  She made the following points: 1) The overall project budget for Beach Chalet Soccer Field is quoted between $8-12 Million for 6 acres, while the Polo Field and Golden Gate Park currently renovated with natural grass, new grading and new irrigation for 11 acres cost $1 Million; 2) With natural grass, the whole soccer field could be renovated every year for 16-24 years under the money being spent on the project; 3) if adding the lands planned for the water treatment plant and from the clearing of the debris, four more acres,  or six soccer fields could result; 4) Funding for the Environmental Impact Report (EIR) for Beach Chalet Soccer Fields would be approved at the Recreation and Park (Park) Commission for the cost of $400,000.

 

B.        STAFF REPORT AND ANNOUNCEMENTS

 

Tim Frye, Acting Preservation Coordinator

1.   Sacred Heart Church – Supervisor Mirkarimi sponsored resolution urging support of the preservation and restoration was passed with a 6-5 vote.

2.   Marina Branch Library and North Beach Branch Library Designations – The Board of Supervisors (BOS) moved to pass the Marina Branch Library but did not pass North Beach Branch Library as an individual city landmark under Article 10 of the Planning Code.

3.   HPC’s request to calendar initiation of Golden Gate Park for Article 10 designation – The Department is working with the Park to go over the Park’s inventory and character defining features.  The Department plans to bring the initiation back to the HPC on January 19, 2011.

4.   Status report on Mission Dolores Neighborhood Survey HPC hearing to clarify findings – The Department intended to re-notice the survey area to clarify the confusion on whether or not the Mission Dolores Median and Mission Dolores Park were included in the survey findings as historic resources and character defining features.  The Department plans to bring the item to the HPC on January 19, 2011.

5.   Stow Lake Boathouse Nomination – The Department contacted and conveyed to Suzanne Dumont that Stow Lake Boathouse would be considered a character defining feature of the Golden Gate Park designation. Pending further review on the completeness according to the National Register of Nomination, the Boathouse may be before the HPC on January 19, 2011.

C.        MATTERS OF THE COMMISSION

 

6.         President’s Report and Announcements

 

Commissioner Chase:

1)      The 2011 courses on the essentials of Section 106 are offered in California by the Advisory Council on Historic Preservation;

2)      He received the Stow Lake Boathouse nomination from Ms. Dumont; and

3)      He asked staff whether the 1338 Filbert Street project has exceeded their Cat Ex and requested to bring the project back to HPC for a public hearing.

9.         Disclosures

 

Commissioner Damkroger emailed Arnie Lerner about South Mission Area Survey; spoke with Nancy Shanahan about Article 10 and Section 309; corresponded with Rose Hillson on the Earthquake Shack - (Commissioner Damkroger would like to find out the Shacks current status and what HPC might do to protect it if warranted); and California Preservation Foundation and SF Heritage are hosting a day long CEQA workshop on December 10 at SPUR.

Commissioner Wolfram went on a site visit of the Hallidie Building with Planning Staff Tim Frye.  The building is undergoing some emergency repairs and would be coming to the HPC for both an informational report and a Certificate of Appropriateness.

 

10.       Commissioner Comments/Questions

Commissioner Buckley asked the status of the Shipwright Cottage at 900 Innes.  He requested staff to continue the work and the HPC to write a letter of concern.

Commissioner Damkroger asked for a representative from the Park to discuss with the HPC the significance of Stow Lake Boathouse.  Mr. Frye responded that the Park is scheduled to give an informational representation on all pipeline projects at the December 15th hearing and the Boathouse should be included.  Commissioner Martinez would like staff to get the Boathouse ready for initiation as an option if HPC felt it is in imminent danger which would require HPC action.

 

D.        CONSENT CALENDAR

814 SCOTT STREET , east side between McAllister and Fulton Streets. Assessor’s Block 0777, Lot 017. Request for Certificate of Appropriateness to enclose an open-air stair at the rear of the building and to construct two decks, one at the roof and one at the rear of the second floor level. The subject property is a contributing building within the Alamo Square Historic District. The property is zoned RH-3 (Residential, House, Three-Family) and is in a 40-X Height and Bulk District.

123 TOWNSEND, east side between 2nd and 3rd Streets, in Assessor’s Block 3794 and Lot 010.   Request for a Certificate of Appropriateness to install a new wireless telecommunications facility on the roof that consists of six panel antennas and associated equipment cabinets for T-Mobile.  The existing building is a contributory building in the South End Historic District and is located in a MUO (Mixed Use, Office) Zoning District and a 105-F Height and Bulk District.

Preliminary Recommendation: Approval

899 VALENCIA STREET,  northeast corner of Valencia and 20th Streets; Lot 113 of Assessor’s Block 3596 – Review of the proposed project, per the Eastern Neighborhoods Area Plan Interim Permit Review Procedures for Historic Resources.  The proposed project is for the demolition of the existing service station building and surface parking lot and construction of a new approximately 57,100-square foot, 52-1/3-foot-tall, five-story residential / commercial building containing 18 dwelling units and ground-floor retail space. The proposed building would have a below-grade 18-car parking garage accessible from 20th Street.  The property is located in the Valencia Neighborhood Commercial Transit (NCT) Zoning District and a 55-X Height and Bulk District.

Preliminary Recommendation: Adopt motion regarding review and comments of the proposed project per the Eastern Neighborhoods Area Plan Interim Permit Review Procedures.

SOUTH MISSION HISTORIC RESOURCES SURVEY, Consideration to adopt, modify, or disapprove the findings of the historic resource survey. The survey consists of: a Historic Context Statement (previously adopted); field survey of approximately 3,752 individual properties, including 2,099 Primary Records (DPR 523A forms) and comprehensive Survey Inventory Database; and Multiple Property Documentation that identifies 988 historic properties and 13 historic districts. The survey area includes approximately 100 blocks and covers the southern portion of the Eastern Neighborhoods Mission Area Plan. The general boundaries of the survey area are 20th Street to the north (as well as several blocks north of 20th Street between Florida Street and Potrero Avenue), Cesar Chavez Street to the south, Potrero Avenue to the east, and Guerrero Street to the west.

Preliminary Recommendation: Adopt the South Mission Historic Resources Survey Primary Records (DPR 523A forms); Survey Inventory Database; and Multiple Property Documentation form (NPS Form 10-900-b)

SPEAKERS:      [Gailan] Joseph – Resident of Shotwell Street, commented that character defining features such as side yards, open space between homes, retaining walls and greenery are not added in the survey made public today; Mike Manzo – Homeowner who is trying to renovate his detached house on Shotwell Street, asked for clarification if HPC made a decision at the 10/6/10 hearing regarding character defining features mentioned by the previous speaker.

ACTION:            Approved as modified - Drop "Victoriana” from the potential Shotwell District; 2601 Mission Street to be categorized as a 7N; map change or dividing the parcel on the map of Samuel Gompers Trade School/ Mission College or City College (parcel no. 3636033); language regarding the fact that Historic Districts will require additional consideration and that boundaries may change; language recognizing that additional work is needed for the addition of cultural resources / contemporary resources; further research should be done on the Mission Street Entertainment & Commercial Historic District centered on the New Mission theater; there should be further outreach to non-profits, businesses and residents about what Historic Districts might need; and additional research of the last 50 years in terms of Latino, Chicano, and Hispanic history

Amendments to the Planning Code, including but not limited to Sections 121.2, 136.1, 151, 185, 186, 201, 204.2, 205, 205.1, 205.3, 207.2, 209.3, 209.8, 217, 249, 303, 309, 311, 340, 317, 602.25, 602.26, 607.1, 790.44, 803.2, 803.3, 3 890.133, 890.44, 703.2, and various sections of Articles 7, 10, and 11.  Ordinance sponsored by the Planning Department that would amend the Planning Code.  The proposed amendments are mainly clerical clean-up in nature, with Sections 121.2, 136.1, 151, 185, 186, 201, 204.2, 205, 205.1, 205.3, 207.2, 209.3, 209.8, 217, 249, 303, 309, 311, 340, 317, 602.25, 602.26, 607.1, 790.44, 803.2, 803.3, 3 890.133, 890.44, 703.2, and Articles 7, 10, and 11 being amended. 

The focus of this hearing will be on completing review of Article 11 and Section 309.
