1.    Director’s Report

 

2.            Preservation Coordinator Frye gave a Review of Past Week’s Events:

·         On July 26, the Planning Commission unanimously approved 459 Geary Street which, on the July 18th ,the HPC approved the contributing building for a Permit to Alter in the KMS Conservation District;

·         On July 31, The Board of Supervisors (BOS) heard the appeal of 55 Laguna Street and upheld HPC’s issuance of the Certificate of Appropriateness for interior/exterior and rehabilitation work for Richardson Hall, Wood Hall and Wood Hall Annex;

·         On July 31st, the BOS unanimously approved the Transit Center District Plan.  The approval included the 43 buildings reclassification, and the expansion of an additional 28 properties in the New Montgomery/2nd Street Conservation District.  The Conservation District was renamed to New Montgomery/Mission Street/2nd Street Conservation District;

On other announcements and reports:

·         Director Rahaim would attend the August 15th HPC hearing with Jeff Joslin, Planning Department’s new Current Planning Director.

·         Director Rahaim would report back to the HPC on the status of surveys and historic mitigations that are now under the purview of the successor agency of the Redevelopment Agencies.

·         Planning staff would give informational presentations to the requests HPC had made in the past on Residential Design Guidelines, Discretionary Review policies and procedures, Review and Comments portion of the CEQA review process and preservation, seismic retrofit, and Soft Story Program.

D.        REGULAR CALENDAR

6.         2012.0158A                                                        (PILAR LAVALLEY: 415/575-9084)

850 BATTERY STREETnortheast corner of Vallejo and Battery Streets, Assessor’s Block 0141, Lot 008.  Request for a Certificate of Appropriateness for one-story vertical addition and exterior alterations to the existing two-story commercial building.  The existing building will be rehabilitated, existing steel sash windows will be repaired, and previous alterations including mansard roof extensions, paneling, and window trim will be removed.  A new garage opening will be installed at the east end of the north elevation, replacing several windows.  The subject property is a non-contributing structure to the Northeast Waterfront Historic District and is located within a C-2 (Community Business) District with a 65-X Height and Bulk limit.

Preliminary Recommendation:  Approval

PRESENTERS:  Project Sponsor stated the history of ownership of the property; Mark Jensen, from Jensen Architects, reviewed the programs for the project.

PIER 29 - The Embarcadero between at the foot of Sansome and Chestnut Streets in the Northeast Waterfront.  Informational Presentation on the June 20 fire at Pier 29 and the Port's assessment of the damage and proposed Stabilization, Repair and Improvement Project. Pier 29 is a contributor to the Port of San Francisco Embarcadero Historic District which is listed in the National Register of Historic Places.

8.                                                                      (SHELLEY CALTAGIRONE: 415/558-6625)

ADMINISTRATIVE CERTIFICATE OF APPROPRIATENESS DELEGATION Discussion regarding the delegation to Planning Department Preservation staff the review and approval of Administrative Certificates of Appropriateness for individual Landmarks and Landmark districts pursuant to Article 10 Section 1006.2(a) of the Planning Code.

Recommendation:  The Historic Preservation Commission may direct staff to amend the process and requirements approved in HPC Motion No. 158 for consideration at a future hearing.

NOTE:            This item was called out of order and followed item 6

PLANNING CODE ARTICLES 10 and 11 Informational Presentation; Planning Department Preservation staff briefed the Commission on the final BOS adopted version of Planning Code Articles 10 and 11.

Recommendation: Informational only.
