A. PUBLIC COMMENT
SPEAKERS: John Templeton announced on June 29, 2011 the Victorian Alliance will hold a meeting on [Hanable] at 7:00 p.m. at 2804 Bush Street.
B. STAFF REPORT AND ANNOUNCEMENTS
Sr. Planner Tam:
1. Quarterly Report on Landmark Designation Work Program FY 2011-2011 – She referred to the Memo the HPC in their packets received. It indicated the total number of staff hours designated to the Landmarks Designation Work Program; highlighted the time spent for this Fiscal Year from July 1, 2010 to May 23, 201; and showed the hours spent on the re-establishment of Landmarks Designation Work Program. The three projects staff is still working on consist of the Appleton and Wolfrad Libraries; Designation of Golden Gate Park; and the Initiation of Stow Lake Boathouse. The Memo also contains information about Preserve America Grant, a grant which is separate from HPC’s Work Program.
Commissioner Martinez asked if the Preserve America Grant would have enough money to cover what HPC have had asked. Ms. Brown responded yes, it would, and that the Department has expended less than 200 hours to date.

Commissioner Martinez talked to former Board of Supervisor Bevan Dufty about the Eagle Tavern and to Tim Kelly about 1150 – 16th Street before the hearing
4. Commissioner Comments/ Questions
Commissioner Damkroger asked if the sculpture in the courtyard of the Veterans’ Memorial would come to HPC for review. Ms. Tam responded yes, that the Veterans’ Building is an individual landmark as well as a contributory building within the city’s designated Historic District. Any proposal to the exterior of the building would require the project to go before this Commission for review and approval of a Certificate of Appropriateness (C of A).

2 NEW MONTGOMERY STREET, southwest corner of New Montgomery/Montgomery and Market Streets, in Assessor’s Block 3707, Lot 052; The subject building is Landmark No. 18, the Palace Hotel and Garden Courtyard. Request for a Certificate of Appropriateness to install eight panel antennas and associated equipment for at&t Mobility. It is located within a C-3-O (Downtown, Commercial, Office) Zoning District and 120-X and 300-S Height and Bulk Districts.

398 12TH STREET, intersection of Harrison and 12th Streets, Assessor’s Block 3522, 014. Consideration to initiate Landmark designation for the Eagle Tavern. This item was calendared at the HPC’s request.
SPEAKERS in favor of Initiation:
Robert Hine; John Larkin; Former Supervisor Dufty; Glendan Hyde; Doug [Elzinger] – Former Employee of the Eagle Tavern; and Ian Griffith.
NOTE: Commissioner Martinez stated that in-order to move forward with initiation, a report with a persuasive argument to say why this designation needed to be done. He suggested the history of the AIDS issue should be looked into for there is no landmark in the 80s around the issues of AIDS. Commissioner Damkroger suggested that talking to Planning staff and getting a professional architectural historian could help focus on the effort in initiation.

Consideration to Adopt the proposed Landmark Designation Work Program (Work Program) 2010/2011. Based on direction provided to staff at the April 2nd, 2011 HPC hearing, the Department notified owners of 16 potential individual Landmarks and two potential Landmark Districts regarding the proposed Work Program. If adopted the Department will proceed with additional research, documentation, and outreach in support of future Article 10 Landmark designations.

SPEAKERS: Dawn [Comminal-Evan] from Department of Recreation and Park (Rec and Park) requested to work with the HPC to figure out a way to participate in the shaping of the HPC’s Work Program. She offered to present Rec and Park’s Quarterly Update in the future to get HPC’s feed back and guidance; Peter Strauss, Owner of 79 Pierce and 573 Waller Streets, spoke in favor to adopt the Landmark Designation Work Program; [Guna Lunberg], President of Sailors’ Union of Pacific, opposed the Landmark Designation Work Program; John Templeton, Author of the Four [Vibe] History of African American in California, made a recommendation that the Sam Jordan Bar and the Marcus Books not be looked at in isolation but as the foundations of historic districts. He encourage to further the studies on the Fillmore district and the 4000 to 6700 blocks on 3rd Street which included the first black grocery store in the oldest commercial district for black middle class neighborhood in the post war area; James McCoy, Member of the [Hanable] Lodge, gave his opinion that man of mason don’t seek recognition and let the work stand for the community; Clyde Colon spoke in favor to include Sam Jordan Bar in the Work Program; Rev. Roland Gordon, Pastor of Engleside Presbyterian Church, spoke about starting the process to include the Church as a historical building; Betty [Levyton], Members of the Duboce Park Neighborhood Association (DPNA), urged HPC to include the proposed Duboce Park Historic District to the Work Program; David Troupe, Member of DPNA and serve in DPNA’s Land Use Committee, supported inclusion of Duboce Park Historic District, Swedish American Hall and Twin Peaks Tavern to the Work Program. He did not favor adding Duboce Park in the proposed Duboce Park Historic District; Alex Bevk, SF Heritage, supported the Work Program in general and favored the inclusion of the Duboce Park Historic District, the Sam Jordan Bar on1712 Fillmore and the Marcus Books on 4004 3rd Streets from under-represented minority communities in the Work Program; Susan Miller – Resident of 34 Lloyd Street supported Duboce Park Historic District to the Work Program. Also spoke for the residents of 34 Lloyd Street to include the west side of Scott Street be included to the proposed Duboce Park Historic District; Joe Butler asked to include 848-850 Chestnut Street and 100 32nd Avenue to the Work Program; Christine Williamson, owner of the Cowell House at 171 San Marcos, supported her house be part of the Work Program; Tim Kelly, Consultant, volunteer to do the landmark nomination for Sam Jordan Bar; Adam Taylor, Legislative Aide for Supervisor Scott Weiner, opposed the Landmark Designation Work Program.
ACTION: Approved the Work Program with the inclusion of the Sam Jordan Bar on 4004 3rd Street and Marcus Books on1712 Fillmore Street

NOTE: The Commissioners decided to continue the conversation to discuss whether or not to include Duboce Park in the proposed Duboce Park Historic District. The Commissioners told interested persons/groups or members of the public who wanted to include their properties in next year’s Work Program to submit a list to the Planning Department for consideration.

274 BRANNAN STREET, north side of street between 2nd and Delancey Streets, Assessor’s 3774, Lot 073. Request for a Certificate of Appropriateness to install twelve panel antennas on the rooftop. The subject property is a contributing resource to the South End Historic District and is located within the MUO (Mixed-Use Office) Zoning District with a 65-X Height and Bulk limit.

showplace square – northeast mission historic survey – Consideration to adopt, modify, or disapprove the findings of the historic resource survey -- The survey consists of a historic context statement; field survey information for approximately 633 individual properties; historic resource/non-resource evaluations for approximately 423 individual properties that are at least 45 years of age; and evaluations of two areas that contain significant groupings of buildings, one of which was found to be an eligible historic district. The study area covers approximately 124 blocks and includes the Showplace Square Area Plan and the northeast portion of the Mission Area Plan. The general boundaries of the study area are: 13th Street and Bryant Street to the north; 20th Street to the south; Folsom Street and Shotwell Street to the west; and 7th Street and Pennsylvania Street to the west.
(At the June 1, 2011 hearing, the Historic Preservation Commission directed staff to provide the Commission with additional information and to continue to work with the owners and tenants within the survey area. At this hearing the HPC may consider a continuance to the July 20, 2011 hearing for final adoption.)
SPEAKERS: Tim Kelly, Historic Consultant, urged the HPC to reclassify the Axis Cafe on 1150 16th Street as a Categorical 6Z building not eligible for California or National Register; Dan Frattin, from Reubin and Junius, asked the HPC to make a finding to the effect that all the facts have clearly showed the Axis Cafe is not a historic building; Andrew Gregg, spoke on behalf of Fred Synder who represented David Allen Family Trust in last meeting, stated the Department has determined that the block bounded by Alabama, Harrison, 18th and 19th Streets are not historically significant. He would work the Department to determine the status to the remainder of the block; Tony [Last Name], Architect, explained the crawl space behind the building.
ACTION: Modified the motion by removing the Axis Café on 1150 16th Street from the Survey and to reclassify the category from 3CS to 6Z
