A.         PUBLIC COMMENT

 

SPEAKERS:  Katherine Howard, from Golden Gate Park Preservation Alliance – she thanked the HPC for calendaring Golden Gate Park for consideration as a historic district based on the National Register documentation.

 

B.        STAFF REPORT AND ANNOUNCEMENTS

 

1.         Update on 590 Pacific Avenue – Certificate of Appropriateness

                                                                                                          (T. Frye: 415/575.6822)

           

Acting Preservation Coordinator Frye addressed the concern that the work progressing at the site might exceed the scope of work approved by the HPC under the Certificate of Appropriateness (C of A) and might potentially trigger demolition under Article 10 of the Planning Code.  It is unclear whether the construction of the 2nd storey addition that requires additional concrete slab work and additional footings by a structural addendum would trigger additional review by the HPC or the Planning Department.  The Department usually sees revisions to the site permit and revisions to the architectural addendum, but not revisions to the structural addendum. Mr. Frye confirmed that the overall project is in conformance with what HPC reviewed and approved.  The building does retain enough of its historic fabric to be considered a historic structure, and it doesn’t appear that demolition, as defined in the Planning Code, has been triggered.  The Department would work with DBI to figure out the additional structural work required and would report back to the HPC.

Commissioner Martinez requested that a discussion on initiating the Tonga Room as a landmark be calendared.

Commissioner Buckley stated that the City was funding the Tenderloin Historic District to restore some building signs and asked the Department if there were any design standards for old faded signs in historic districts.  Mr. Frye responded that the Department doesn’t review the work of that program but would look into it.

Commissioner Damkroger requested that a discussion on initiation of the Golden Gate Park be calendared.  Commissioner Martinez requested the Department to email the Commissioners the National Register nominations.

Commissioner Wolfram asked when the Landmark Board’s Work Program would be scheduled for discussion.  Mr. Frye responded that it would be on the December 15th calendar.  The Department is currently working on the reporting structure and background information the HPC requested regarding existing Article 10 designations, property types, styles, etc.

  

D.        REGULAR CALENDAR

PROPOSED COMMISSION-SPONSORED PLANNING CODE AMENDMENTS RELATED to the Upper Market Street Neighborhood Commercial District.  The Planning Commission will consider a Resolution to recommend adoption of amendments to the Planning Code. The amendments are intended to apply new development impact fees and design controls to the existing neighborhood commercial district. The draft ordinance would amend the San Francisco Planning Code including amendments to Sections 134, 145.4, 151.1, 155, 207.7, 207.8, 263.20, 401, 416 et seq., 421.1, 421.3, 421.5, 721, and 721.1 as the sections relate to the Upper Market Street Neighborhood Commercial District (Upper Market NCD) and to extend the Market and Octavia Community Infrastructure Fee area to include the Upper Market Street Neighborhood Commercial District lying outside the Market and Octavia Plan area.  The controls will amend the parking and loading requirements; require ground floor commercial on this portion of Market Street; amend certain design requirements; and make other amendments; adopting findings, including environmental findings, Section 302 findings, and findings of consistency with the General Plan and the Priority Policies of Planning Code Section 101.1.

Recommend: Approval

 

ACTION:            Approved with an amendment that the HPC would want to discuss the future of the potential historic district at a future date.

RESOLUTION NO: R658

 

SPEAKERS:      David Sternberg, Project Architect for 376 Castro Street urged the HPC to add a grandfather clause into the proposed amendments to include a date-certain to show which projects have to comply and which pipeline projects do not have to comply.  Peter Cohen politely asked the HPC to approve the proposal and to recommend it to the Planning Commission for unifying the Market/Octavia corridor under a consistent set of neighborhood commercial development controls and design and bring everything into consistency, including the orphan block at the intersection of Noe and Castro Streets.

SOUTH MISSION HISTORIC RESOURCES SURVEY, Consideration to adopt, modify, or disapprove the findings of the historic resource survey. The survey consists of: a Historic Context Statement (previously adopted); field survey of approximately 3,752 individual properties, including 2,099 Primary Records (DPR 523A forms) and comprehensive Survey Inventory Database; and Multiple Property Documentation that identifies 988 historic properties and 13 historic districts. The survey area includes approximately 100 blocks and covers the southern portion of the Eastern Neighborhoods Mission Area Plan. The general boundaries of the survey area are 20th Street to the north (as well as several blocks north of 20th Street between Florida Street and Potrero Avenue), Cesar Chavez Street to the south, Potrero Avenue to the east, and Guerrero Street to the west.

Preliminary Recommendation: Adopt the South Mission Historic Resources Survey Primary Records (DPR 523A forms); Survey Inventory Database; and Multiple Property Documentation form (NPS Form 10-900-b).

NOTE:               Item 8 was requested to be continued to November 17, 2010 by various members of the Commission, Liberty Hill Neighborhood Association, Bonnie Fineburg and others.

Amendments to the Planning Code, including but not limited to Sections 121.2, 136.1, 151, 185, 186, 201, 204.2, 205, 205.1, 205.3, 207.2, 209.3, 209.8, 217, 249, 303, 309, 311, 340, 317, 602.25, 602.26, 607.1, 790.44, 803.2, 803.3, 3 890.133, 890.44, 703.2, and various sections of Articles 7, 10, and 11.  Ordinance sponsored by the Planning Department that would amend the Planning Code.  The proposed amendments are mainly clerical clean-up in nature, with Sections 121.2, 136.1, 151, 185, 186, 201, 204.2, 205, 205.1, 205.3, 207.2, 209.3, 209.8, 217, 249, 303, 309, 311, 340, 317, 602.25, 602.26, 607.1, 790.44, 803.2, 803.3, 3 890.133, 890.44, 703.2, and Articles 7, 10, and 11 being amended. 

The focus of this hearing will be on completing review of Article 11 and Section 309.

Recommendation: Approval of Proposed Ordinance with modifications to Board of Supervisors.

 

NOTE:   The Commissioners concluded their discussion of Article 11 and would review the changes received and discussed today at the next hearing on November 3rd. Section 309 discussion would then follow Article 11.  Commissioner Damkroger thanked members of the public - Steve Vettel, Mike Buhler, Aaron Peskin, George Williams and Gee Gee Platt for staying with the Commission during these discussion sessions.  A Joint hearing with the Planning Commission on this item was held the next day, on October 21, 2010.  Hearing of this item will continue until completion.
