Accessible Meeting Policy
Hearings are held at City
Hall, 1 Dr. Carlton B. Goodlett Place, Room 408, Fourth Floor, San
Francisco, CA. The closest accessible BART Station is the Civic Center
Station located at the intersection of Market, Hyde and Grove Streets.
Accessible curb side parking has been designated at points along McAllister
Street. Accessible MUNI Lines serving City Hall are the 42 Downtown Loop, 9
San Bruno and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines

Cell Phone and/or
Sound-Producing Electronic Devices Usage at Hearings
Effective January 21, 2001, the
Board of Supervisors amended the Sunshine Ordinance by adding the following
provision: The ringing of and use of cell phones, pagers and similar
sound-producing electronic devices are prohibited at this meeting. Please
be advised that the Chair may order the removal from the meeting room of any
person(s) responsible for the ringing or use of a cell phone, pager, or
other similar sound-producing electronic devices.

Notice is hereby
given to the general public and to owners of the subject property and other
property within 300 feet that an application for variance under the Planning
Code as

has been filed with the Zoning Administrator and will be considered at a PUBLIC
HEARING to be held on the date, time, and place listed on the first page of this
Calendar.
A. CONSENT CALENDAR
All
items listed hereunder constitute a Consent Calendar and are considered to be
routine by the Zoning Administrator. There will be no separate discussion of
these items unless a member of the public so requests, in which case the matter
shall be removed from the Consent Calendar and considered as a separate item at
this time or at a future hearing.

2011.0042V: 118 BRODERICK STREET,
Lot 023 in Assessor’s Block 1237 in a RM-2 (Residential, Mixed, Moderate
Density) Zoning District and a 40-X Height and Bulk District.
REAR YARD, NON-COMPLYING STRUCTURE AND EXPOSURE VARIANCES SOUGHT: The
proposal is to increase the number of dwelling units from one to two and to
infill a side setback at the rear by constructing a 16’ long by 6’ wide
one-story horizontal addition at the rear, south side of the building, which
will align with the existing rear building wall. The proposal also includes a
spiral staircase that will project further into the rear yard at the rear south
side of the building to provide access from the upper unit to the rear yard.

Lot 030 in Assessor’s Block 0973 in a RH-1 (Residential, House, Single-Family)
Zoning District and a 40-X Height and Bulk District.
FRONT SETBACK VARIANCE SOUGHT: The proposal is to change the front
angled bay windows to square bay windows at the second and third floor of the
3-story, single-family home, and other façade alterations.

2010.1097V: 324 PARK STREET,
Lot 054 in Assessor’s Block 5721 in an RH-2 (Residential, House, Two-Family
Dwelling) Zoning District and a 40-X Height and Bulk District.
REAR YARD
VARIANCE SOUGHT: The proposal is to replace the existing second floor rear
deck and expand by an additional 80 square feet. The replacement deck will be 9
feet above grade. The proposal will not add square footage to the existing
single family dwelling.
PER SECTION 242(e)(2) OF THE PLANNING CODE the subject property is required to
maintain a required rear yard of 45 percent of lot depth. Additionally, any
part of a front setback exceeding 5 feet may be applied to the rear yard. The
subject lot is 100 feet deep and has a front setback of 24 feet. Therefore, the
required rear yard is 26 feet. The existing deck encroaches 1 foot into the
required rear yard. The proposed deck replacement will encroach an additional 3
feet into the required rear yard, leaving a rear yard of 22 feet. Therefore,
this project requires a rear yard variance.

2010.0394V: 2853-2857 BRODERICK
STREET,
Lot 002 in Assessor's Block 0947 in a RH-2 (Residential, House, Two-Family
Dwelling) Zoning District and a 40-X height and bulk district.
REAR YARD AND NON-COMPLYING STRUCTURE VARIANCES SOUGHT: The proposal is
to raise the existing single-family residence three feet to insert a garage
level and habitable rooms at said floor. The proposal also includes alterations
at the rear of the building, a portion of which is located within the required
rear yard.
PER PLANNING CODE SECTION 134, the subject property is required to maintain a
rear yard of approximately 20 feet. The existing rear deck, stairs and bay
window project a total of approximately 15 feet into the required rear yard.
The project proposes to retain the existing structures that project into the
rear yard, including continued access to the rear yard via the rear deck and
stairs. Therefore, the project requires a variance from the rear yard
requirement (Section 134) of the Planning Code.
PER PLANNING CODE SECTION 188, a non-complying structure may be altered provided
no new discrepancy is created. The rear portions of the existing building,
including the rear deck and stairs, are non-complying structures as they were
originally constructed within the required rear yard. The project proposes to
retain these non-complying features while raising the building. This new
discrepancy would be contrary to Section 188.

2010.0173V: 403 LAUREL STREET,
Lot 001A in Assessor's Block 1019 in an RM-1 (Mixed, Low Density) Zoning
District and a 40-X Height and Bulk District.
REAR YARD VARIANCE SOUGHT: The proposal is to remove and reconstruct the
existing stairs and deck at the rear of the subject property. The new
approximately 7-foot high deck (with approximately 3-foot high railing on top)
would be approximately 11 feet wide by 8 feet deep measured from the rear of the
building. A stair projecting 8 feet from the rear building wall leading to grade
would be constructed on the north side of the deck. An approximately 10-foot
tall fire wall would be constructed along the north side property line to the
rear property line and from grade to the top of the deck railing on the south.
PER SECTION 134 OF THE PLANNING CODE the subject property is required to
maintain a rear yard of approximately 16 feet. The proposed deck and stair
would encroach approximately 8 feet into the required rear yard and result in a
rear yard of approximately 8 feet.

2011.0156V: 407 LAUREL STREET,
Lot 001C in Assessor's Block 1019 in an RM-1 (Mixed, Low Density) Zoning
District and a 40-X Height and Bulk District.
REAR YARD VARIANCE SOUGHT: The proposal is to reconstruct a demolished
deck at the rear of the subject property. The approximately 8-foot high new deck
would be approximately 8 feet wide by 8 feet deep measured from the rear of the
building. A stair projecting 8 feet from the rear of the building leading to
grade would be constructed on the north side of the deck. An approximately
12-foot high solid fire wall would be constructed from grade to the top of the
proposed stair railing on the north and from grade to the top of the deck
railing on the south.
PER SECTION 134 OF THE PLANNING CODE the subject property is required to
maintain a rear yard of approximately 16 feet. The proposed deck and stair
would encroach approximately 8 feet into the required rear yard and result in a
rear yard of 8 feet.

7. 2011.0303V 3781 - 23rd STREET,
Lot 037A in Assessor's Block 3650 in a RH-2 (Residential House, Two-Family
Dwelling) Zoning District and a 40-X Height and Bulk District.
REAR YARD VARIANCE SOUGHT: The proposal is to add a horizontal addition
to the second floor of the rear of the subject building in order to accommodate
an internal elevator and caregiver’s room. The proposed addition would not
extend beyond the existing rear building wall.
PER SECTION 134 OF THE PLANNING CODE the subject property is required to
maintain a rear yard that measures 15’ in length. The proposed rear addition
would encroach approximately 8’10” into the required rear yard at the second
level above grade, and would result in a rear yard of 6’2” in length; therefore,
the project requires a variance from the rear yard requirement (Section 134) of
the Planning Code.

C. PUBLIC
COMMENT:
At this time, members of the
public may address the Zoning Administrator on items of interest to the public
that are within the subject matter jurisdiction of the Zoning Administrator
except agenda items. With respect to agenda items, your opportunity to address
the Zoning Administrator will be afforded when the item is reached in the
meeting. Each member of the public may address the Zoning Administrator for up
to three minutes.
The Zoning
Administrator will not take action on any item not appearing on the posted
agenda, including those items raised at public comment. In response to public
comment, the Zoning Administrator may:
(1)
respond to statements made or questions posed by members of the public;
or
(2)
request staff to report back on a matter at a subsequent meeting; or
(3)
direct staff to place the item on a future agenda. (Government Code
Section 54954.2(a))
