Re: Committee Votes and Actions

Discussion on Agenda Item #3: The Committee took action on the item regarding establishing a Community Stabilization Policy. Following a detailed discussion on two draft elements of the proposed Community Stabilization Policy, the Committee:

1. Passed a motion to  Establish a Select Working Group to incorporate elements of the Draft Community Stabilization Policy and John Elberling's Draft Affordable Housing Linkage Option into a draft for further Committee considerations. Additionally, the Select Working Group was directed by way of the motion to add modifications to Section 303 of the Planning Code to tighten interpretative latitude in the Conditional Use process applicable to the Community Stabilization Policy in the Western SoMa Special Use District. Finally, the Select Working Group was asked to consider metrics associated with job loss and maintaining a neighborhood mix of jobs and housing. VOTE 10-0-1 & PUBLIC 0-1-5 (The Select Working Group membership is composed of the Task Force representatives for Non-Profit Developers, For-Profit Developers and the Planning Department.)

Discussion on Agenda Item #5: The committee discussed entertainment use buffer zones in the proposed SALI and MUO districts. This discussion touched on everything from new land use categories for tiered entertainment uses and their potential in the W SoMa SUD to the opportunities to support  community based arts programs and facilities in the neighborhood. The general recommendations approved by the Committee were:

ü Permit new places of entertainment (POE) and Limited Occupancy Entertainment Uses permits in the Service Arts and Light Industrial (SALI) and Mixed Use Office (MUO) districts.

o SALI - So long as they are not within a 200 foot radius of a proposed RED or RED Mixed Zoning district. VOTE 5-4-2 & PUBLIC 1-2-0

o MUO - So long as they are not within a 200 foot radius of a proposed RED or RED Mixed Zoning district. VOTE 7-1-2 & PUBLIC 1-1-1

ü Allowances for new  Animal Services-Commercial Kennels (Planning Code Section 224 (c) outside the 200 foot buffers only in the SALI as a Conditional Use. VOTE 6-0-1 & PUBLIC 0-1-2.

Discussion on Agenda Item #4: The Committee voted to prohibit new  Self Storage facilities in the Western SoMa Special Use District. VOTE 7-1-1 & PUBLIC 3-0-0

Allowances for auto sales/service, Small Enterprise Workshops (SEW) and Integrated PDR will be discussed in subsequent Business and Land Use Committee meetings.
