Committee Minutes of Complete Neighborhood Fabric

1. Announcements: Chair, Jim Meko reported that the Planning Commission approved the Task Force recommendations for restrictions on Institutions in the SLI. This will result in DR's for all educational Institutional permits in the Western Soma SLI.

Committee discussed three issues regarding the controls for large sites. This motion was passed 6-0-0 by committee and 1-0-6 by the public

a. For Large Site in the SLR- over 1 acre: In return for an increase of height limit up to 65 feet there would be the following:

- Community benefits

- Additional affordability

- Mix of uses

- Public open space; privately maintained

- Urban design, pedestrian improvements, such as alleys

- No ill effects on the surround RED's and open space

b. For Sites between ½ to 1 acre in the SLR: In return for an increase of height of 10'.

- Community Benefits

- Additional Affordability

- Urban design improvements or public open space (privately maintained)

- No ill effects on surrounding RED's and open space

c. For Large sites in the SLI: This was not part of the motion, but there was discussion that since there are 5 or 6 large SLI sites on one block that could accommodate a 25,000 sf  medium box store, we should consider a limit, so that the number does not overwhelm the neighborhood. Is one per block an appropriate limit or two? Or more?

2. Since the Historic Consultant's report was not ready, this issue was continued.

3. Mix of Use and Heights will be reviewed in depth next meeting

4. SRO's regulations: Although there was no vote the following was the general consensus to be revisited after some consideration next meeting. No SRO's in the SLI to continue the policy of no housing in the SLI.

- Minimum size of units (including bathrooms) -300sf

- Projects should meet the rear yard requirements; i.e. 25% rear yard

- Project should meet open space requirement of 36sf/unit

- Density limit of 1/100 sf of lot size, thereby doubling the density

- No required parking minimum

- Increase required affordability

- it contains active non-residential uses on the ground floor that support neighborhood uses.

- Also assumes no ground floor units facing onto major streets;

- No variances from these requirements.

5. Next Meeting;

- SLI large site controls

- SRO's review of controls above

- Historic Consultant report

- Mix of Uses regulations or incentive.
