Minutes of Complete Neighborhood Fabric

  1. Announcement by Marc Solomon that the Planning Commission has instructed the Planning department of look at Auto Trip Generation instead of LOS for evaluating auto impacts.
  2. Cultural Preservation: Discussed using the same approach to preserving the community assets of the LGBTQ, Filipino and arts and entertainment communities.
    1. Develop  cultural landscape including elements like plaques, historic walks or other architectural features
    2. Survey for  historic landmark buildings that may need to be classified as San Francisco Landmarks based on their social value.
    3. In order to keep all these communities in SOMA affordable housing is critical. Therefore to encourage the development of affordable housing projects that will have supportive services that will be geared to helping these specific communities.
    4. In order to keep these communities in SOMA policies should be developed to keep existing housing stock, which is more affordable and more flexible for their users.
    5.  Community benefits that are derived from projects should be put towards the support of and the retention of cultural institutions.
  3. Heights: Reviewed maps of existing heights and of existing height limits. Concerns were voiced about solar access with any increases in heights. The idea of the CU would be to open the discussion of community benefits and other considerations.
    1. The CNF committee voted to require a CU for any project over 40'. The vote was 10/0/1 (for/against/abstain) from the committee and 1/1/1 from the visitors.
    2. The CNF committee voted to allow an increase in height of 15 feet in selective areas with the future development of community benefits and urban design consideration. The vote was 7/4/0 (for/against/abstain) and 1/1/1 from the visitors.
  4. Open Space: Reviewed analysis map of Western SOMA open space.
    1. Next meeting will want to develop more specific criteria for the open space as well as review the programmatic desires from the Town Hall and the surveys.
    2. Given the lack of open space in Western Soma, several other sites were identified, such as a portion of 8th and Harrison, St Joseph's school and a  living street on 12th street.

1. Vote on Cultural Preservation strategies

2. Vote on lot aggregation

3. Develop criteria and program for open space.
