        THE MEETING WAS CALLED TO ORDER BY PRESIDENT HASZ AT 12:33 p.m.
         
        STAFF IN ATTENDANCE:  John Rahaim - Planning Director, Keith DeMartini, Kelley Amdur, Susan Exline, Richard Sucre, Tim Frye - Preservation Coordinator, and Jonas P. Ionin - Commission Secretary.

        B.         DEPARTMENT MATTERS
         
        1.            Director’s Announcements                         
                       
        Preservation Coordinator Frye on behalf of Director Rahaim would answer any questions, or the Director would answer them when he joined the meeting.
         
        2.            Mr. Frye reviewed of past week’s events at the Planning Commission (PC), staff report and announcements:
         
        ·       On February 13th, the PC elected Commissioner Cindy Wu as President and Commission Rodney Fong as Vice President;
        ·       On February 13th, the PC heard the Apple Store at 300 Post Street:
        1.    A motion recommending approval of the Special Use District (SUD) code amendment with small modifications failed by a vote of +3 to -3 (Commissioners Moore, Sugaya and Wu against; Commissioner Antonini was absent), effectively recommending disapproval. The SUD would be considered at a future hearing of the Board of Supervisors (BOS);
        2.    The PC voted +5 to -1 (Commissioner Sugaya against; Commissioner Antonini was absent) to approve the project as amended to require the Project Sponsor to discuss ADA issues with the Mayor’s Office of Disability and made findings in support of the SUD code amendment;
        3.    The Zoning Administrator considered a variance and indicated an intent to grant.
        ·       Status update on the removal of the redwood trees on Bush Street Cottage Row Park in the landmark district:
        1.    The redwood trees were removed last week;
        2.   Notice was mailed to a 300-foot radius around the park for a meeting on January 14th at Hamilton Recreation Center.  The majority of the participants requested Japanese maples be planted;
        3.   The Recreation and Park Department would test the underground infrastructure for the new planting.  Staff would provide future updates as they become available.
         
        C.         COMMISSION MATTERS 
         
        3.            President’s Report and Announcements
         
        President Hasz reported that Planning Director Rahaim, at the monthly Officer’s meeting implemented by Commission Secretary Ionin, agreed to discuss future agenda items, and suggested to use the meeting as a forum to discuss what items might be brought to the Historic Preservation Commission.

        Commissioner Matsuda 1) together with President Hasz and Commissioner Pearlman attended a landmark designation signing ceremony for Marcus Books in the Mayor’s Office; 2) suggested Mr. Frye possibly reopen the National Registry of Bush Street Cottage Row Park to clarify and discuss the specifics of what should be noted and to avoid problems in the future as there is very little information in the existing.  Questioned whether the planting of Japanese maple trees would be in keeping with the historic nature of the park. 
         
        Commissioner Johnck asked when a potential resource liked the Concordia at the corner of Sutter and Van Ness goes on the market, what information is available to the public.  Mr. Frye responded the Planning Information Map (PIM) at the www.sfplanning.org website would have historic information about the property, including the HPC regulatory review authority on the property.
         
        Commissioner Hyland announced he would not be able to attend the March 5th HPC hearing.
         
        ·       Future Meetings/Agendas. 
         
        Commissioner Matsuda noted the Advance Calendar is light for future hearings and requested to start scheduling for discussion the Historic Element, the Golden Gate Park Master Plan, and the application of the Secretary of Interior Standards.
         
        D.         REGULAR CALENDAR

        REVIEW AND RECOMMENDATION OF APPROVAL OF A BALANCED FISCAL YEAR 2014-2016 DEPARTMENT BUDGET AND WORK PROGRAM FOR SUBMISSION TO THE MAYOR’S OFFICE.  Preliminary Recommendation: Direct staff to issue a letter of recommendation for approval

        ACTION:             By voice vote, conveyed consensus for amendments to the Draft Comment Letter to include: dedicating an FTE to the HPC Work Program; establishing a metric to follow the backlog, checking in mid-year to accommodate for actual permit/case applications, and altering item 2 to include legislation that effects historic resources.

        UPDATE ON THE PERMIT AND PROJECT TRACKING SYSTEM (PPTS) - Informational Presentation

        = Nancy Weurfel - Concurred with Speaker Howard and hoped the PPTS could alert Planning Department of Serial Permitting happening in DBI.

        2013 RECREATION AND OPEN SPACE ELEMENT UPDATE – Planning Staff will give a presentation on the 2013 Revised Draft Recreation and Open Space Element for review and comment. The Historic Preservation Commission may draft comments to the Planning Commission regarding preservation policies for proposed Recreation and Open Space Element.

        660 3RD STREET, located on the west side of 3rd Street between Brannan and Townsend Streets, Assessor’s Block 3788, Lot 008.  Request for Review and Comment regarding the proposed project, pursuant to Planning Code Section 803.9(a), which consists of a change in use of 80,000 sq ft from PDR (Production, Distribution and Repair) to office use. The subject property is listed as a contributor to the South End Landmark District, which is listed in Article 10 of the San Francisco Planning Code. It is located within the SLI (Service/Light Industrial) Zoning District and a 65-X Height/Bulk Limit.
