        THE MEETING WAS CALLED TO ORDER BY PRESIDENT HASZ AT 12:31 P.M.

        SPEAKERS:         Rod Minott, Save the Hill, requested the HPC to schedule a hearing to restore two buildings in lower Potrero Hill at 17th and Mississippi Streets to 3CS status;
        Joseph Butler, Architect, supported restoring the two buildings to 3CS status.
         
        B.         DEPARTMENT MATTERS
         
        1.            Director’s Announcements
                       
        Preservation Coordinator Frye stated that the first kick-off community meeting for the African-American Historic Context Statement meeting funded by the Historic Preservation Fund Committee would be on October 9, between 6 - 8 p.m., at the African-American Art and Cultural Complex at 762 Fulton Street.  Activities would include documenting oral histories and providing interactive ways for the public to participate with the consulting team.
         
        2.            Mr. Frye’s Review of Past Week’s Events at the Planning Commission, Staff Report and Announcements:
        ·       On September 19, the Planning Commission unanimously endorsed the JCHESS and amended their resolution to encourage the HPC to enforce those portions of the JCHESS under its purview.
        ·       On October 2, the Board of Supervisors (BOS) unanimously endorsed the JCHESS.  He would forward the HPC a final copy of the BOS resolution once it is finalized.

        6.            2004.0552E                                                                            (RICHARD SUCRE: 415/575-9108)
        340-350 FREMONT STREET, located on west side of Fremont Street between Folsom and Harrison Streets, Assessor’s 3748, Lot 006, 007, 008 and 009.  Request for Approval of the content and location of the interpretative display produced as part of the historical resources mitigation measures for the proposed project, which included the demolition of two known historical resources (340 and 350 Fremont Street) and the new construction of a single residential high-rise tower.  This mitigation measure is part of the Focused Environmental Impact Report for the proposed project at 340-350 Fremont Street (Case No. 2004.0552E), which was certified by the Planning Commission in June 2006. The subject property is located within the RH-DTR (Rincon Hill Downtown Residential) Zoning District and a 85/200-R and 85-250-R Height and Bulk Limit.
        Recommendation: Approval
         
        PRESENTERS:    George Tolosa, Handel Architects, presented a brief description of the Interpretive Exhibit;  Stacey Farr, Page and Turbull, described the Display Boards.

        ACTION:               Approved with comments: 1) to incorporate a 10-15 degree angle for the exhibits panels; 2) copy editing as read into record by Commissioner Wolfram; and 3) work with Planning staff for the creation of some pylon signs for the entry way.

        7.            2013.0226BC                                                                         (RICHARD SUCRE: 415/575-9108)
        665 3RD STREET, located on the east side of 3rd Street between Brannan and Townsend Streets, Assessor’s Block 3788, Lot 041.  Request for Review and Comment regarding the proposed project, pursuant to Planning Code Section 803.9(a), which consists of a change in use of up to 123,700 sq ft from PDR (Production, Distribution and Repair) to office use. The subject property is listed as a contributor to the South End Landmark District, which is listed in Article 10 of the San Francisco Planning Code. It is located within the SLI (Service/Light Industrial) Zoning District and a 65-X Height/Bulk Limit.
        Recommendation: The Historic Preservation Commission may draft comments to the Planning Commission regarding the proposed use and its ability to enhance the feasibility of preserving the historic building.
         
        PRESENTERS:      Carolyn Guibert from Coblentz, Patch, Duffy and Bass, spoke on behalf of the Project Sponsor that the report incorporated all recommendations by staff and requested the Commissioners to approve.

        MINOR PERMIT TO ALTER DELEGATION, Renewal of Motion No. 0138 to delegate to Planning Department Preservation staff the review and approval of Minor Permits to Alter for Significant and Contributory Buildings & all buildings within Conservation Districts regulated under Article 11 of the Planning Code to the Planning Department pursuant to Planning Code Section 1111.1(a).
        Preliminary Recommendation:  Approval

        Note:  Commissioner Johns reopened Commission Matters at the end of the hearing to express his concerns that 1) public parks, privately owned buildings and interpretive plaques would disappear, and the need to identify them in HPC website for public awareness.  Director Rahaim responded that the Planning Department has POPOS (Privately-Owned Public Open Space) on its website that might include various spaces that Commissioner Johns had talked about and that he could direct staff to create something similar; 2) HPC should consider looking into the matter brought forward by Speaker Rod Minott from Save the Hill regarding restoring the two buildings at lower Potrero Hill to 3CS status.  Mr. Frye offered to present new findings, if any, under Staff Report at a future hearing.  Commission Wolfram suggested placing it as an Action Item.  Acting Commission Secretary Ionin confirmed.
