PUBLIC COMMENT

Edward Suharski: He submitted background information on Old St. Mary's Church and outlined the argument in favor of the sale of TDR from the church and voiced concerns with preserving private sector landmarks like Old St. Mary's. Old St. Mary's Church does not have funds available to make the required code compliance upgrades to the church. He suggested that if the same TDR eligibility criteria from the Old Mint ordinance were applied to Old St. Mary's then the church could be saved. Old St. Mary's is worth saving and the sale of TDR's is the only resource available to fund the required retrofitting and renovation work. Requested the Landmarks Board's support in the efforts to save the church.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i On April 17^th,the Article 11 designation for 583-587 Howard Street, 625-631 Pine Street and 635-659 Pine Street were approved at the first reading before the Board of Supervisors.

i The EIR for the Market/Octavia Plan was certified and was adopted by the Planning Commission on April 5^th.

i On April 19^th,the Planning Commission will hear the Mills Act application for 1735 Franklin Street.

i The Planning Commission will hear the Review and Comment for 55 Laguna Street at their April 19^th hearing.

i The Landmarks Board Regular Hearing for May 2^nd has been cancelled to accommodate the Planning Department's move.

i The Department is hoping to have the TDR database running within 4 to 5 weeks (maybe mid June). The Department will provide written responses to Heritage's letter by the 3^rd week of May.

i Informed the Board that Tara Sullivan-Lenane has been appointed as the Department's Legislative Assistant. Tara will be transitioning out of her current Tech Spec position with the Northwest quadrant and will be working with Ann Marie Rodgers under the director's office.

i The Landmarks Board's regular hearing scheduled for July 4^th has been cancelled.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

She informed the Board that she would not be in attendance at the next couple of Landmark hearings.

3. MATTERS OF THE BOARD

Cherny

He requested agendizing the TDR concerns for Old St. Mary's Church for possible action in the form of a letter to the Board of Supervisors.

Street

She received a request from RHAA that the Landmarks Board write a letter of support because they are applying for the California Preservation Foundation Award for the Music Concourse submittal.

4. LANDMARKS WORK PROGRAM 2005-2007 UPDATE

Vice President Cherny – The Sailor Union narrative should be completed soon.

President Maley – She will make contact regarding 1080 Montgomery St.

Board Member Martinez – The Transit Shelter is being worked on. Requested assistance from a student intern to help write the report for the Mission National Bank.

1. HISTORIC PRESERVATION FUND UPDATE

The committee has reviewed and approved a proposal for an Asian Neighborhood Design to do a study on types of buildings (south of market, mainly commercial buildings) to come up with standards for how to adaptively reuse them while preserving their historic integrity. The standards will provide guidance about what to do with these types of buildings. Received a proposal regarding doing work on African American History; the Committee requested the re-submittal of this proposal as a city-wide context statement for African American history in San Francisco.

Board Member Martinez left the hearing at 3:45 p.m.

Board Action

It was moved by Board Member Cherny (seconded by Damkroger) to continue the draft action minutes until May 16^th hearing. The vote was unanimous.

55 Laguna Street, blocks bounded by Buchanan, Hermann, Haight, and Laguna Streets; Lots 001, 001A in Assessor's Block 0857 and Lots 001, 002, 003 in Assessor's Block 0870. Request for the Landmarks Preservation Advisory Board to adopt a Resolution to the Planning Commission to recommend or not recommend the designation of the U.C. Extension Campus at 55 Laguna Street, formerly San Francisco Teacher's College.

Preliminary Recommendation: To not recommend landmark designation to the Planning Commission.

Board Comments

A Board member requested that the report include boundaries. A Board member recommended adding criterion C to paragraph 6 as being eligible under Criterion C as an example of a transitional style of Spanish revival architecture as employed by the Office of the State Architect, particularly architect George B. McDougall. A Board member asked if the Standards allow for review of what project is being proposed? A Board member supports the landmark designation and stated that the Landmark Advisory Board is supportive of projects but that some of the things being proposed within the project are not appropriate. A Board member questioned if the project meets the criteria for Section 5024, Article 10, and CEQA. Recommended establishing a sub-committee to create a list of contributing and non-contributing features and to define what features are to be preserved. Questioned if there was a timeline to add streets? A Board member asked if it was intended to include everything within the boundaries including the asphalt parking lots and the dental clinic? Questioned if the dental clinic was subject to Article 10? A Board member asked, what is the University plan for the site if the AF Evans project does not move forward. The Board members also requested editorial changes within the designation report. At the May 16, 2007, hearing, the Landmarks Board will review and approve the requested list of contributing and non-contributing features to be preserved. The Board members stated that the issue of the proposed project was distinct from the eligibility and designation of the site.

BOARD ACTION

It was moved by Board Member Dearman (seconded by Cherny) to adopt a Resolution to the Planning Commission recommending the landmark designation of the U.C. extension Campus at 55 Laguna Street, formerly San Francisco Teacher's College. At the Landmark Advisory Board hearing schedule for May 16, 2007, the Board will take action on the recommendation from the sub-committee on a resolution that will outline the features to be preserved. Motion pass: 6-1.
