Review and Comment

135 VAN NESS AVENUE/170 FELL STREET--HIGH SCHOOL OF COMMERCE. Request
for Board comments on the adequacy of the Draft EIR for the proposed San Francisco Unified
School District's School of the Arts Master Plan pursuant to the California Environmental
Quality Act (CEQA). (Continued from the January 21, 1998 Hearing.)
Speakers: Preservation Coordinator Neil Hart: Requests Board to forward
comments on the Draft Environmental Impact Report (DEIR) to Hillary Gitelman, the Planning
Department's Environmental Review Officer. Ms. Gitelman will be collecting comments from
the Board and other City agencies and forwarding all comments to the San Francisco Unified
School District.
Reports that the project sponsor has provided a court reporter to record the
Board's comments.
Reports that the 135 Van Ness Avenue/170 Fell Street item has been continued to
today's hearing from the January 21, 1998 hearing to allow Board members to make
additional comments on the San Francisco School District's School of the Arts Master Plan
DEIR. Board comments will be answered by the author, Mr. Stuart During, who will respond
to each in writing in a Comments and Responses document. The Comments and Responses will
become part of a final certification of the EIR. The scope of the final project will be
defined after the EIR is certified.
President Daniel Reidy: Reports that the DEIR is well written and sees no major
need to augment the text of the report. The program statement of the proposed activities
for the School of the Arts is a comprehensive statement and shows that this could be a
quality institution if it is built. The Adamson Statement of Probable Construction Cost
Conceptual Cost Study shows how expensive it would be to retain the building at 170
Fell Street for reuse in the proposed School of the Arts.
Member Paul Finwall: Reports the cost estimates troubling. Questions whether the State Historic Building Code was considered in the process of developing the design schemes and how it was addressed. Requests findings from San Francisco Heritage on cost estimates.
Mr. Stuart During, During and Associates: The architects will be able to draft
a response as to whether the State Historic Building Code was considered in the process of
developing the design schemes.
Vice President Donna Levitt: Requests clarification as to what aspect of this program cannot be fully accomplished if 170 Fell Street is retained.
President Reidy: Questions to what extent the Secretary of the Interior's
Standards will be addressed for the Final Environmental Impact Report in terms of trying
to preserve as much of the original fabric in the entire complex and the various
alternatives discussed in the Environmental Impact Report. More documentation is necessary
from the consultant's team on the applicability of the Secretary of the
Interior's Standards on the various alternatives discussed in the DEIR.
Member Kotas: Procedural question as to where the proposal will go and how it
will be handled.
President Reidy: Reports that the San Francisco Unified School District (SFUSD)
is it's own government. The State Architect's Office in Sacramento is the permitting,
reviewing, and funding government agency for this project, not the City and County of San
Francisco. The project will not fall under the purview of Article 10, as they will not be
filing for a building permit with the City and County of San Francisco.
Ms. Alice Barkley, Counsel for the San Francisco Unified School District:
Reports that the School District will be the lead agency as well as the decision maker
because it is a separate State agency and not a part of a department of the City and
County of San Francisco. Under Article 10, the Landmarks Board will be giving advice to
the School District. The future process will involve the Board in the Section 106 process.
Presentations will be made on the design and detail of the project to the Planning
Commission and the Landmarks Board for their advice on the final product, but the Board
will not have a decision-making role.
Member Shatara: Questions whether there are proposals for keeping the 170 Fell
Street building.
Mr. Stuart During, During and Associates: Reports that the SFUSD's program
proposes demolition of the 170 Fell Street building. The alternatives section of the DEIR
addresses variations in keeping the 170 Fell Street building as part of the Section 106
consultation process.
Mr. David Bahlman, San Francisco Heritage: Reports that Heritage has reviewed
the Draft EIR for the proposed SFUSD's Master Plan, and their attorney will be submitting
written comments to Hillary Gitelman on Monday, February 9, 1998 regarding the inadequacy
of the DEIR in addressing details associated with possible rehabilitation schemes and cost
estimates for 170 Fell Street and suggestions for improvement.
Mr. Albert Lanier, a participant in the Section 106 process: Submitted and read
a statement regarding the programmatic deficiencies and inadequacy of the DEIR and reuse
issues of the 170 Fell Street building.
Mrs. Bland Platt, Historic Preservation Consultant and a participant in the
Section 106 process. Re. the inadequacy of the DEIR. Comments will be submitted to the
SFUSD and a copy to Hillary Gitelman. Requests the Board to look at the comments of the
DEIR to note whether it meets Section 1010 requirements and whether the approvals section
is adequate.
Mr. Michael Levin: Opposed to demolition of 170 Fell Street. Reports that he
does not feel the DEIR adequately covers the history of the 170 Fell Street building.
Informational Presentation
2. 200 LARKIN STREET, OLD MAIN LIBRARY/NEW ASIAN ART MUSEUM, A CONTRIBUTORY BUILDING
WITHIN THE CIVIC CENTER NATIONAL HISTORIC LANDMARK, NATIONAL REGISTER AND LOCAL HISTORIC
DISTRICT. The Board will hold an Informational Hearing to collect information and to
receive testimony from the Asian Art Museum and the public on the proposed rehabilitation
of the Old Main Library to accommodate the new Asian Art Museum and the potential impact
the work may have on the interior and exterior features of the building in preparation for
future consideration of an application for a Certificate of Appropriateness.
Mr. Langston Trigg, Project Manager for the move of the Asian Art Museum
from Golden Gate Park to the Old Main Library: Re. discussion of program and construction
costs, budget, schedule, status report, square footage, and to introduce speakers from the
Asian Art Museum for the Informational Presentation.
Dr. Emily Sano, Director, Asian Art Museum: re. the Asian Art Museum's mission,
goals, objectives, collection, and importance of relocating from Golden Gate Park to the
Old Main Library to maximize the Museum's potential for collections and human resources.
Programs for the proposed Asian Art Museum include exhibitions, education, cultural
activities, outreach and extension, research, library, publications, visitor amenities,
and community services.

Mr. Mark Otsea, representing a joint venture of Hellmuth, Obata, Kassabaum,
Inc; LDA Architects, and Robert B. Wong, AIA: re. discussion of information requested in
the January 12, 1998 letter from the Board; statues, galleries, site plan, elevations,
comparison of lower, ground, second, third, fourth, and roof levels (existing and

impact of changes upon the historic fabric of the Old Main Library, and how the project
meets the criteria of the Secretary of the Interior's Standards for Rehabilitation and
Article 10. The Board will receive a tabular analysis of the changes as part of the
support document for the Certificate of Appropriateness.

of the Certified Local Government on the federally mandated review and consideration of
the effects of federal undertakings on historic properties pursuant to Section 106 of the
National Historic Preservation Act.

introduction on the training session for the Section 106 Review Process and Certified
Local Governments in the National Historic Preservation program.

March 4, 1998 hearing, and the meeting will convene at 2:30 p.m. at the Board of

the Zoning Administrator pursuant to Planning Code Sections 161(m) and 307(g). Those
sections provide for modification or waiver of parking requirements by the Zoning
Administrator when the Landmarks Preservation Advisory Board advised "that the
provision of parking would adversely affect the . . . significant or contributory
character of the structure or that modification or waiver would enhance the economic
feasibility of preservation of the . . . structure."
