Park was heard by the Transportation and Land Use Committee of the Board
of Supervisors and were approved, scheduled to go to the Full Board on
December 6.

The scale was delicate when compared to the rest of the building.

The Board wanted more description on the elements, such as the windscreen.

Thought the trellis should be heavier or more bulky.

It was suggested, in order to keep the project as simple as possible, do
a wind break without the trellis, keeping the horizontal lines, somehow.
?
The features for the existing district, means massive scales and deep fenestration,
which is everything the proposed project isn?t.
?
Suggested the owner do a mock-up of the proposed project, whereas, members
of the Board can pass by and look at the project before the project returns
to the Board for review.
Action:
After lengthy discussion, the Board deemed it necessary to have the item
go before the Architectural Review Committee and again before the Full
Board on December 15. Motion to continue by Member Kotas (seconded by Ho-Belli).
Vote was unanimous.

The boundaries of the Area of Potential Effects should be stated in the
Summary of Findings section. It was determined by the Board that the boundary
should be Telegraph Hill Boulevard.

The Project Description section was accurate and clear.
?
A suggestion was made to the project design team to consider the proposed
landscaping of the lawn at the southern facade of Coit Tower might take
the shape of an ellipse rather than the proposed form.
In
the Request for Determination of Eligibility Report:
?
Typographical errors in the description of Lillie Hitchock Coit: it describes
her coming to San Francisco in 1951, should read 1851. Stated she married
Benjamin Howard in 1958, should probably read 1858.
?
The Board concurred with and supported the recommendations regarding the
eligibility of Coit Tower and Pioneer Park for the National Register of
Historic Places.
In
the Request for Determination of Effect Report:
?
The Board felt that there was no adverse effect and recognized the positive
impact the Pioneer Park Project would have on the site.
?
The Board commended the efforts and dedication of the volunteers involved
in the Pioneer Park Project. They considered the project

VAN NESS AVENUE/170 FELL STREET, the entire city block bound by Van
Ness Avenue, Fell, Franklin and Hayes Streets, Assessor?s Block 815, Lot
1. The High School of Commerce (135 Van Ness Avenue) and the Newton Tharp
Commercial School (170 Fell Street) are within the boundaries of City Landmark
No. 140. The site and its buildings are also designated as a contributing
property within the Civic Center National Register of Historic Places and
local Historic Districts. The property is within a P (Public Use) District
and is in a 160-H Height and Bulk District. Request for Landmarks Preservation
Advisory Board comments on an October 20, 1999 Draft Programmatic Memorandum
of Agreement (PMOA). The PMOA was prepared pursuant to Section 106 of the
National Historic Preservation Act to address the effect on historic properties
of the Federal Emergency Management Agency (FEMA) proposal to fund the
relocation of the San Francisco Unified School District administrative
function from the 135 Van Ness Avenue/170 Fell Street property.

Informed the Board that the October 20, 1999 MOA had been superseded by
the preparation of a December 10, 1999 Programmatic MOA, which had not
be submitted to the Board prior to this hearing.

On December 14, 1999, the SFUSD Board of Education adopted a resolution
to rescind a portion of an earlier resolution which required that all FEMA
funding for earthquake damage at 170 Fell Street be used for the development
of the SOTA at 135 Van Ness Avenue.
?
On December 14, 1999, the SFUSD Board of Education also adopted a resolution
which incorporated seismic improvements at 170 Fell Street into the existing
design contract for the SOTA at 135 Van Ness Avenue.
?
On December 14, 1999, the SFUSD Board of Education also adopted a resolution
which committed to mothballing 170 Fell Street in accordance to the Secretary
of the Interior Guidelines and conduct a seismic analysis of that building.

The
Board supported the concept of the reuse of the property as the SOTA, and
supported shifting FEMA funds to the acquisition of a new Administrative
Building, so long as the replacement by SFUSD and Station Construction
funds is assured.
The
Board requested that the SFUSD retain an experienced preservation architect
for the SOTA project and that the Board be consulted in the project design
development process as early as possible.
The
MOA should be clear on the proposed treatment of 170 Fell Street; the SOTA
architectural program should be defined and should include 170 Fell Street.
The Board felt that without a specific program which included this building,
it remained threatened and might eventually be demolished.
Using
SFUSD and State Construction funds, the MOA should define the proposed
new undertaking to include the preservation of 135 Van Ness Avenue and
170 Fell Street.
The
Board expressed concern that the SOTA project proceed without further delay,
in the most efficient manner.
The
Board agreed to draft two letters - to FEMA regarding Section 106 comments
on the DRAFT MOA and to the SFUSD to communicate the Board?s historic preservation
concerns about the reuse of the property as the SOTA.
The
Board felt they were impeded from participation in the definition and option
of the PMOA by not being informed of significant changes in a timely manner.

Board agreed to add an additional Whereas Claus to the motion - ?Whereas
the property owner concurs and recommends approval of the landmark designation?.
It
was moved by Member Magrane (seconded by Finwall) to consider initiation
of the landmark designation. Vote was unanimous (Finwall, Kelley, Kotas,
Levitt, Magrane, Reidy and Shatara) (Absent: Dearman and Ho-Belli).
It
was then moved by Member Levitt (seconded by Kotas) to recommend landmark
designation to the Planning Commission. Vote was unanimous (Finwall, Kelley,
Kotas, Levitt, Magrane, Reidy and Shatara) (Absent: Dearman and Ho-Belli).

structure built in 1870. The subject property is in the Liberty Hill Historic
District, is zoned RH-2 (House, Two-Family) District and is in a 40-X Height
and Bulk District. Request for Certificate of Appropriateness to demolish
an existing concrete front yard retaining wall and add a two-car garage
within the required front set back.
Action:
After ARC Chair, Finwall, gave a brief review of comments made by the ARC
earlier, it was suggested by the Board that the owner bring the portico
closer to its original appearance; make modifications to the front facade
windows (suggested snap out dividers).

Kelley moved to recommend approval of the Certificate of Appropriateness
with the condition that the design of the project go back to the ARC for
review, in addition to the suggestions referenced in the above paragraph
(seconded by Finwall). Vote was unanimous.

northwest corner of Brannan and First Streets. Assessor?s Block 3774, Lots
25, 24, 18, and 15, respectively. Three contributory buildings used as
manufacturing and warehouse, and one non-contributory building used as
office and warehouse. Lots 25 and 15 are within the SSO (Service/Secondary
Office) District, Lot 18 is within the M-1 (Light Industrial) District
and Lot 24 is within the M-2 (Heavy Manufacturing) District. The four lots
are within the South End Historic District. Lots 18 and 24 are within the
South Beach Redevelopment Area. A request for a Certificate of Appropriateness
for Lots 15 and 25, (41 Federal Street and 250 Brannan Street, respectively),
the demolition of the building at 41 Federal Street and a third-story addition
to the rear two-story portion of the building at 250 Brannan, will occur
at a later date.

Asked
project sponsors to point out which lots/buildings would need a Certificate
of Appropriateness; if there would be any overlapping with lots/buildings
that falls under Redevelopment purview.

to know more about the layers of the facade on the new building.

project responds very nicely to the district and what?s around it.

If
all of the lots/buildings were in the historic district, there would probably
be concerns whether the new building would be over-whelming, because of
low-rise existing historic building.

Board thanked the project sponsors for their excellent presentation. They
found it very helpful seeing a model of the project and providing good
photos.
