80-X Height and Bulk District. Request for Architectural Review Committee
review and comment on a proposal to add two floors.

? Questioned if there will be awnings added at anytime?
? Asked what are the finishes on the wall?
? If sandblasting is going to be used, the ARC wanted to make sure they owners use conditions that follows the Secretary of Interior Standards.
? Suggested they carry the cornice all around the building.
? Regarding the door - the ARC suggested they enrich the frame of the doorway, add some type of ornamentation.
? The design of the east elevation should be looked at with a little more care in terms of breaking up the flat walls by the addition of cornices or some other horizontal lines.
? Suggested they adjust northeast facade windows up;
consider the use of wood frame windows rather than metal.

9 CALHOUN TERRACE, west side between Union and
Green Streets. Assessor's Block 113, Lot 25. A two-story, residential building
built in 1854. The subject property is a contributory building in the Telegraph
Hill Historic District, is zoned RH-3 (House, Three-Family) District and is
in a 40-X Height and Bulk District. Request for Architectural Review Committee
comments on a proposal to relocate garage door and to revise a previously
approved scheme for new windows and doors.

Speaker: Michael Levin re: City Hall
? The controversy over filming companies use of City Hall. When it first came up earlier this year, should they (the Walt Disney Company) be allowed to use the Chambers to film a movie?
? More recently, during filming (not in the Chambers), but in the Rotunda area, the filming company set off a sprinkler and did damage.
? He feels it is totally inappropriate for commercial film companies to be making any use of City Hall, no matter how important it is to this City. Doesn't feel Hollywood will boycott San Francisco because they are not allowed to use City Hall, contrary to what others may think or say. Now that the building has been refurbished at huge cost with new hi-tech systems, including a sprinkler system that the building did not have before. The equipment used by these companies belongs in a factory or sound stage or one of the hangers on Treasure Island, not in City Hall, which is very delicate in its ornament, the sculptural work, wood, plaster, stone.
? There is a very ugly stain where the sprinkler went off and it may not be repairable and be put back to its original condition.

Preservation Coordinator:
Updated the Board on status of construction activities of Landmark No. 6, Holy Cross Parish Hall. NOTE: Because this item was placed on the Agenda, members of the public were allowed to speak (Tom Mayer and Michael Levin). The Board requested that the owners of this landmark come before the Board and give a courtesy presentation about their proposed work.
The Fallon Building, 1800 Market Street will have its ground breaking on October 20, 1999.
August 6 - State Historic Resources Commission Quarterly meeting.
August 5 - City Hall Tour, Lunch, Workshop, Reception
and Dinner with State Historic Resources Commission.
2. PRESIDENT'S REPORT AND ANNOUNCEMENTS
President Reidy: Urged Board Members to attend a reception for the State Historic Resources Commission on August 5; also those who can attend their business meeting on August 6.
Based on Public Comments made at this hearing, President
Reidy requested that when the minutes of this hearing are prepared, the Secretary
augment the comments (not just one line) made by Mr. Levin regarding filming
in City Hall and send a note to Carole Issacs (or someone at the Film Commission),
who issues the permits to the film companies to alert that the City Staff
and Film Commission that concerns have been raised about the security of the
building. The Board is interested in preserving City Hall.

SIGNIFICANCE OF MODERNISM IN SAN FRANCISCO, informational
presentation given by Andrew Wolfram of San Francisco DOCOMOMO, on the historic
and cultural importance of preservation of significant modernist structures
and resources to the history and heritage of San Francisco.
The Board thanked Mr. Andrew Wolfram of DOCOMOMO for
his presentation. President Reidy extended the invitation for DOCOMOMO to
come back with their design criteria (even while it is still being developed)
for evaluating modernist buildings and exchange ideas with the Architectural
Review Committee.

Consideration to initiate landmark designation and adopt a resolution initiating and recommending landmark designation of the former Doggie Diner Sign as Landmark No. 212. (Continued from Regular Meeting of June 16, 1999)
Note: On June 16, 1999, following public comments,
the Board closed the Public Hearing. A motion initiating landmark designation
passed unanimously 8-0 (Dearman, Finwall, Ho-Belli, Kelley, Kotas, Levitt,
Magrane and Reidy) (Shatara absent).

Board Comments: Not good idea if the Doggie Diner head goes to a museum somewhere.
Very positive and interesting; majority of Board supported staff's recommendation to adopt setting.
Consideration should be given to the relationship of this sign to setting; without doggie diner sign, it's unclear what's being designated.
It was suggested that the Board consider the sign separate
from the building.
Action: Kalman Ratings: Change Age to VG; change No. 12 to G.

Member Dearman moved to adopt a resolution initiating and recommending landmark designation as Landmark No. 212 (seconded by Member Levitt) with changes to the Kalman Rating and Name Change shown in the first two bullets under Action above. Updated the Board that a Stop Work Order has been issued for the property located at 717-723 Webster Street.
The Certification of the EIR, and the Section 309 for Neiman Marcus is scheduled before the Planning Commission, Thursday, July 22, 1999.
1 Church Street DEIR - There is no separate cultural historic background report. The information submitted with the EIR and Section 106 was referenced.
Updated Board on Department staff changes: Mary Gallagher has been appointed the new Zoning Administrator; Neil Hart has been promoted to a Planner V, Chief of Neighborhood Planning.
August 6 - State Historic Resources Commission Quarterly meeting.
August 5 - City Hall Tour, Lunch, Workshop, Reception and Dinner with State Historic Resources Commission.
2. PRESIDENT'S REPORT AND ANNOUNCEMENTS
President Reidy: Asked staff to follow up on 717-723 Webster Street.
He would like to see that cases such as Webster Street be flagged in a way that the Planning Department and/or the Department of Building Inspection brings such cases before the Landmarks Board for review. He questioned what mechanisms are in place when emergency permits from DBI are issued on landmarks or buildings in historic districts.

Courtesy informational presentation by Friends of Parks and Recreation for a proposed pavilion to be constructed in Golden Gate Park. The pavilion will be used for public events, meetings, and will be available to the public to rent for private events. The proposed site is adjacent to the Millwright's Cottage and the South Windmill sites. The Millwright's Cottage and the South Windmill are being considered for Landmark Designation. The South Windmill is Structure of Merit No. 1.

SAN FRANCISCO-OAKLAND BAY BRIDGE, I-80 over the San Francisco Bay bordered by San Francisco to the west, Oakland to the east, and San Jose to the south. The Bridge is a combination of three bridges (two suspension bridges and a cantilever-truss bridge) connected on Yerba Buena Island by a tunnel. Request for Landmarks Preservation Advisory Board review and comment on a proposed nomination to the National Register of Historic Places.
Board comments
and actions: Questioned how listing on the National Register of Historic Places would effect proposed changes to the bridge.
The majority of the Board felt that the application was incomplete/not enough information. A map would have been helpful showing the additional structures to be added to the listing.
Statement of Significance lacked historical information.
The majority of the Board felt it is worthy of listing on the National Register of Historic Places.
Based on the lack of information, the Board could recommend the Bridge span alone, including the connecting tunnel, but not any of the other buildings listed on the registration form.
