1. STAFF REPORT and ANNOUNCEMENTS
 

Neil Hart, Preservation

Coordinator: Informed the Board of the birth of Elizabeth Gordon's baby girl, Katherine Sarah Jonckeer.

Attended Board of Supervisor's Subcommittee hearing on March 23rd of the Transportation and Land Use Committee, where they voted unanimously to recommend designation of the Fireboat House as Landmark No. 225. He was not certain as to when it will go before the full Board. The Golden Gate Bridge and Schubert Hall recommendations for landmark designation has been forwarded to the Board of Supervisors.

Regarding the Asian Art Museum, the Superior Court did deny the stay against the project and the removal of the murals, the third week in March. Susan Bradhauly appealed the State to the Court of Appeals, which was also denied. The Court will hear the trial on May 3rd. The Asian Art Museum is currently consulting with our Environmental Review Officer on the mitigation measures, as required.

The Certified Local Government (CLG)Annual Report was sent to the State Office of Historic Preservation on March 31, 1999.

3. MATTERS OF THE BOARD

Kelley: Informed Board and public that potential Landmark designation of the Madame C. J. Walker House is tentatively scheduled before the Board in June. Currently, there is major facade restoration. Site visits have been made by a couple of Board members. Another site visit to see the interior is scheduled for April 9, 1999 at 9:00 a.m..

5. NATIONAL REGISTER NOMINATION (ALVIN)

SECOND AND HOWARD STREETS DISTRICTS, small and medium masonry buildings lining both sides of Second Street including the adjoining portions of Howard, Natoma and Minna Streets in the South of Market. The boundary includes Assessor's Block 3721, Lots 21, 22, 23, 25, 48, 50, 51, and 71; Assessor's Block 3722, Lots 3, 4, 5, 6, 7, 16, 17, 19, and 72; and, Assessor's Block 3736, Lots 98, 99 and 100. The sites are zoned C-3-O (Downtown Office) District and are in a 150-S Height and Bulk District with the exception of the lots in Assessor's Block 3736, which are in a 350-S Height and Bulk District. State Office of Historic Preservation request for Certified Local Government review and comment on the proposed nomination to the National Register of Historic Places.

Actions: Member Kelley stated that there were a couple of buildings he would like to see included as a part of the district, which seems to have been excluded by date - a building on the south side of Howard (#3 on the map); a building on the east side of Second Street, south of Howard. Questioned why the period of significance was set to 1909?
 

Member Finwall complimented Anne Bloomfield on the quality of her work. He wanted clarification from Member Kelley as to if he wanted to added the two buildings mentioned above and asked if the Board would have to expand the period of significance.
 

President Reidy stated he thinks there's a good solid report. SHPO could consider the areas Member Kelley suggested.
 

It was moved by Member Kelley (seconded by Member Magrane) to recommend nomination of the district to be listed on the National Register of Historic Places. Vote was unanimous (Members Finwall, Ho-Belli, Kelley, Magrane and Reidy; absent: Members Dearman, Kotas, Levitt and Shatara).
 

Member Kelley then made a motion that the following comments be added to the report as follows: SHPO consider expanding the period of significance and the geographical area to include 583 Howard Street (noted as #3 on the map on page 18 of the case report), and the building which occupies the third lot south of Howard on the east side of Second Street. (Both buildings and no other near by seems to fulfill the general architectural characteristics of the district.) Member Finwall added to the motion (seconded by Member Kelley) on page 2 of the Staff Report, the narrative description of the district is comprehensive and appropriate and the Board endorse and agree with the designation of certain buildings that are contributory to the district and others as non-contributory. The vote was unanimous (Members Finwall, Ho-Belli, Kelley, Magrane and Reidy; absent: Members Dearman, Kotas, Levitt and Shatara).

350 LEXINGTON STREET, west side between 20th and 21st Streets in Assessor's Block 3609, Lot 54. A two-story over basement, stucco, residential building built in 1876. The property is potentially compatible within the Liberty Hill Historic District, and is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for Certificate of Appropriateness for in-kind replacement of rear stairs, construction of an 8-foot high sideyard fence and sideyard gate.

The subject property is individually designated Landmark No. 97, is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness authorization for proposed exterior alterations, including, repair and replace foundations, cutting through the retaining wall to construct a new below grade garage, repair and replacement of deteriorated architectural elements, and construction of a new 80 square feet addition at ground floor. Actions: President Reidy reopened public comment to allow project representative to speak. He then reclosed public comments on this item. President Reidy informed the members of the Board and public that he had received a letter from the Russian Hill Neighbors, requesting that this item be continued. There were also two members of the Board who asked for a continuance.
 

Member Magrane moved (seconded by Member Finwall) to continue this item to April 21, 1999. Vote was unanimous. President Reidy added a request to have the item at the beginning of the agenda. Neil Hart, Preservation Coordinator, assured him that it will be the first item under Certificates of Appropriateness.

218 FILBERT STREET, north side between Montgomery and Sansome Streets in Assessor's Block 85, Lot 6. A two-story, residential building originally built in 1861. The subject property is a Contributory building in the Telegraph Hill Historic District, is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for Certificate of Appropriateness authorization for new wood windows and doors.

Request for Certificate of Appropriateness authorization for new entrance door, entrance canopy and lighting, signage, and steel windows.

5. (MONTANA)

NEIMAN MARCUS EXPANSION PROJECT, informational presentation on the proposed Neiman Marcus Expansion Project within the Kearny-Market-Mason-Sutter Conservation District. The Neiman Marcus company would like to expand its 199 Geary Street store by about 61,400 square feet to make it the company's second largest store and the West Coast Flagship Store. The project would include the demolition of a Category IV (Contributory) building on an adjacent lot at 125 Geary Street; the construction of a horizontal and vertical expansion of the existing building to include the 125 Geary Street lot; and the alteration of windows, doors and siding of the existing 199 Geary Street facade to complement the architectural character of the Conservation District and to improve pedestrian interest.

6. SECTION 106 (PAEZ)

ONE CHURCH STREET, THE DAPHNE FUNERAL HOME, the entire block bound by Church Street on the west, Webster Street on the east, Hermann Street on the north and the Duboce/Sunset/MUNI Metro tunnel on the south. The site is also identified as Assessor's Block 875A, Lot 001. Landmarks Preservation Advisory Board Section 106 review and comment on the Department of Housing and Urban Development (HUD) funded development project, a federal undertaking, at this site pursuant to the National Historic Preservation Act. The undertaking would result in the site acquisition, demolition of the Daphne Funeral Home and construction of 93 units of affordable housing.

Comments

and Actions: All potential historic resources within the boundaries of the Area of Potential Effects should be considered.

Recommend that the City's consultants take another look at several properties along Hermann Street between Church and Fillmore Streets to see if there are any additional potential historic resources on those properties.

Member suggested inclusion of additional properties on Webster Street northerly of the project site (not adopted by the Board as a whole).

Proposed project would not have an adverse effect on properties of historic significance.

The proposed development would be compatible with the surrounding residential buildings in the neighborhood in terms of height, scale and design details.

Majority of Board agreed with the conclusion that the Daphne Funeral Home would not be considered an historic property under the standards of Section 106 (age, less than 50 years, the extensive exterior alterations, building not associated with important historical events or important historic persons, its design does not merit a finding of "exceptional importance", and most of the character-defining elements of the initial design were either not built at all or demolished or significantly altered over time.

The architectural integrity of the building's design had been compromised by the alterations.

Concern with the value of the landscaping on the site - how much of it would be lost with the proposed undertaking?

Concern that the 106 review did not allow for a consideration of alternative designs for the project.

The building presented itself as light and delicate, an example of an "utopian" modernist building - one that didn't belong in San Francisco.

One member felt the building had a significant weight of evidence to quality for the National Register and a potential landmark. The proposed project would have an adverse effect on the historic resource. Too many units for the size of the site.

Majority of Board felt the building is not eligible for listing on the National Register.

President Reidy will prepare the comment letter on behalf of the Board.

Review and comment on a draft Landmark Designation Report, consider action to initiate Landmark designation and action to adopt a resolution recommending to the Planning Commission landmark designation of Washington Square.

New front entrance will be installed.
