2. STAFF REPORT AND ANNOUNCEMENTS

Monica Jacobs,

Recording Secretary: Reported that the Holy Family Day Home staff is requesting that the Landmarks Board members tour 299 Dolores Street, a building that is proposed for demolition and reconstruction as a child care facility. The item is scheduled for hearing on May 6, 1998. The available tour dates are from April 27 through May 5. Landmarks Board members may contact Sister Anne Maureen Murphy at 398-0708 to schedule a time for the site visit adhering to the Sunshine Ordinance/Brown Act laws.

Neil Hart, Preservation

Coordinator: Reported on the status of the restoration of Lotta's Fountain, Landmark No. 73, Pedestrian Island at the intersection of Market, Geary, and Kearny Streets. The fountain is under the jurisdiction of the Arts Commission who would like to restore it to its 1875 configuration. The restoration was cut from last year's budget and is proposed for this year's budget. The restoration work will require a Certificate of Appropriateness, so the Board will have an opportunity to comment on the project.

3. PRESIDENT'S REPORT AND ANNOUNCEMENTS

President Reidy: Reported on a letter received from the "Friends of the Colombo Building" and "Committee to Stop Downtown Sprawl" commenting on the Section 106 Review and proposed Programmatic Agreement Draft dated March 5, 1998 for the International Hotel Senior Housing/Colombo Building Project.

5. PRESENTATION ON THE CEQA PROCESS (GITELMAN)

Department staff will briefly summarize the California Environmental Quality Act (CEQA) process in San Francisco with special attention to the treatment of historic resources and the Landmarks Preservation Advisory Board's role in the process.

ACTION: Continued to the May 6, 1998 Hearing.

SPEAKERS: Hillary Gitelman, Environmental Review Officer, Planning Department staff, reported that the California Environmental Quality Act Process (CEQA) training session is being continued in order to confer with Members of the Landmarks Board as to the content of the presentation material.

Gee Gee Platt, member of the public; re. importance of the California Environmental Quality Act Process (CEQA) training session. Reported that members of the public were at the meeting to attend the CEQA training session and were not informed of the cancellation.

299 DOLORES STREET, THE HOLY FAMILY DAY HOME. Assessor's Block 3556, Lot 25. Request for Landmarks Preservation Advisory Board's comments on the adequacy of the Draft Environmental Impact Report (EIR) for the proposed demolition of a vacant, three-story, stucco-clad brick, educational building designed by Willis Polk & Co. Architects and constructed in 1911, pursuant to the California Environmental Quality Act (CEQA). The subject building is rated a "2" on the Planning Department's 1976 Architectural Survey, and was determined eligible for placement on the National Register of Historic Places in 1992.

ACTION: Continued to the May 6, 1998 Hearing as the Draft Environmental Impact Report has not yet been published . (Moved by Member Finwall.)

COUNTY JAIL NO. 3. Request for Landmarks Preservation Advisory Board's comments on the adequacy of the Draft Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA) to replace components of the existing San Francisco County Jail No. 3/7 Complex, on land owned by the City and County of San Francisco in unincorporated San Mateo County.

SPEAKERS: David Bahlman, San Francisco Heritage. Reported that he did not receive a copy of the Draft Environmental Impact Report for County Jail No. 3 and 299 Dolores Street.

Gee Gee Platt, member of the public. Reported that she did not receive the Draft Environmental Impact Report and requests a copy of the Cultural Resources Report.

President Reidy. Requests a copy of the Cultural Resources Report. Commented that the mitigation measure of photographing the building with a 35mm camera could be improved for this large free-standing building by using a larger format view camera.

Member Becerril. Requests a copy of the Cultural Resources Report.

ACTION: President Reidy and Member Becerril will prepare and transmit a Comments Letter to the Environmental Review Officer on the adequacy of the Draft Environmental Impact Report.

8. APPROVAL OF THE MARCH 18, 1998 ACTION MINUTES

ACTION: Continued to the April 15, 1998 hearing due to a lack of quorum of members present at the March 18, 1998 hearing.

9. 98.147A (KOMETANI)

840 BATTERY STREET, Assessor's Block 141, Lot 2, a Contributory three-story warehouse building in the Northeast Waterfront Historic District. Request for a Certificate of Appropriateness to install new windows at the second floor of the building.

SPEAKERS: Erik Foraker, Property Manager, re. presentation of the project.

ACTION: Recommended approval of the Certificate of Appropriateness to install new windows at the second floor of the building adopting Department staff's findings in the Case Report (Moved by Member Becerril).

SPEAKERS: Tom Pforsich, applicant, re. presentation of the project.

ACTION: Recommended approval of the Certificate of Appropriateness for signage adopting Department staff's findings in the Case Report (Moved by Member Shatara).

SPEAKERS: Daniel Sullivan, applicant, re. presentation of the project and support of the proposed neon signage.

ACTION: Recommended approval of the Certificate of Appropriateness for awnings adopting Department staff's findings and to continue the hearing to allow the applicant to work with Department staff to reach an appropriate signage proposal to be brought back to the Board for review and approval. (Moved by Member Magrane).
