PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing. Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the Board is limited to: (1) briefly responding to statements made or questions posed by members of the public, or (2) requesting staff to report back on a matter at a subsequent meeting, or (3) directing staff to place the item on a future agenda. Amend Article IV - Meetings, Section 1, second paragraph of the Landmarks Board Rules to delete the specific name of the restaurant to which the Landmarks Board may convene to socialize and for refreshments and instead state the location of the restaurant in order to accommodate a change of name and ownership.

PIER 1 NATIONAL REGISTER NOMINATION, at the foot of Washington Street, Assessor's Block 9900, Lot 1. A 2-story, concrete cargo storage building built in 1931. The subject property is zoned C-2 (Community Business) District and is in an 84-X-1 Height and Bulk District. Request for Landmarks Preservation Advisory Board comments on a proposed nomination to the National Register of Historic Places as part of the Certified Local Government review and comment process.

SAN FRANCISCO-OAKLAND BAY BRIDGE EAST SPAN SEISMIC SAFETY PROJECT Draft Environmental Impact Statement (EIS). Landmarks Board review and comment on the Draft EIS prepared by Caltrans and FHWA. Any written comments prepared by the Board will be forwarded to the City's Environmental Review Officer for incorporation into the City's response to the Caltrans/FHWA document.

2099 PACIFIC AVENUE, SCHUBERT HALL, between Laguna and Octavia Streets, in Assessor's Block 591, Lot 23. The subject property is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Review and consider adoption of a draft Landmark designation report, hold a public hearing, and consider action to initiate Landmark designation of the subject property.

1000 GREAT HIGHWAY, BEACH CHALET, LANDMARK NO. 179, east side between South Drive and John F. Kennedy Drive. Assessor's Block 1700, Lot 1. A two-story, free-standing, Spanish Mission-style, stucco building located in Golden Gate Park near Ocean Beach, containing a visitors center and restaurant. The subject property is zoned P (Public) District and an OS Bulk and Height District. Request for Certificate of Appropriateness to add rear deck extension with arbor and windscreen. 319 11TH STREET, JACKSON BREWING COMPANY COMPLEX, Landmark No. 199, northeast side between Folsom and Harrison Streets in Assessor's Block 3520, Lot 29. A building listed on the National Register of Historic Places. The two-story brick building was originally used as a stock house and is currently used for office and arts production uses. The subject property is zoned SLR (Service/Light Industrial/Residential) District and is in a 50-X Height and Bulk District. Request for Certificate of Appropriateness for exterior alterations, including the restoration of windows, removal of a metal rolling door and security grills, and installation of new exterior lighting.

130 TOWNSEND STREET, THE INGLENOOK VINEYARD AGENCY, west side of the street at the corner of Stanford Street. Assessor's Block 3788, Lot 8. A property determined eligible for listing on the National Register of Historic Places, and a contributory-altered, office building, previously used as a truck and transfer storage facility in the South End Historic District. The subject property is zoned SSO (Service/Secondary Office) District and is in a 50-X Height and Bulk District. Request for Certificate of Appropriateness for a new 16' x 4' non-illuminated wall sign.

530-550 CHESTNUT STREET, THE BAUER & SCHWEITZER MALTING CO., south side of Francisco Street between Mason and Powell Streets. Assessor's Block 52, Lot 10. Individually designated Landmark No. 129. A 7-story concrete and steel brewery building built in 1906-08. The subject property is in the North Beach Neighborhood Commercial District and is in a 40-X Height and Bulk District. Request for Certificate of Appropriateness on a proposal to amend a previously approved Certificate of Appropriateness for exterior alterations related to the adaptive reuse of the building.

226 FILBERT STREET, north side between Montgomery Street and Napier Lane. Assessor's Block 85, Lot 47. A two-story, residential building in the Telegraph Hill Historic District, but around 1863. The subject property is a contributory building within the Telegraph Hill Historic District, is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to replace existing non-original entrance deck and stairs with new entrance deck with new utility room below, rebuild porch railings, rebuild existing stair at rear, and replace doors.

1. Public Transit: The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde, and Grove Streets. The 5 (on Fulton Street), The 21 (on Hayes Street), and the 42, 47 and 49 (on Van Ness Avenue) are the closest Muni Lines serving the Public Health Building. 2. American sign language interpreters and/or a sound enhancement system will be available upon request of Dorothy Jaymes at (415) 558-6403, 48 hours prior to the hearing. Late requests will be honored; if possible.

3. To allow individuals with environmental illness or multiple chemical sensitivity to attend the hearing, individuals are requested to refrain from wearing perfume or other scented products.

4. Accessible curb side parking has been designated on the Grove Street perimeters of the Public Health Building at 101 Grove Street which is accessible for mobility impaired individuals. YERBA BUENA REDEVELOPMENT PROJECT AREA EXPANSION/EMPORIUM SITE DEVELOPMENT, bounded by Market, Fourth, Mission and Fifth Streets in Assessor's Block 3705, Lots 9, 10, 12, 13, 14, 15, 17, 18, 33, 38, and 43, and part of Assessor's Block 3724, Lot 67. A proposal to expand the existing Yerba Buena Center Redevelopment Project Area by approximately 300,000 square feet and construct a mixed-use project at the site of the former Emporium Building. The Emporium Site is within a C-3-R (Downtown Retail) District and is within three (120-X, 160-S, and 160-F) Height and Bulk Districts, and the Fifth and Mission Garage Site is within a P (Public) District and is within three (90-X, 160-F, and 340-I) Height and Bulk Districts. The project would include retail (department store and specialty shops), entertainment, restaurants, up to 20 cinemas, and a 450- to 464-room hotel, totaling about 1.575 million gross square feet and would retain, rehabilitate and restore the Market Street facade of the historic Emporium department store. The project also includes retaining, rehabilitating and reusing the Emporium dome and part of the rotunda which would be raised up to 90 feet and installed at the roof level of the project. Other existing buildings on the site between Jessie and Mission streets would be demolished and replaced, while Jessie Street would be closed as a through connection between Fourth and Fifth Streets, and realigned with connections to Mission Street. The project would also include a pedestrian bridge serving the new retail center from the existing Fifth and Mission Garage, and may include other improvements to that garage. Request for Landmarks Preservation Advisory Board's comments on the adequacy of the Draft Environmental Impact Report (DEIR) for the restoration and rehabilitation of the Emporium building pursuant to the California Environmental Quality Act (CEQA).
