PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing. Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the Board is limited to: (1) briefly responding to statements made or questions posed by members of the public, or (2) requesting staff to report back on a matter at a subsequent meeting, or (3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

I-HOTEL SENIOR HOUSING WITHIN THE KEARNY STREET/COLUMBUS AVENUE PROJECT, 898 KEARNY STREET at JACKSON STREET, a vacant lot formerly occupied by the International Hotel, ASSESSOR'S BLOCK 195, LOTS 11 AND 13 (SITE A), and, ONE COLUMBUS AVENUE at WASHINGTON STREET, THE COLOMBO BUILDING, ASSESSOR'S BLOCK 195, LOTS 4 AND 5 (SITE B).

a. Certified Local Government review and comment on a draft Programmatic Agreement (PA) prepared by the U.S. Department of Housing and Urban Development (HUD), pursuant to Section 106 of the National Historic Preservation Act of 1996, to address the effects on historic properties of the construction of senior housing and the related demolition of the Colombo Building. 403 TAYLOR STREET, THE HOTEL CALIFORNIAN, northwest corner of Taylor and O'Farrell Streets, Assessor's Block 317, Lot 3, a "Category I" significant building within the Kearny-Market-Mason-Sutter Conservation District. State Office of Historic Preservation request for Certified Local Government review and comment on the proposed nomination to the National Register of Historic Places.

152 CHURCH STREET, SAINT FRANCIS LUTHERAN CHURCH, Landmark No. 39, westside between Duboce and Market Streets, Lot 10 in Assessor's Block 3537, Lot 10. Request for a Certificate of Appropriateness to demolish an non-original accessory building (garage) to create a landscaped terrace in the side yard, installation of security fencing and entry gates, as well as miscellaneous interior and exterior alterations to improve the fire-life safety systems and provide disabled access.

945 BATTERY STREET, southwest corner of Battery and Green Streets, Assesors Block, 135, Lot 1, a 3-story contributory building, originally a warehouse, proposed for office use, in the Northeast Waterfront Historic District. Request for a Certificate of Appropriateness for rooftop addition and for alterations to ground floor openings.

224 FILBERT STREET, north side between Montgomery and Napier Lane. Assessor's Block 85, Lot 46. A contributory, 2-story, residential building in the Telegraph Hill Historic District. Request for a Certificate of Appropriateness to replace existing entry deck, stairs and railings, install new windows and doors, and roof repair.

293 UNION STREET, south side between Montgomery Street and Calhoun Terrace. Assessor's Block 113, Lot 21. A contributory, 1-story, residential building in the Telegraph Hill Historic District. Request for Certificate of Appropriateness to excavate and install new garage beneath the house.

12. 98.388A (GORDON)

665 THIRD STREET, THE M. J. BRANDENSTEIN BUILDING, northeast corner of Third and Townsend Streets, Assessor's Block 3788, Lot 41. A contrbutory, five-story, stucco, office building (original use was a rice mill and coffee/tea warehouse) in the South End Historic District, also determined eligible for listing on the National Register of Historic Places. Request for a Certificate of Appropriateness to install nine, approximately four-foot high macro-cell antennas six feet above the roof of the existing building.

13. 98.486A (GORDON)

522-526 SECOND STREET, THE MacDONALD & KAHN BUILDING, southwest side of the street between Taber Place and South Park Avenue, Assessor's Block 3755, Lot 4. A contributory, two-story, brick, office building in the South End Historic District. Request for a Certificate for Appropriateness for exterior alterations including removal of existing entry, garage, and loading doors, and replacement of these elements with materials such as brick masonry sills and industrial windows.

NOTE: Pursuant to Government Code 65009, if you challenge, in court, the approval of a Certificate of Appropriateness, Permit to Alter, Section 101.1, Landmark or Historic District designation, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Landmarks Preservation Advisory Board at, or prior to, the public hearing.

NOTE: Material submitted by the public for Landmarks Board review prior to a scheduled hearing, should be received at the Planning Department Reception Counter, 1660 Mission Street, 5th Floor, no later than 5:00 p.m. the Tuesday (eight (8) days) prior to the scheduled public hearing. Persons unable to attend a hearing may submit written comments regarding a calendared item to the Board at the above listed address. Comments received by 11:00 a.m. on the day of the hearing will be made part of the official record and will be brought to the attention of the Landmarks Board at the public hearing. Otherwise, submit material related to a calendared item at the scheduled hearing for distribution. For complete distribution to all Commissioners, necessary staff and case/docket/correspondence files, submit an original and 18 copies.

ACCESSIBLE MEETING POLICY


1. Public Transit: The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde, and Grove Streets. The 5 (on Fulton Street), The 21 (on Hayes Street), and the 42, 47 and 49 (on Van Ness Avenue) are the closest Muni Lines serving the Public Health Building. Accessible MUNI Metro lines serving this location are the J, K, L, M and N which stop at the Civic Center Station. For more information about MUNI accessible services call (415) 923-6142.

2. American sign language interpreters and/or a sound enhancement system will be available upon request of Dorothy Jaymes at (415) 558-6403, 48 hours prior to the hearing. Late requests will be honored; if possible.

3. To allow individuals with environmental illness or multiple chemical sensitivity to attend the hearing, individuals are requested to refrain from wearing perfume or other scented products.

4. Accessible curb side parking has been designated on the Grove Street perimeters of the Public Health Building at 101 Grove Street which is accessible for mobility impaired individuals. There is also accessible parking in the Civic Center Garage under the Civic Center Plaza with an entrance on McAllister Street.
