PUBLIC COMMENT
At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing. Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.
The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the Board is limited to: (1) briefly responding to statements made or questions posed by members of the public, or (2) requesting staff to report back on a matter at a subsequent meeting, or (3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

SECOND AND HOWARD STREETS DISTRICTS, small and medium masonry buildings lining both sides of Second Street including the adjoining portions of Howard, Natoma and Minna Streets in the South of Market. The boundary includesAssessor's Block 3721, Lots 21, 22, 23, 25, 48, 50, 51, and 71; Assessor's Block 3722, Lots 3, 4, 5, 6, 7, 16, 17, 19, and 72; and, Assessor's Block 3736, Lots 98, 99 and 100. The sites are zoned C-3-O (Downtown Office) District and are in a 150-S Height and Bulk District with the exception of the lots in Assessor's Block 3736, which are in a 350-S Height and Bulk District. State Office of Historic Preservation request for Certified Local Government review and comment on the proposed nomination to the National Register of Historic Places.

The property is potentially compatible within the Liberty Hill Historic District, and is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for Certificate of Appropriateness for in-kind replacement of rear stairs, construction of an 8-foot high sideyard fence and sideyard gate.

1032 BROADWAY, THE ATKINSON-ESCHER HOUSE, north side between Jones and Taylor Streets in Assessor's Block 150, Lot 45. A two-story, residential building originally built in 1853. The subject property is individually designated Landmark No. 97, is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness authorization for proposed exterior alterations, including, repair and replace foundations, cutting through the retaining wall to construct a new below grade garage, repair and replacement of deteriorated architectural elements, and construction of a new 80 square feet addition at ground floor. Request for Certificate of Appropriateness authorization for new wood windows and doors.

1035 BATTERY STREET, west side between Union and Green Streets in Assessor's Block 112, Lot 2. A three-story, concrete building, built in 1907 for industrial use. The subject property is a Contributory building in the Northeast Waterfront Historic District, is zoned C-2 (Community Business) District and is in a 65-X Height and Bulk District. Request for Certificate of Appropriateness authorization for new entrance door, entrance canopy and lighting, signage, and steel windows.

The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 42 Downtown Loop, 9 San Bruno and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N which stop at the Civic Center and Van Ness Avenue Stations. For more information regarding MUNI accessible services, call (415) 923-6142.
