241 GREENWICH STREET, south side between Montgomery and Sansome Streets in Assessor's Block 85, Lot 26C. A 2-story, residential building in the Telegraph Hill Historic District, built no later than 1886. The subject property is a contributory building, is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee comments on rebuilding front deck, replacement of existing aluminum windows with wood windows, construct additions at rear, relocate existing entrance to front of cottage.

PUBLIC COMMENT



At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing. Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.



The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the Board is limited to: (1) briefly responding to statements made or questions posed by members of the public, or (2) requesting staff to report back on a matter at a subsequent meeting, or (3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).)

A Bloomingdale's department store, other retail, entertainment, and hotel uses are proposed requiring an expansion of the existing Yerba Buena Redevelopment Project Area. (PROJECT SPONSOR)

465 10TH STREET, NATIONAL REGISTER NOMINATION. The Herbert L. Rothchild Building, east side of 10th Street between Bryant and Harrison Streets, Assessor's Block 3525, Lot 59. The subject two-story plus 68-foot tower, concrete and stucco live/work building, built in 1924, was originally used as a movie theater, and was previously used for commercial and printing/binding. The subject building is listed as a significant building within the South of Market Area Plan, and is listed on the 1976 Citywide Architectural Survey. The site is zoned SLI (Service Light Industrial) District and is in a 50-X Height and Bulk District. Request for Landmarks Preservation Advisory Board comments on a proposed nomination to the National Register of Historic Places as part of the Certified Local Government review and comment process.

9. 98.951A (LIGHT)

2799 PACIFIC AVENUE, THE ELLINWOOD HOUSE, southeast corner at Divisadero Street and Pacific Avenue, Assessor's Block 978, Lot 10. A 3-story, wooden, Victorian house. The subject property is individual Landmark No. 207, under Article 10 of the Planning Code, is zoned RH-1(D) (House, One Family Detached) District and is in a 40-X Height and Bulk District. Request for Certificate of Appropriateness to build an underground garage for two cars with a Pacific Avenue entrance; new fire escape for the main house; add new wrought iron fence to existing retaining wall; new swimming pool; new rear service door to main house and addition of new terrace to east elevation; and removal of exterior plumbing pipes with repair of belt cornices and trim.

CALENDAR ITEM FOR NEXT HEARING ON FEBRUARY 3, 1999



Consider an Amendment of the Landmarks Preservation Advisory Board Rules and Regulations.



Amend Article IV - Committees, Section 1, increase the number of members of the Architectural Review Committee from four to five.



Amend Article V - Meetings, Section 1, first paragraph of the Landmarks Board Rules to change the time and address references where Regular Meetings are held from Public Health Building, 101 Grove Street, Third Floor Auditorium to in the afternoon at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.



Amend Article V - Meetings, Section 6. Voting, to clarify that approval of any matter shall be by majority vote of the members of the Landmarks Board.

NOTE: Material submitted by the public for Landmarks Board review prior to a scheduled hearing, should be received at the Planning Department Reception Counter, 1660 Mission Street, 5th Floor, no later than 5:00 p.m. the Tuesday (eight (8) days) prior to the scheduled public hearing. Persons unable to attend a hearing may submit written comments regarding a calendared item to the Board at the above listed address. Comments received by 11:00 a.m. on the day of the hearing will be made part of the official record and will be brought to the attention of the Landmarks Board at the public hearing. Otherwise, submit material related to a calendared item at the scheduled hearing for distribution. For complete distribution to all Commissioners, necessary staff and case/docket/ correspondence files, submit an original and 18 copies.



ACCESSIBLE MEETING POLICY



1. Public Transit: The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde, and Grove Streets. The 5 (on Fulton Street), The 21 (on Hayes Street), and the 42, 47 and 49 (on Van Ness Avenue) are the closest Muni Lines serving City Hall. Accessible MUNI Metro lines serving this location are the J, K, L, M and N which stop at the Civic Center and Van Ness Avenue Stations. 2. American sign language interpreters and/or a sound enhancement system will be available upon request of Dorothy Jaymes at (415) 558-6403, 48 hours prior to the hearing. Late requests will be honored; if possible.



3. To allow individuals with environmental illness or multiple chemical sensitivity to attend the hearing, individuals are requested to refrain from wearing perfume or other scented products.



4. Accessible curb side parking has been designated on the Grove Street perimeters of the Public Health Building at 101 Grove Street which is accessible for mobility impaired individuals. There is also accessible parking in the Civic Center Garage under the Civic Center Plaza with an entrance on McAllister Street.
