The subject property is zoned RM-2 (Residential, Mixed, Moderate Density) District and is in a 40-X Height and BulkDistrict. Request for Architectural Review Committee review and comment on aproposal to replace windows. The windows will be changed from wood to architectural grade aluminum. (Continued from June 21, 2000)

The two-story over basement, two-unit Victorianresidence is City designated Landmark No. 191, is zoned RH-3 (Residential,Three-Family) District and is in a 40-X Height and Bulk District. Request forArchitectural Review Committee review and comment on a proposal to remove alaundry porch existing at the second floor on the west side of the structure and toextend an existing balcony across the west face of the building. Two matchingsets of double doors will also be added to access the balcony; restore a window at the upper level on the north side of the building to match existing double-hung windows on this side of the structure.

3. MATTERS OF THE BOARD



Paul Finwall: Informed Board and members of the public ofcorrespondence he has received regarding 1268-1270 Lombard Street (a cottage built in the1860s) requesting that this property be added tothe List of Potential Landmark Designationsand consider adding this and other cottagesbuilt in the 1860s as a separate category for potential landmarking.

Request for follow up of the firehouse at 1280Oak Street and the property located at 500Divisadero Street.

Mr. Hart began by informing theBoard and members of the public ofthe action that took place at thehearing held on June 21, 2000. TheBoard had comments on theLandmark Designation Report andasked Staff to please work withmembers of the preservationcommunity. He provided informationon the format of the Report and whatit looks like. He reminded the Boardthat on June 7, the Board adoptedResolution No. 527, which basicallyadopted the Secretary of Interiors Standards and the California Office ofHistoric Preservation Instructionsforrecording historic resources as themethodology for landmarkdesignationreports. The KalmanMethodology was replaced with theSecretary of InteriorsStandards,using the methodology of the Officeof Historic Preservation.

Mr. Hart pointed out that the firstlandmark designation reportpresentedto the Board by Tim Kelley,basically consisted of the StateRecordation Forms - the 523A form(Primary Record form -descriptive);the 523B form (Building StructureObject Report - evaluation); the Lform(continuation sheet).

It was agreed upon that the reportshould include a very strong header,where everything that references thedocument is stated (the statement ofLandmark Designation Report, thedate of report, the Landmark number,the case number, the LandmarksBoard vote and the approval date);this header would carry from page topage. The template would continueinformation that has always been onreports (historic name of theresource, its popular name, theaddress, block and lot number, theowner, its original use, its currentuse, and zoning).The second pagewould list bibliographic references,ratings, author. Theformwould listall four criteria. List the period ofsignificance; a statementon integrity.The one thing that is new to thereport that is important tohavearethe Article 10 requirements.

Planning Staff: Briefed the Board and members of thepublic on the contents of the DesignationReport and talked about how theinformation was incorporated into the newformat;taking information from the originalreport and adding additional informationprovided by the preservation communityand owner.

and Comments: President Reidy asked for clarificationregarding the zoning of the property.

Board Member Finwall stated he wastroubled by the original designationbecause of the fact that it didn't go farenough back into the history. He wasdelighted to see the additions, theexpanded period of significance.

President Reidy commented that it was hisunderstanding that there was not a finaldesignation report. Comments were madeduring the public hearing.A draft reportwas brought into the public hearing. Comments were made about historicalevents, features of the building, the NorthBeach survey and Anne Bloomfield's workon it; whereas, work was to be done on thedraft, incorporating some of the commentsand ideas by the public and Board toimprove the draft report. He found thatarchitectural description was quite valuableas hadbeen augmented. He feels a little bitof care should be taken later as towhatthings are landmarkable. Some clarificationthat the interior elementsare not part of thelandmark designation. Material regardingthe architectis importantto be added, andthe material edited upward in terms ofdescribingthe beatgeneration, the writers,performance artist, dance, photography,thatwas notmentioned before should beadded. References should be augmentedassuggested. "C" did not reference theContext Statement that the Board adopted.The ContextStatement should beincorporated. He agrees that the historicinformationabout the building (who wasthere,what happened over time, thefamily,longtimeownership by the family), shouldbebeefed up. We are makingthe buildingalandmark, so the history of the buildingisvery important. It's importantto comparethis building to other buildingslike it. Heappreciatesthe workdone by all. All of thematerial should beadded, except for someof the materialregarding the North Beacharea.



Action: It was moved by Board Member Magrane to havePresident Reidy to meet with the authors of the various reports and produce a singular, sterling report thatwould incorporate all the best parts of the variousreports (using the new format), within the time ofsignificance that the Board had originally designated,which incorporates all the new material they had notpreviously seen, accept for a few pieces that are broaderabout North Beach neighborhood that tends to distracttheattention from City Lights; and with theenhancement and development of thearchitecturalfeatures (seconded by Kotas).

CENTRAL WATERFRONT CULTURAL RESOURCES SURVEY. Survey areaboundedby 16th Street to the north, Islais Creek to the south, I-280 to the west,and the Bay to the east. The Planning Department is asking the LandmarksPreservation Advisory Board and the public to review and comment on theproposedsurvey. The proposed survey is the first phase of a multi-year surveythatwill be used to create a citywide inventory of cultural resources. The needfor a citywide inventory of cultural resources is identified in the DraftPreservationElement of the General Plan, May 31, 2000.

Invited the Board to a walking tour of thesurvey area (October 13, 2000).

Will Port properties be included in thesurvey?

Are there any other jurisdictions included,State, etc.?

The Board commented that theyappreciated the great presentation.
