ARCHITECTURAL REVIEW COMMITTEE

 

1. 1998.885A (GORDON: 558-6309)

128 KING STREET, The Castle Brothers’ Warehouse, north side between Second and Third Streets. Assessor’s Block 3794, Lot 23. A Contributory, three-story brick, wholesale sales building, in the South End Historic District. The 1913 building was originally used as a dried fruit warehouse, and is proposed for mixed uses -- restaurant, business service and office. The subject property is zoned M-2 (Light Industrial) District and is in a 105-F Height and Bulk District. The property is also listed on the National Register of Historic Places, and has been identified as a building of architectural and historical merit within the South of Market Area Plan of the General Plan. Request for Architectural Review Committee review and comment on a proposal for exterior stabilization and seismic upgrade, addition of a new fourth floor, rehabilitation of existing windows, installation of new mezzanine windows, and installation of new entrances and storefront along King Street.

ARC comments and recommendations:

 

• Questioned what material is going to be used for new windows?

• Will the upper floor windows be repaired or replaced?

• What is the set back of the new floor?

• How much of the original glazing will be saved - will it all be new? Members of the ARC asked for a percentage as to how many panes will remain or be replaced.

• Based on public comment, members of the ARC agreed that with the issuance of the Certificate of Appropriateness, it would be appropriate that as an addition, the building would have some kind of an exterior bronze plaque that would appropriately memorialize the events of 1934, to be included either by a condition recommended by the Board or that the owner of the building would voluntarily agree to as part of the overall proposal. Also, as suggested during public comment, members of the ARC agreed that the building could be designated as a local landmark; not because of its architectural statement, but because of its warehouse history and its contribution to labor.

• Commented that the proposed changes would not disqualify the building from being listed as a local landmark.

• Suggested having the building owners work with Staff, the National Park Service with the Historic Group and DPW to look into having a story pole.

• ARC would recommend to the Full Board, acceptance of the Staff Report for a Certificate of Appropriateness with the addition of the comments regarding the windows, the plaque and the story pole.

2. 2000.330A (GORDON: 558-6309)

123 TOWNSEND STREET, Southern Pacific Warehouse, south side between Second and Third Streets. Assessor’s Block 3794, Lot 10. A six-story brick and timber building built in 1903 with a basement and partial sub-basement. The subject property is Contributory to the South End Historic District, and is also listed as eligible for the National Register of Historic Places. The site was originally used as a warehouse, and is currently used for office with some commercial on the ground floor level. The property is zoned M-2 (Heavy Industrial) District and is in a 105-F Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to remodel the Townsend and King Streets storefronts to accommodate seismic walls, ADA entries and PG&E vault, remove existing wood frame and glass storefronts and corrugated roll-up doors along Townsend Street; remove asbestos cement panels on King Street, and replace with new storefronts and roll-up doors, and along King Street to extend the fire escape to accommodate a new roof deck.

• Questioned the intended purpose of the roof deck. How large is the proposed roof deck? How high is the glass screen?

• The Committee would recommend acceptance of the Staff Report and recommendation for approval of the Certificate of Appropriateness to the Full Board.

214 DOLORES STREET, Tanforan Cottage, Landmark No. 67, west side between 15th and 16th Streets, Assessor’s Block 3557, Lot 3. The property is zoned RM-1 (Residential, Mixed, Low-Density) District and is in a 40-X Height and Bulk District. The site is one of the two Tanforan Cottages, and is designated as Landmark No. 67. The site is also listed in Here Today, and is eligible for listing on the National Register of Historic Places. Request for Architectural Review Committee review and comment on a proposal to remodel a single family residential building into two dwelling units in order to provide affordable housing to persons with HIV/AIDS. The existing two level building would be modified into two units, one on each floor.

ARC comments and recommendations:

 

• Questioned how does the accessibility ramp treat the space below it and the access to the space below it?

• Asked about the type of door that will be used, because what is shown in the drawings does not evoke an 1850 cottage.

• Asked if the larger sliding doors would be similar to the windows in character?

• Will any of the existing trees remain or be removed?

• Is the detailing on the front stairs original to the building or is it something that was done in the ‘50s?

• Members felt the use of the building is an excellent one.

• The Committee would recommend acceptance of the Staff Report and recommendation for approval of the Certificate of Appropriateness to the Full Board.

• The Certified Local Government Annual Report was mailed to SHPO in April.

• The Survey of Historic Resources - the seven member Steering Committee met on April 12, 2000.

• Grant application is being prepared by Mary Koonts.

• The Jewish Community Center.

5. 722-728 MONTGOMERY STREET, The Belli Building, City Landmark Nos. 9 and 10. Assessor’s Block 196, Lot 26. Update on the status of The Belli Building.

Board Comments: Several questions were raised by the Board. They are as follows:

• Is the reason that Option 1 is more desirable, because in the long run it’s the most cost effective and still arrive at the original?

• Regarding Option 1 - how much of the original historic fabric is left at the end of the whole project? Is it brought back in after they have done their piles?

• Would there be veneer on a new wall? Would the veneer actually be made from an historic brick?

• Is there enough historic fabric to cover the wall?

• What is the time frame to complete the overall project?

• How are the other two buildings stabilized?

• Regarding the Certificate of Appropriate-ness (C of A) that was approved by the Board a couple of years ago - what was the approach to the flooring in the building under the current C of A?

• What about the work done on the south wall?

• Under Option 1 - would the material of the side walls remain in place and simply would not be a part of the Belli Building? Nothing would be removed? Does the lot lines change?

• In the original C of A plan, one of the floors is actually built on top of a prior roof, where the roofing material is there - is it going to be taken out in the original plan?

• What is the Board empowered to do and what course of action can be applied?

• What does the Board do about issues regarding an extended decay situation (of the exposed building? Also, what are some alternatives to a solution that have been proposed?

• Is the building weatherized? Can it be further weatherproofed?

The Board asked that this hearing be continued to another meeting, where Bruce Judd of the Architectural Resources Group, (architectural consultant to the project) would be available with his comments and recommendations.

214 DOLORES STREET, Tanforan Cottage, Landmark No. 67, west side between 15th and 16th Streets, Assessor’s Block 3557, Lot 3. The property is zoned RM-1 (Residential, Mixed, Low-Density) District and is in a 40-X Height and Bulk District. The site is one of the two Tanforan Cottages, and is designated as Landmark No. 67. The site is also listed in Here Today, and is eligible for listing on the National Register of Historic Places. The undertaking has been designated to receive Housing Opportunities for Persons with AIDS funds, a program of the U.S. Department of Housing and Urban Development, administered by the San Francisco Redevelopment Agency in the form of a Section 8 contract from the San Francisco Housing Authority. The Mayor’s Office of Housing (MOH) is conducting the Section 106 Review. The proposed project includes remodel of a single family residential building into two dwelling units in order to provide affordable housing to persons with HIV/AIDS. The existing two level building would be modified into two units, one on each floor. The MOH has requested that the Certified Local Government (CLG) review and comment on the (1) assessment of properties within the Area of Potential Effects for eligibility for the National Register of Historic Places and (2) the determination of effects that have been drafted. The views of the Landmarks Preservation Advisory Board and the public are to be considered by the CLG and transmitted with its official comment letter to the lead agency.

and Actions: • After hearing Department Staff and project architect’s presentation, the Board determined that the project will not have an adverse impact on the neighboring properties.

• There was concern with the chimney. Some Board Members would rather see a metal (modern) chimney instead of a plastic one.

• President Reidy requested that Staff and Alice Miller, Section 106 Consultant, draft a letter for the Board’s review and signature.

101 SPEAR STREET, The Rincon Annex Post Office, northeast side of Spear Street at Mission Street. Assessor’s Block 3716, Lot 23. A three-story over basement building originally built in 1930. The subject property is zoned C-3-O (Downtown Office) District and is in an 84-X/200S Height and Bulk District. Request for a Certificate of Appropriateness to install an 18-inch whip antenna just below the parapet, approximately 60-feet above grade.

Action: After ARC Chair, Finwall, gave a brief review and comments made by the ARC earlier, Member Kelley suggested recommending approval of the Certificate of Appropriateness on the contingency that: 1) the Board would like to see the project sponsors come to an agreement with the labor history group as to landmark status and appropriate visual commemoration. It was also stated that a second condition be added that: 2) there will be a plaque (at this time, the exact text is not known); a good faith pursuit of the landmark status and make good faith efforts to explore the possibility of the story pole. Add to the findings, the window count provided by the project sponsor as discussed at the ARC hearing. Member Magrane moved that the above be accepted.

O  Nomination to the National Register of Historic Places

301 FOLSOM STREET/300 BEALE STREET, The Coffin-Redington Building, southwest corner of Beale and Fremont Street. Assessor’s Block 3747, Lot 20. The building is listed as “significant” and to be considered for preservation within the Rincon Hill Area Plan of the General Plan. The four-story over basement, Moderne-style concrete structure with stucco exterior built in 1936-37 (with a five-story addition at the rear built in 1943-44); was originally used for the offices, laboratory, manufacturing, warehousing and shipping activities of the Coffin-Redington Drug Company, and is currently used for residential units and ground floor retail/restaurant. The site is zoned M-1 (Light-Industrial) District and is in a 150-R/200-R Height and Bulk District and is in the Rincon Hill Special Use District -- Commercial/Industrial Sub-District. The State Office of Historic Preservation is seeking the Landmarks Preservation Advisory Board’s (Landmarks Board) comments on a proposed nomination to the National Register of Historic Places as part of the San Francisco’s role as a Certified Local Government.

Board comments

and actions: • The Board stated that the case report provided excellent detail regarding the introductory Description and the summary of the Exterior Architecture.

 

• The Board specifically endorsed the comment in the Description that the building will continue to be a visual anchor within its neighborhood.

• The Board indicated generally that all of the Narrative Description of the case report clearly outlined the building’s interior, landscaping, and additional alterations, and set the building in the neighborhood and surrounding area.

• The Board stated that new infill work along Beale Street was noteworthy, although not original, particularly, new railings and new ventilation grill pieces, with an inverted mushroom shape, under the old loading dock are of excellent construction. The Board thought that the Office of Historic Preservation should be aware of these items for possible addition to page 3 of Section 7, and that a photograph of these elements could be added to the report as a positive addition.

• It was indicated that the Statement of Significance section of the case report was well written and the Board agreed with the identification of the areas of significance.

• The Board adopted (and suggested that the information could be added to the report) the comments made by Board Vice President, Kelley, that the referenced “squatters” on Rincon Hill of the 1930s (page 16 of Section 8), were probably Great Depression Era victims and that the Rincon Hill neighborhood was involved in street combat in the famous 1934 labor strike.

• It was noted by the Board that the City of San Francisco’s Rincon Hill Area Plan of the General Plan identified architect Frederick A. Meyer as founder of the California College of Arts and Crafts, but this was not included in the report. It was clarified at the meeting that the founder of the college was another Frederick A. Meyer and not the architect of 301 Folsom Street/ 300 Beale Street.

• The Board unanimously recommended the nomination of this property be listed on the National Register of Historic Places.

The subject property is Landmark No. 75; zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to replace the existing rear yard area with a semi-subgrade parking garage for four cars with a garden terrace above, and a family room addition connecting the main house to the carriage house. (Note: Item was heard before the Architectural Review Committee, April 5, 2000.)
