121 LIBERTY STREET, south side between Dolores and Guerrero Streets. Assessor’s Block 3607, Lot 38. A two-story, two-unit, residential building with rustic cove siding, built in 1893. The subject property is contributory to the Liberty Hill Historic District, is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to restore the two-unit building to its original single-family use, and for exterior work including: reconstruction of front doors, repair of front bottom wood steps, repaving of roof-deck over garage, addition of new decorative exterior lighting fixtures, remodel of the rear ground floor patio, and reduction of the existing rear 12-foot by 13-foot second floor deck to a 4-foot wide emergency escape bridge with wrought iron guardrails to the upper rear yard. (Note: Item was heard before the Full Board on March 1, 2000. At that hearing, the Board requested the item be continued to the next Hearing and heard by the Architectural Review Committee before coming back to the Full Board.)

• Questioned which mailbox will be used?

166-178 TOWNSEND STREET, north side of Townsend Street at Clarence Place. Assessor’s Block 3788, Lot 12. A Contributory, one-to-two story brick building, built originally in 1888 (and then rebuilt in part after the 1906 earthquake), known as the California Electric Light Company Building, in the South End Historic District. The subject property is zoned SLI (Service/Light Industrial) District and is in a 50-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to repair the existing brick facade, to construct new windows along the Clarence Place facade, and cover non-historic windows with brick (salvaged from new window openings). 1800 MISSION STREET, The State Armory and Arsenal Building, southwest corner of Mission and 14th Streets. Assessor’s Block, 3547, Lot 1. Landmark No. 108, Formerly know as the National Guard Armory, now vacant. The subject property is zoned C-M (Commercial) District and is in a 50-X/65-B Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to renovate building to offices and addition of floor space within existing building. Office space would total about 242,200 sq. ft. Basement level would accommodate 400 parking spaces.

ARC comments and recommendations:

 

• Questioned where the narrowing of an existing opening where there will be a smaller door put in, there was concern that the new work will not match the adjacent older work.

• Asked if the project sponsor anticipate any seismic strengthening work that would have significant impacts on the exterior of the building?

• Asked, regarding the tonality, will the brick clean up as bright as shown on the rendering?

• Commented that the new doors on the face of the building have to be as bold as the building itself.

• Suggested that the project sponsors not hold back, don’t resist, but take the project to the limit and create fantastic spaces and structures that the City needs.

2090 JACKSON STREET, north side of street between Laguna and Octavia Streets. Assessor’s Block 591, Lot 7. A three-story, Richardson Romanesque, steel-reinforced masonry with cement plaster exterior finish, single-family house with a wood frame carriage house in the rear yard. The subject property is Landmark No. 75; zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to replace the existing rear yard area with a semi-subgrade parking garage for four cars with a garden terrace above, and a family room addition connecting the main house to the carriage house. ARC comments and recommendations:

 

• Members of the Committee expressed concerns regarding the size of the garage (how are cars parked in the garage).

• Reserving the palm trees should be looked at and more fully investigated.

• Committee Member Magrane stated she would like to see a condition for the trees to exist, partly because she knows how it can be accomplished and would be happy to speak with whomever to clarify why, maybe, the trees cannot be moved and relocated and salvaged on the site and maintained before she would consider lifting the condition. She was willing to be the contact person.

• Asked what is depth of soil.

• Asked to see existing conditions of the lot, in order to see the plot as it exist.

• Regarding the garage, as a design problem, the project sponsor can look at an alternative - keep garage door shallow.

• Item was scheduled to be heard before the Full Board, however, because of the issues concerning the palm trees, the item will be continued to a later date.

• California Preservation Foundation Conference will be held April 13-16 in Monterey, CA.

• Announced that Adam Light is returning to the Department and part of his assignment will be work with the preservation technical staff team.

• Introduced a new member of the Department and the preservation technical staff team, Tina Tam.

• Mentioned and showed a photo of the Doggie Diner stand located at the new Pac Bell Ballpark.

A one-story, brick and terra cotta, utilities substation building, built in 1906. The subject property is Landmark No. 87, is zoned C-3-R (Downtown Retail) District and is in a 400-I Height and Bulk District. Informational presentation on a proposal to construct an addition and adaptively reuse the building as the Jewish Museum San Francisco.

• The Board will send a letter to the Redevelopment Agency with their comments.

700 MONTGOMERY STREET, The Columbus Savings Bank Building, northeast corner of Montgomery and Washington Streets. That portion of Assessor’s Block 196, Lot 8, occupied by the subject building. A two-story, commercial building built in 1905, currently in office use. The subject property is a compatible building in the Jackson Square Historic District, is zoned C-2 (Community Business) District and is in a 65-D-2 Height and Bulk District. Request for Landmarks Preservation Advisory Board recommendation to the Planning Commission on the proposed landmark designation, which was initiated by the Board of Supervisors on March 13, 2000.

• It was moved by Vice President Kelley (seconded by Finwall) to accept draft resolution recommending landmark designation of this property. The vote was 6-0 (Finwall, Kelley, Kotas, Magrane, Reidy and Shatara). Recused: Ho-Belli - Absent: Dearman and Levitt.

• Note: President Reidy will write a letter expressing the Board’s concerns regarding the time frame in which the Board had to respond to the landmark designation of this property, initiated by the Board of Supervisors.

7. SECTION 106        (GORDON: 558-6309)

165 8TH STREET (a.k.a. 145-165 8TH STREET & 671-677 MINNA STREET), east side between Minna and Natoma Streets, Assessor's Block 3727, Lots 61, 62, 67. The sites are within an SLR (Service/Light Industrial) Zoning District and a 50-X Height and Bulk District. The project proposed consists of new affordable housing and support services. Funds from the U.S. Department of Housing and Urban Development (HUD) have been designated for this project by local agencies; the San Francisco Redevelopment Agency (SFRA) and the Mayor’s Office of Housing (MOH). Any project involving federal funds requires section 106 review under the National Historic Preservation Act. The MOH is conducting the section 106 review, and has requested that the Certified Local Government (CLG) review and comment on the (1) assessment of properties within the Area of Potential Effects for eligibility for the National Register of Historic Places and (2) the determination of effects that have been drafted. The views of the Landmarks Preservation Advisory Board and the public are to be considered by the CLG and transmitted with its official comment letter to the lead agency.

Board Comments

and Actions:   • The Board stated that the properties selected for the Area of Potential Effects were found to be appropriate.

• A questions was raised as to why two properties to the south side of Mission Street between 7th and 8th Streets were not included; also, why didn’t the Area of Potential Effects extend to the north side of the intersection of 8th and Mission Streets (the PG&E Building), situated at the northwest corner of Mission and 8th Street, which may be potentially significant and which would be visible from the project site and vice versa.

• Several members of the Board commented that the Context Section of the survey was nicely developed and colorfully presented.

• The Board discussed that although a potential historic district was identified in this survey, neither the City nor any other organization has pursued the research for it to be listed as either a local or a National Register Historic District. The Board generally concurred with the recommended Area of Potential Effects property evaluations in the survey, including the potential for a future historic district in this vicinity.

• The Board queried the architect about the selection of design elements and materials.

• The Board concurred with the Mayor’s Office of Housing (MOH) representative that the features of the project respond to the mixed uses of the area and that the project does not overwhelm historic resources in the Area of Potential Effects.

• The Board asked the MOH representative to re-read his analysis of effect and asked that it be included as part of the Board’s comments.

• The Board concurred that the Episcopal Community Service development proposed for this project will have no adverse effect upon historic properties eligible for the National Register in the Area of Potential Effects of the undertaking.

Action: The Board expressed concern regarding the location of the sign on the building. Board Member Finwall moved to recommend that the sign be located in the band between the windows of the upper floor and the arches of the lower floor and that the anchorage be per the Secretary of the Interior Standards and that the flag poles be allowed to stay (project sponsors are to work with Staff). Include in the resolution that as an alternative, the sign can be placed above the parapet, but must be brought back to the Board for approval.
