1800 MISSION STREET, The State Armory and Arsenal Building, southwest corner of Mission and 14th Streets. Assessor’s Block, 3547, Lot 1. Landmark No. 108, Formerly know as the National Guard Armory, now vacant. The subject property is zoned C-M (Commercial) District and is in a 50-X/65-B Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to renovate building to offices and addition of floor space within existing building. Office space would total about 242,200 sq. ft. Basement level would accommodate 400 parking spaces.

The ARC expressed their appreciation to the project sponsors for presenting the Committee with the early, conceptual design presentation. There were only a few questions raised by the Committee at this time -

• Is the need for seismic, ADA, etc., upgrades anticipated?

• Has the space been used for the homeless?

• Has the envelope of the building stood up over time?

2 HARRISON STREET, The Hills Brothers Coffee Plant, north side between The Embarcadero and Spear Street. Assessor’s Block 3744, Lot 5. A seven-story, brick industrial building, originally built in 1925. The subject property is Landmark No. 157, is zoned M-1 (Light Industrial) District and is in an 84-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal for a roof deck, sun screen and wind screen on the south side of the 7th Floor.

• Questioned the sizes of the containers/planters.

• What type of material is being used for the windscreen; trellis?

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

 

President Reidy: • Reported on the outcome of the Board of Supervisor’s hearing, 2/28/00, regarding the appeal of the Doggie Diner Sign Landmark.

• Suggested that the Board write a letter regarding Mark Paez reassignment to the Port of San Francisco and express their well wishes and appreciation for the work he provided to the Board.

The subject property is Contributory to the Liberty Hill Historic District, is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for Certificate of Appropriateness to restore the two-unit building to its original single-family use, and for exterior work including: reconstruction of front doors, repair of front bottom wood steps, repaving of roof-deck over garage, addition of new decorative exterior lighting fixtures, remodel of the rear ground floor patio, and reduction of the existing rear 12-foot by 13-foot second floor deck to a 4-foot wide emergency escape bridge with wrought iron guardrails to the upper rear yard.

BRANNAN SQUARE MIXED USE DEVELOPMENT - 200 BRANNAN STREET, 250 BRANNAN STREET, 1 FEDERAL STREET, and 41 FEDERAL STREET, northwest corner of Brannan and First Streets. Assessor's Block 3774, Lots 25, 24, 18, and 15, respectively. Three contributory buildings used as manufacturing and warehouse, and one non-contributory building used as office and warehouse. Lots 25 and 15 are within the SSO (Service/Secondary Office) District, Lot 18 is within the M-1 (Light Industrial) District and Lot 24 is within the M-2 (Heavy Industrial) District. The four lots are within the South End Historic District. Lots 18 and 24 are within the South Beach Redevelopment Area. Request for Architectural Review Committee review and comment on the preliminary proposals for Lots 15 and 25, (41 Federal Street and 250 Brannan Street, respectively), the demolition of the building at 41 Federal Street and a third-story addition to the rear two-story portion of the building at 250 Brannan Street.

• Questioned the public garage entry - how is it being handled, mainly the door?

• Asked that project sponsors refer to staff to review garage doors for design.

• Overall, the Committee was very impressed with the project and would give the project their support.

 

2. 2000.141A (GORDON: 558-6309)

2220-2222 SACRAMENTO STREET, The Chambers Mansion -- City Landmark No. 119. North side between Laguna and Buchanan Streets, Assessor's Block 627, Lot 5. A three-story, Queen Anne hotel, built between 1887-1917. The original use of the site was a single family residence, and then after the death of R.C. Chambers, as a two-unit building. The property is zoned RH-2 (House, Two-Family) District, and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a preliminary proposal to expand the existing (non-historic) garage to four (4) spaces; replace the original foundation with reinforced concrete; repair the original windows where conditions permit; replace non-conforming windows with wooden windows and doors; wrap the chimneys and replace plywood panels with cement plaster: re-roof the building; and remove exposed plumbing and electrical conduit on building exterior.

350 LEXINGTON STREET, west side between 20th and 21st Streets, Assessor's Block 3609, Lot 054. A two-story, single family, Italianate residential building clad with stucco, built in 1876. The building is contributory/altered to the Liberty Hill Historic District. The property is zoned RH-2 (House, Two-Family) District, and is in a 50-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to remove the existing stucco facade and repair/replace the original wood siding, replace aluminum windows with wood and construct a new garage door.

• Questioned if cornice will almost touch other building

• Will handrails remain as pipe rails

• Front stairs are a negative - suggested looking at changing/upgrading stairs to make compatible (a note can be added to the drawings as part of a future project).

351 LEXINGTON STREET, east side between 20th and 21st Streets, Assessor's Block 3609, Lot 069. A two-story, two-unit, Italianate residential building clad with rustic cove siding, built in 1883. The original use of the building was a single family residence. The building is contributory to the Liberty Hill Historic District. The property is zoned RM-2 (Mixed Residential, Moderate Density) District, and is in a 50-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to restore the two-unit building to its original single-family use, remove rear yard addition, the two existing front doors and transoms and replace with one door and transom, remove the third floor door and replace with a window, and construct stairs and landing at the rear.

• A good project - the Committee would recommend approval of the Certificate of Appropriateness to the Full Board.

 

5. 2000.007A (M. SNYDER: 575-6891)

611 SECOND STREET, The D.N. & E. Walter Company Building, north side between Brannan and Townsend Streets, Assessor's Block 3789, Lot 08. A six-story, brick, industrial building built in 1909. The original of the site was a warehouse. The current use of the building is storage. The building is contributory to the South End Historic District. The property is zoned SSO (Secondary/Service/Office) District and is in a 50-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to install two electrical wall signs at 24 feet, paint out the existing non-conforming sign, and legalize existing red painted brick on the lower portion of the building.

A four-story, Category IV, “Contributory” commercial building in the Commercial-Leidesdorff Conservation District, built in 1906. The subject property is zoned C-3-0 (Downtown Office) District and is in a 75-X Height

and Bulk District. Request for Architectural Review Committee review and comment on a proposal for a Permit to Alter for a two-story rooftop addition.

ARC comments and recommendations:

 

• Commented that the project sponsors made a decent effort to match window treatments from below and to carry them forward, both in the front and side of the building.

• The proportions are appropriate because they are not changing the proportions of the stories.

• The window treatment on the upper story does not relate to the others because of the curve - it’s more modern; but, does not have a real problem with it.

• Questioned if they had considered that they would be raising the whole addition a couple of feet and introducing a horizontal band of material across the top of the cornice that would tend to separate the cornice more from the top of the building?

• ARC would recommend to the Full Board to recommend approval of the Permit to Alter.

951 EDDY STREET, south side between Franklin and Gough Streets, Assessor’s Block 744, Lot 12. Request for Landmarks Preservation Advisory Board comments on a proposal to rehabilitate a vacant fire damaged, 24 dwelling unit building known as the 951 Eddy Street Apartments. Pursuant to Section 106 of the National Historic Preservation Act, the San Francisco Housing Authority, the lead agency, seeks the Landmarks Board comments on their determination that the property is eligible for the National Register of Historic Places and that the proposed rehabilitation would not result in an adverse effect on historic properties.

and Actions:   • Questioned if the project sponsor plan to have the building listed on the National Register of Historic Places?

• Agree the project area is the building and nothing around it.

• Agree that the building is eligible for the National Register.

• Technical specs for cleaning and repair are, so far, absent with the intention that they confer with SHPO, including the treatment of the stone facing.

BRANNAN SQUARE MIXED USE DEVELOPMENT (200 Brannan Street, 250 Brannan Street, 1 Federal Street, and 41 Federal Street), southwestern end of block bounded by Bryant, Delancey, Brannan and Second Streets, and comprises four adjacent parcels that occupy about a quarter of the block. Assessor's Block 3774, Lots 25, 24, 18, and 15, respectively. Three Contributory buildings used as manufacturing and warehouse, and one Non-contributory building used as office and warehouse. Lots 25 and 15 are within the SSO (Service/Secondary Office) District, Lot 18 is within the M-1 (Light Industrial) District and Lot 24 is within the M-2 (Heavy Manufacturing) District. The four lots are within the South End Historic District. Lots 18 and 24 are within the South Beach Redevelopment Area. The proposed project would demolish the perimeter wall and existing buildings at 200 Brannan Street and 41 Federal Street, adaptively reuse and expand the buildings at 250 Brannan Street and 1 Federal Street, and construct two new buildings to provide a mixed-use development containing nine live/work units, 242 residential units, 129,300 square feet of multimedia/business service use, a 5,000 square foot restaurant/neighboring-serving retail space, and 5,000 square feet of storage space. The Landmarks Board will receive public testimony and discuss the EIR in order to frame their written comments on the Draft EIR. Landmarks Preservation Advisory Board review and comment on the adequacy of the Draft Environmental Impact Report (DEIR), pursuant to the California Environmental Quality Act (CEQA).

Comments: • The Report’s assessment of the proposed actions at 250 Brannan, 1 Federal and 41 Federal Streets is clear and accurate. The Board agrees that the proposed treatment of the properties entails no significant adverse impacts to historical resources.

• In regards to the historic significance of 200 Brannan Street, the report fails to mention that the Mission Revival styling of the perimeter wall provides a unique and essential visual linkage between this warehouse district and the similarly styled pier shed bulkheads of the historic waterfront, thus providing critical historic context.

• In regards to the section on Potential Impacts on the Historic District - the report fails to consider the effect that demolition of the wall at 200 Brannan Street has in eradicating the only visual linkage between the historic warehouse district and the structures of the waterfront. The report should specifically explore the loss of this critical historic context on the district. The Board does not support the report’s statement that demolition of the wall “would not diminish the general historic value of the South End District”.

• Alternative C combines preservation of the 200 Brannan Street perimeter wall with retention of 41 Federal Street and abandonment of additions of 250 Brannan Street. This results in a failure to satisfy many of the sponsor’s stated objectives. Most of these negative effects stem not from retention of the wall, but from abandonment of project proposals at 41 Federal Street and 250 Brannan Street. The Board does not consider the project proposals at those locations to have significant adverse impacts. Therefore, the report should contain an additional preservation alternative plan which while retaining the perimeter wall at 200 Brannan, would treat all other properties as in the proposed. This would reduce all projected impacts to less than significant and still satisfy the sponsor’s main objectives.

• The Board felt the Draft EIR was well organized and clearly written. With minor typographic exceptions, the report did a good job of presenting a complex project in a lucid and comprehensive manner.
