ARCHITECTURAL REVIEW COMMITTEE

 

1. 1999.622A (GORDON: 558-6309)

3725 - 20TH STREET, south side between Dolores and Guerrero Streets, Assessor’s Block 3607, Lot 71. A two-story, single-family, altered stucco Italianate structure built in 1870. The subject property is in the Liberty Hill Historic District, is zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to demolish an existing concrete front yard retaining wall and add a two-car garage within the required front set back.

ARC comments and recommendations:

 

• Suggested the cap on top of the wall have additional horizontal lines (thicker).

• Carry the top of the wall straight through instead of dropping.

• Strengthen the cornice details.

• Add more vegetation against the wall.

• Garage door should be more centered and broken into more panels (possibly six).

• The horizontal character of the garage door panels are not in character with the vertical character of the rest of the building.

• Modification to the fence to make it more compatible with a Victorian style fences in the neighborhood.

• Suggested project sponsor work with staff.

 

2. 1999.620A (GORDON: 558-6309)

3729 - 20TH STREET, south side between Dolores and Guerrero Streets, Assessor’s Block 3607, Lot 69. A two-story, two-family, Italianate structure built in 1876. The subject property is in the Liberty Hill Historic District, zoned RH-2 (House, Two-Family) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to demolish an existing concrete front yard retaining wall and add to a two-car garage within the front set back.

• Suggested wood railing be used instead of metal to be compatible with rail currently showing above the entrance door.

• Score lines at the garage door be moved to center.

• Make garage door panels six instead of three.

• Make horizontal cap stronger, thicken.

• Suggested raising wall one foot and add wood planter box above grade instead of railing.

• The proposal as presented is incompatible with the architectural style.

• Requested that owner/sponsor work with staff.

3. 1999.821A (GORDON: 558-6309)

166-178 TOWNSEND STREET, north side of Townsend Street at Clarence Place. Assessor’s Block 3788, Lot 12. A Contributory, one-to-two story brick building, built originally in 1888 (and then rebuilt in part after the 1906 earthquake), known as the California Electric Light Company Building, in the South End Historic District. The subject property is zoned SLI (Service/Light Industrial) District and is in a 50-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to repair the existing brick facade, to construct new windows along the Clarence Place facade, and cover non-historic windows with brick (salvaged from new window openings).

• Questioned the type of windows to be used.

• Preferred gate motif as to roll-up door.

• Questioned signage on building and if building will have multi use.

• Approve of the conceptual design.

• Requested project sponsor to work with staff on design details and return to the ARC with a more detailed presentation.

4. 2000.101A (KOMETANI: 558-6478)

150 GREEN STREET, northeast corner at Sansome Street. Assessor’s Block 112, Lot 8. The two-story over basement industrial building (now office) was built in 1916 and is a Contributory building in the Northeast Waterfront Historic District. The subject property is zoned C-2 (Community Business) District and is in a 65-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to remove existing windows and install new windows and entrance at the west facade; restore existing wood windows at the south and east facade; and re-open sealed basement windows at the south and west facade.

ARC comments and recommendations:

 

• Questioned if openings shown on the Alley elevations were existing?

• The artist rendition shows planters along the outside of the building, but, are not shown on the drawing - what kind of exterior element is planned?

• What type of material is going to be used?

• Are the panels around the entry door metal and is the existing Green Street facade a wood panel?

• With respect to the metal fenestration, will the architect match an identical profile to wood windows? Aluminum or steel?

• Questioned the fire escape shown on the photo, but, not on the drawings - is the fire escape being eliminated?

• What were the concerns voiced by public input (Telegraph Hill Dwellers)?

• The ARC recommended approval and suggested project sponsor/architect work with staff on the above issues/concerns.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

• Status of Doggie Diner Sign appeal and efforts to preserve the sign

 

President Reidy: ▪ Scheduled for further action on Tuesday, 2/22/00, in the afternoon.

▪ It was President Reidy’s understanding that the Board closed public hearing, but, maybe their own regulations would allow it to be reopened.

▪ There are two separate appeals pending (The Landmarks Board and the Ocean Beach Historic Society).

▪ The Ocean Beach Historic Society has engaged in a series of negotiations with the representatives of the property owner, under the leadership of Supervisor Alicia Becerril and the encouragement of Supervisor Newsom, with the City Attorney’s Office participation. They were seeking some kind of agreeable proposal in hopes that the Ocean Beach Historic Society would withdraw their appeal.

▪ The Landmarks Board is not in a negotiating posture. The appeal was filed and no one authorized President Reidy or Board Members Kotas or Kelley to negotiate with anyone. So the Landmarks Board appeal is open.

• Review draft letters re: 135 Van Ness Avenue/170 Fell Street

Vice President Kelley:

▪ The matter was opened to the public for comments. The following suggestions/ changes were made:

- In the Mr. Amaglio letter, delete the word “existing” in the last line of the third bullet. Delete the “$27 million” and add the word “committed” in its place in the last line of the fourth bullet.

- In the letter to the San Francisco Unified School District, letter should be addressed to the president of the Board of Education. Delete the word “existing” in the first line of the second bullet. Delete “$27 million” and add the word “committee” in its place in the third line of the third bullet. Add “consistent with good preservation practice” after “efficient plan” in the last paragraph.

- In Attachment A, delete “$27 million” in number 3.

- Copies of the letter should be sent to members of the Board of Education and SHPO.

▪ Informed the Board and public of a working meeting held to discuss adoption of using the State/Federal method in preservation work in San Francisco instead of the Kalman method.

4. APPROVAL OF THE NOVEMBER 17, DECEMBER 1, DECEMBER 15. 1999 and January 19, 2000 DRAFT ACTION MINUTES

 

November 17, 1999 - It was moved by Member Dearman (seconded by Magrane) to approve the draft minutes. The vote was unanimous. Absent: Kotas, Levitt and Shatara.

 

December 1, 1999 - It was moved by Member Kelley (seconded by Ho-Belli) to approve the draft minutes with changes - include items discussed regarding 300 Brannan Street. The vote was unanimous. Absent: Kotas, Levitt and Shatara.

 

December 15, 1999 - No quorum.

 

January 19, 2000 - It was moved by Member Magrane (seconded by Kelley) to approve the draft minutes. The vote was unanimous. Absent: Kotas, Levitt and Shatara.

Action: After Chair Finwall briefed the full Board on comments/ actions by the Architectural Review Committee, the Board had no problems with the fundamental concept of the addition in the rear building, however, they felt they did not have enough details (regarding the windows, doors, etc.) to recommend approval of the Certificate of Appropriateness at this time. Therefore, it was moved by Member Kelley to continue the item to another hearing. It was suggested that the project sponsor work with staff and provide more detailed information.

Changes should go back to Staff for review.

580 HOWARD STREET, north side between First and Second Streets. Assessor’s Block 3721, Lot 91. A four-story, brick clad building built in 1906. The subject property is rated Category V (unrated) under Article 11 of the Planning Code, and is listed on the National Register of Historic Places as a contributor to the Second and Howard Streets National Register District. The subject property is zoned C-3-OSD (Downtown Office) District and is in a 450-S Height and Bulk District. Request for Landmarks Preservation Advisory Board review and comment on a proposal to change the boundaries of the New Montgomery, Second Street Conservation District to include this property and to change its Article 11 rating from Category V (unrated) to Category IV (contributory).

Preliminary Recommendation: Approval

Action: It was moved by Member Kelley to accept Staff Recommendation for the approval of the Certificate of Appropriateness.
