ARCHITECTURAL REVIEW COMMITTEE

 

1. 1999.466A (ALVIN)

300 BRANNAN STREET, between Second Street and Central Place. Assessor’s Block 3775, Lot 8. A Contributory, reinforced concrete six-story building known as the Blinn Estate Building in the South End Historic District. The subject property is zoned SSO (Service/Secondary Office) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to add a metal trellis to the front outdoor seating area. (Continued from December 1, 1999 Hearing.)

ARC comments and recommendations:

 

Several questions were raised:

• What is the purpose of the trellis?

  How are the trellises going to be put in place?

  What is the final finish on the planters?

• Stated that the owner did not provide the Committee with any new information.

• Trellis looked too small for the scale of the building.

• Had difficulty relating the trellis to the building.

• Suggested using 4x4 with 6" space for trellis.

• Back wall should be painted a dark color; trellis should be a dark color.

• No hanging plants should be used.

 

2. 1999.860A (GORDON)

77-79 LIBERTY STREET, north side between Valencia and Guerrero Streets. Assessor’s Block 3608, Lot 30. A two-story, single-family, Italianate structure built in 1872. The subject property is in the Liberty Hill Historic District, is zoned RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for Architectural Review Committee review and comment on a proposal to create an off-street parking area with a trellis in the front yard.

ARC comments and recommendations:

 

A couple of questions were raised:

  Were the trellises intended to support something?

  What were the size of members?

• Okay to reuse iron gate.

• Committee felt the project would be more simple without the trellis.

• Suggested the elimination of the trellis.

• Pull stairs back.

• Suggested placing planters at grade to soften walls.

Member Finwall moved to re-elect Reidy as President (seconded by Magrane). The vote was unanimous (Dearman, Finwall, Kelley, Kotas and Magrane) (Absent: Ho-Belli, Levitt and Shatara).

 

Member Magrane moved to elect Kelley as Vice President (seconded by Dearman). The vote was unanimous (Dearman, Finwall, Kotas, Magrane and Reidy) (Absent: Ho-Belli, Levitt and Shatara).

2. DEPARTMENT REPORT

• Landmarks Preservation Advisory Board Work Program Budget 2000-2001, Review and Comment requested. (Hart/Green)

Gerald Green, Director of Planning, presented the Board with the 2000-2001 Work Program Budget.

 

3. STAFF REPORT AND ANNOUNCEMENTS

 

Neil Hart,

Preservation Coordinator:

• Welcomed Elizabeth Gordon back from maternity leave.

• Informed Board of Corey Alvin’s resignation from the Department.

• 435 Pacific Avenue is scheduled before the Planning Commission 1/20/2000.

• Landmark Designations - Millwright Cottage and The Leonard House - scheduled before the Planning Commission, February 10th.

• Prop G training for the Board will be announced at a later date.

• Memorial services for Anne Bloomfield - 1/20/2000.

• Appeal of the Doggie Diner Landmark Designation at Board of Supervisors.

 

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

 

• Resolution honoring Anne Bloomfield

 

President Reidy: • Acknowledged and thanked Corey Alvin for his work with the Board.

• Hearing on the appeal of the Doggie Diner Sign Landmark Designation at the Board of Supervisors.

Member Dearman moved to accept Resolution with corrections/revisions. The vote was unanimous.

Action: After ARC Chair, Finwall, gave a brief review of comments made by the ARC earlier, Member Magrane moved to recommend approval of the Certificate of Appropriateness (see comments by the ARC on page 1) adding that the project go back to Planning Staff for final approval (seconded by Dearman). Vote was unanimous.

8. SECTION 106        (KOONTS)

SAN FRANCISCO-OAKLAND BAY BRIDGE, EAST SPAN SEISMIC SAFETY PROJECT. The project involves the East Span of the San Francisco-Oakland Bay Bridge, which carries Interstate 80 from Yerba Buena Island (part of the City and County of San Francisco) to the bridge toll plaza in the City of Oakland, Alameda County. The California Department of Transportation is conducting a section 106 review of the project, and has prepared a Memorandum of Agreement (MOA) to mitigate adverse effects caused by the project on historic resources. The Landmarks Preservation Advisory Board has been asked to review and comment on the MOA.

 

Item was continued to February 16, 2000.

 

9. SECTION 106        (PAEZ)

135 VAN NESS AVENUE/170 FELL STREET, the entire city block bound by Van Ness Avenue, Fell, Franklin and Hayes Streets, Assessor’s Block 815, Lot 1. The High School of Commerce (135 Van Ness Avenue) and the Newton Tharp Commercial School (170 Fell Street) are within the boundaries of City Landmark No. 140. The site and its buildings are also designated as a contributing property within the Civic Center National Register of Historic Places and local Historic Districts. The property is within a P (Public Use) District and is in a 160-H Height and Bulk District. Request for Landmarks Preservation Advisory Board comments on an October 20, 1999 Draft Programmatic Memorandum of Agreement (PMOA). The PMOA was prepared pursuant to Section 106 of the National Historic Preservation Act to address the effect on historic properties of the Federal Emergency Management Agency (FEMA) proposal to fund the relocation of the San Francisco Unified School District administrative function from the 135 Van Ness Avenue/170 Fell Street property. (Continued from December 15, 1999 Hearing.)

Concerns and

Actions: • It was brought to the attention of the Board that the MOA was signed before the scheduled January 5, 2000 Board hearing.

• The Board (and members of the public) expressed concerns regarding

• the process; it does not seem to work;

• why FEMA did not incorporate the School District’s resolutions;

• FEMA has the ability to rescind funding if School District does not spend funding wisely;

• Draft MOA incorrectly states that Heritage and the LPAB were invited to participate in the process;

• Regarding School District - how will the $17 million from FEMA be use

• what level of structural analysis is to be done on 170 Fell Street;

• $4 million was already spent - how was it spent.

• Suggested experienced preservation professionals be retained on the project team to develop program.

• Vice President Kelley will draft two letters - one to the School District and one to FEMA.

• Draft letters will be brought back to Landmarks Board hearing for review and comment by the public.

573-575 CASTRO STREET, The Castro Camera, east side between 18th and 19th Streets. Assessor’s Block 3583, Lot 61. The subject property is a two-story mixed use retail/residential building, in the Castro Street Neighborhood Commercial District (NCD) and is in a 40-X Height and Bulk District. Consideration to initiate landmark designation and adopt a resolution initiating and recommending landmark designation of Castro Camera as Landmark No. 227.
