             1.        Building blocks of historic resource surveys:  presentation by Jan Wooley and Lucinda Woodward, State Office of Historic Preservation.  Topics to be discussed include California Department of Parks and Recreation Survey Forms – DPR 523A and 523B and understanding general National Register Status Codes (Codes) assigned to historic resources; National Register of Historic Resources criteria; individual listing of National Register properties versus eligibility as part of an historic district, context statements and period of significance.  CEQA and its connection of historic resource surveys will also be presented.

Time: 3:00 P.M.

PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items.  With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing.  Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar.  Each member of the public may address the Landmarks Board for up to three minutes.  If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment.  In response to public comment, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda.   (Government Code Section 54954.2(a).).

                        128 KING STREET, north side between 2nd and 3rd Streets.  Assessor’s Block 3744, Lot 23.  A contributory building to the South End Historic District.  Built in 1913, this three-story brick structure was originally used as a dried fruit warehouse, and is currently used for office, retail and restaurant uses.  The building is within an M-2 (Heavy Industrial) District, and is in a 105-F Height and Bulk District.  Consideration to initiate landmark designation and adopt  a resolution initiating and recommending landmark designation of the 128 King Street as Landmark No. 229.

                        Preliminary Recommendation:  Adopt resolution supporting city landmark designation

               7.       2001.0550A                                                                                (HASTIE:  558-6381)

                        501 SECOND STREET, east side between Bryant and Federal Streets.  Assessor’s Block 3774, Lot 067.  Subject property is within an SSO (Service/Secondary Office) District and is in a 50-X Height and Bulk District.  The contributory-altered industrial building was constructed in 1924, and is in the South End Historic District.  Request for a Certificate of Appropriateness for exterior alterations which include new entryway marquees and identifying signage at both the Bryant Street and Federal Street facades; new storefront systems at both facades; new terrazzo flooring at the recessed Bryant Street entry, and a new attached identifying sign at the Second Street elevation.

                        Preliminary Recommendation:  Approval with modifications

               8.       2001.0541AH                                                                                (LIGHT:  558-6254)

                        350 BUSH STREET, north side between Kearny and Montgomery Streets.  Assessor’s 269, Lot 3.  Request for a Certificate of Appropriateness under Planning Code Article 10 to construct an approximately 350,000 square-foot office and retail building above and adjacent to the San Francisco Mining Exchange, a.k.a. the San Francisco Curb Exchange, Landmark No. 113.  Proposal includes demolition of a rear one-story office wing of the landmark structure, restoration of the building fa?ade as seen from Bush Street, and a partial restoration of the building interior.

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision:  The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

ACCESSIBLE MEETING POLICY

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA.  The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets.  Accessible curb side parking has been designated at points along McAllister Street.  Accessible MUNI Lines serving City Hall are the 42 Downtown Loop, 9 San Bruno and 71 Haight/Noriega and the F Line.  Accessible MUNI Metro Lines are the J, K, L, M, and N which stop at the Civic Center and Van Ness Avenue Stations.  For more information regarding MUNI accessible services, call (415) 923-6142.  American sign language interpreters and/or a sound enhancement system will be available upon request by contacting Lulu Hwang at (415) 558-6403, at least 72 hours prior to a hearing.  Individuals with severe allergies, environmental illnesses, multiple chemical sensitivity or related disabilities should call our accessibility hotline at (415) 554-8925 to discuss meeting accessibility.  In order to assist the City’s efforts to accommodate such people, attendees at public meetings are reminded that other attendees may be sensitive to various chemical based products.  Please help the City to accommodate these individuals.
