PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).).

    4. STATE HISTORICAL BUILDING CODE. An informational presentation on the State Historical Building Code. (KORNFIELD)

      690 MARKET STREET, northeast corner of intersection with Kearny Street, Assessor's Block 311, Lot 6. Informational presentation by project sponsor regarding seismic and structural upgrade options for the conditional landmark. The subject building is conditional Landmark No. 243, and is located in a C-3-O (Downtown, Office) Zoning District, and a 285-S Height and Bulk District.

      Rincon Hill Plan Project, The proposed project is a revised Rincon Hill Plan (an Area Plan of the San Francisco General Plan) and revised planning controls for the Rincon Hill area. The San Francisco Planning Department proposes to replace the Planning Code's existing Rincon Hill Special Use District (SUD), as set out in Planning Code Section 249.1, with a new Rincon Hill Downtown Residential Mixed Use District (DTR), which would increase height limits, revise the "R" bulk district, amend the Rincon Hill Area Plan, and make other General Plan and zoning changes intended to stimulate additional high-density, residential development in the Rincon Hill area. Improvements to the streetscape, transportation system and open space would result from implementation of the new Plan. Rincon Hill is in the northeast section of San Francisco, south of the Financial District and Transbay Terminal, and north of the South Beach neighborhood. The project area is bounded generally by Folsom Street, Steuart Street, The Embarcadero, Bryant Street, the Bay Bridge approach and the Transbay Terminal ramps and encompasses about 12 city blocks. The Landmarks Preservation Advisory Board (Landmarks Board) will receive public testimony and discuss the adequacy of the Draft Environmental Impact Report (DEIR), pursuant to the California Environmental Quality Act (CEQA), in order to formulate their written comments on the DEIR.

    7. 2004.0889A (M. SNYDER: 415/575-6891)

      1556 REVERE AVENUE, The Sylvester House, City Landmark No. 61, north side between Lane and Keith, Block 5340, Lot 006 - Request for a Certificate of Appropriateness to install solar panels on the front porch roof. This single-family house was constructed sometime between 1865 and 1870 for the Sylvester family. The house was constructed by Stephen Piper, a prominent carpenter and house builder in the area now known as Bayview-Hunter's Point; it was moved to its current location in 1913. Besides being a Landmark, the subject building was also in the City's 1976 Architectural Survey, and was included in Here Today (p. 98). The property is within an RH-2 (House, Two-family) District and a 40-X Height and Bulk District.

              Preliminary Recommendation: Approval

    8. 2004.0907A (A. LIGHT: 415/558-6254)

              48 GOLD STREET, north side between Montgomery and Sansome Streets. Assessor's Block 175, Lot 14 - Request for a Certificate of Appropriateness to install four light sconces with the new tenant's company logo; install three awnings with company name; and install two planter boxes at the base of storefront windows. The subject property is a two-story, brick commercial contributory building in the Jackson Square Historic District. The property is within a C-2 (Community Business) District and is in a 65-X Height and Bulk District.

The Landmarks Preservation Advisory Board will consider writing a letter to the Redevelopment Agency, the Planning Department, or other appropriate parties. CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

ACCESSIBLE MEETING POLICY

Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street. For more information regarding MUNI accessible services, call (415) 923-6142.
