Commission Meeting Procedures

Material submitted by the public for Commission review prior to a scheduled hearing should be received by the Planning Department reception counter at 1650 Mission Street, 4th floor, no later than 5:00 PM the Wednesday (eight days) prior to the scheduled public hearing. Persons unable to attend a hearing may submit written comments regarding a calendared item to: Planning Commission, 1650 Mission Street, Suite 400, San Francisco, CA 94103-2414. Comments received by 11:00 AM on the day of the hearing will be made part of the official record and will be brought to the attention of the Planning Commission at the public hearing. Otherwise, submit material related to a calendared item at the scheduled hearing for distribution. For complete distribution to all Commissioners, necessary staff and case/docket/correspondence files, submit an original plus 10 copies. When sending e-mail correspondence to Commissioners, please copy the Commission Secretary at: linda.avery@sfgov.org

Pursuant to Government Code Section 65009, if you challenge, in court, (1) the adoption or amendment of a general plan, (2) the adoption or amendment of a zoning ordinance, (3) the adoption or amendment of any regulation attached to a specific plan, (4) the adoption, amendment or modification of a development agreement, or (5) the approval of a variance, conditional-use authorization, or any permit, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission, at, or prior to, the public hearing.

Commission action on conditional-uses and reclassification may be appealed to the Board of Supervisors within 30 days. Call (415) 554-5184 for more information. Commission actions after Discretionary Review may be appealed to the Board of Appeals within 15 days of action by the Central Permit Bureau. Call (415) 575-6880 for more information. Zoning Administrator action on a variance application may be appealed to the Board of Appeals within 10 days of issuance of the written decision.

The Commission has instituted a policy that, in most cases, they will not call an item for consideration after 10:00 PM. If an item is scheduled but not called or introduced prior to 10:00 PM, the Commission may continue the matter to the next available hearing. Items listed on this calendar will not be heard before the stated time.

Cell Phone and/or Sound-Producing Electronic Devices Usage at Hearings

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phones, pagers and similar sound-producing electronic devices at and during public meetings).

Four units would face onto the proposed reduced rear yard and therefore do not meet the dwelling unit exposure requirement. 335 OAK STREET (AKA 230 LILY STREET) - south side between Octavia and Laguna Streets, Lot 025 in Assessor's Block 0839 - Request for 1) Conditional Use Authorization to allow dwellings at a density ratio exceeding one dwelling unit per 400 square feet of lot area and 2) Variance from usable open space requirements, within an RTO (Residential, Transit-Oriented Neighborhood) Zoning District and a 40-X Height and Bulk District. There are two existing six-unit residential buildings at the project site, with a total of 12 dwelling units. The proposed project would create two new dwelling units in the basement of each existing residential building, for a total of four new dwelling units. No physical expansion of the building is proposed. The existing buildings do not provide the Usable Open Space required for the existing and proposed new dwelling units at the project site. The Zoning Administrator will consider the request for Variance from Usable Open Space requirements concurrently with the Planning Commission's consideration of the conditional use authorization at this same hearing.

BI-COUNTY TRANSPORTATION STUDY - Informational - The San Francisco County Transportation Authority, in partnership with several agencies from San Mateo and San Francisco, is leading a Bi-County Transportation Study to evaluate the potential transportation improvements needed to address anticipated land use growth on both sides of the county line. The partner agencies are conducting this study as a way to evaluate comprehensively the regional transportation impacts of the pending proposals for significant new development in the Bi-County area and to develop a list of regional transportation investments that can support this growth.

110 THE EMBARCADERO - west side between Mission and Howard Streets, Lot 002 in Assessor's Block 3715 - Appeal of Preliminary Mitigated Negative Declaration for a project proposing the demolition of an existing two-story office building and construction of a new 123-foot-tall, 10-story building containing approximately 50,000 gross square feet of office space and about 700 square feet of retail use on the ground floor. Parking for 14 cars would be provided with a mechanical stacker system at the ground floor, accessed from Steuart Street. The project is located in a C-3-O (Downtown Office Commercial) Use District and an 84-X Height and Bulk District.

The proposed project would include demolition of the existing paved parking lot, a 222 square foot office shed and a billboard, and construction of a five-story residential building with 36 dwelling units, 4,917 square feet of ground floor retail and 30 off-street parking spaces accessed via Valencia Street. The site is in the NCT-3 (Moderate Scale Neighborhood Commercial Transit) zoning district and a 50-X height and bulk district. The project would require a Conditional Use Authorization.

299 VALENCIA STREET - northeast corner of intersection with 14th Street, Lot 014 in Assessor's Block 3532 - Request for Conditional Use Authorization and to obtain a Variance pursuant to Planning Code Sections 121.1, 134, 135, 140, 151.1, and 303 for a large-lot mixed-use development providing the maximum permissible amount of off-street parking in a NCT-3 (Moderate Scale Neighborhood Commercial Transit District) and a 50-X Height and Bulk District. The site is currently used for surface parking. The proposal is to construct a 5-story, approximately 55 feet tall, mixed-use building with ground floor commercial space, 36 dwelling units, and 30 off-street parking spaces. 651 DOLORES STREET SECOND CHURCH OF CHRIST, SCIENTIST - Assessor's Block 3598 Lot 28 - Public Hearing on the Draft Environmental Impact Report. The project site is a single, 15,000-square-foot parcel, between 20th and Cumberland Streets, across Dolores Street from Dolores Park in the Dolores Heights neighborhood. The Second Church of Christ, Scientist, the project sponsor, proposes the demolition of the existing church structure, an un-reinforced masonry building (National Register Status Code 3S, Here Today historic resource survey) on the site and construction of a new approximately 9,000 square foot church building, 13,400 square feet of residential use (8 units) and 12,200 square feet of parking (31 spaces). The proposed residential structures would be three- and four-stories, with a height of 40 feet above grade. The new two-story church building would include a 10.5-foot-high cupola atop a double-height worship area on the second story. Including the cupola, the church would reach about 51 feet in height above grade. The proposed project also includes a lot split which would divide the existing lot into two residential lots of approximately 4,000 square feet, each, and a single, corner lot of approximately 6,800 square feet for the new church building. The project site is within an RH-3 (Residential, House, Three-Family) district, and within a 40-X Height and Bulk District. Written comments will be accepted at the Planning Department's offices until the close of business on November 17, 2008.
Preliminary Recommendation: No Action Required
