EASTERN NEIGHBORHOODS PROGRAM – INTENTION TO INITIATE AMENDMENTS TO THE GENERAL PLAN, PLANNING CODE AND ZONING MAP- The Eastern Neighborhoods Program encompasses the entirety or portions of 437 Assessor's Blocks in the following four neighborhoods: Mission (generally bounded by Division Street, Potrero Avenue, Cesar Chavez Street and Guerrero Street), Central Waterfront (generally bounded by 16th Street, the Bay, Islais Creek and Highway 280), East SoMa (generally bounded by portions of Mission Street, Folsom Street, The Embarcadero and 4th Street) and Showplace Square – Potrero Hill (generally bounded by Harrison Street, 7th Street/highway 280, 26th Street and Potrero Avenue). The exact geography of the Eastern Neighborhoods Program, including a list of all affected Assessor's Blocks and Lots, is available at http://en-hearings.sfplanning.org.

a) Consideration of a Resolution of Intention to initiate amendments to the San Francisco General Plan related to the Eastern Neighborhoods Program.

Pursuant to San Francisco Charter Section 4.105, and Planning Code Sec. 340, the Planning Commission will consider adopting a Resolution of Intention to Initiate amendments to the General Plan, including adding four new Area Plans, and making related amendments to the Commerce and Industry Element, Recreation and Open Space Element and the Central Waterfront Area Plan, South of Market Area Plan and Northeastern Waterfront Area Plan as well as the Land Use Index. Proposed amendments to the General Plan and Area Plans can be viewed at http://en-hearings.sfplanning.org.

Preliminary Recommendation: Approve a draft Resolution of Intention to initiate amendments to the General Plan and schedule a public hearing to consider the amendments.

b) Consideration of a Resolution of Intention to initiate amendments to the San Francisco Planning Code related to the Eastern Neighborhood Program

Pursuant to Planning Code Section 302, the Planning Commission will consider a Resolution of Intention to initiate amendments to the Planning Code. The amendments would bring the Planning Code regulations governing the four Eastern Neighborhoods into consistency with the General Plan, as proposed to be amended. The amendments contain proposals for changes to standards from those currently established by the Planning Code, including but not limited to those for land use, height and bulk, building design, density, open space, and parking. Proposed Planning Code text amendments will a) establish 13 new zoning districts; b) amend the South Park District; RTO District, NCT Districts, Downtown Residential Districts, and PDR Districts; and c) make related revisions to the Planning Code necessary to implement the General Plan as proposed to be amended and make related Planning Code Amendments pursuant to the Eastern Neighborhoods Area Plans. c) Consideration of a Resolution of Intention to initiate amendments to the Zoning Map of the San Francisco Planning Code related to the Eastern Neighborhoods Program

Pursuant to Planning Code Section 302, the Planning Commission will consider a Resolution of Intention to initiate amendments to the Zoning Map by reclassifying property, including amendments to the Zoning Map of the City and County of San Francisco. Proposed Planning Code map amendments will a) update height and bulk districts, b) apply the RTO District and PDR-2 Districts in the Eastern Neighborhoods, and c) establish 13 new zoning districts. Proposed amendments to the Zoning Map can be viewed at http://en-hearings.sfplanning.org. These amendments include:

  • Applying the RTO District in portions of the Mission between Guerrero and South Van Ness Streets currently zoned RH-2, RH-3, RM-1, RM-2, and RM-3.
  • Applying the South Beach Downtown Residential (SB-DTR) District to the South Beach neighborhood, currently zoned M-1 and M-2.
  • Applying the Mission Street Neighborhood Commercial Transit District (Mission Street NCT) to the existing NC-3 District along the Mission Street corridor.
  • Applying the Valencia Street Neighborhood Commercial Transit District (Valencia Street NCT) along the existing Valencia Street Neighborhood Commercial District along the Valencia Street corridor.
  • Applying the Small Scale Neighborhood Commercial Transit District (NCT-2) in portions of Central Waterfront currently zoned NC-2.
  • Applying the SoMa Neighborhood Commercial Transit District (SoMa NCT) along portions of 6th Street and Folsom Street corridors in the South of Market that are currently zoned RSD and SLR.
  • Applying the Mixed Use-General (MUG) District to the parcels in East SoMa currently zoned SLR.
  • Applying the Mixed Use-Residential (MUR) District to the parcels in of East SoMa currently zoned RSD.
  • Applying the Mixed Use-Office (MUO) District to parcels in East SoMa currently zoned SSO.
  • Applying the Urban Mixed Use (UMU) District to portions of the Mission, Showplace Square, and Central Waterfront currently zoned C-M, M-1, and M-2.
  • Applying the PDR-1-General (PDR-1-G) District in portions of the Mission and Showplace Square currently zoned C-M, M-1, and M-2
  • Applying the PDR-1-Design (PDR-1-D) District in portions of Showplace Square currently zoned M-1 and M-2
  • Applying the PDR-2 District in portions of the Central Waterfront currently zoned M-2
  • Applying the Life Science and Medical Special Use District to portions of the Central Waterfront currently zoned M-2.
  • Applying the Innovative Industries Incubator Special Use District to portions of Showplace Square currently zoned M-2.

Preliminary Recommendation: Approve a draft Resolution of Intention to initiate amendments to the Zoning Map and schedule a public hearing to consider the amendments.
