PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

      913 MINNESOTA STREET, east side between 20th and 22nd Streets. Assessor's Block 4107, Lot 2G. The subject "Stick/Eastlake style" residence is a contributory building in the Dogpatch Historic District and has a National Status Code of "5D1". It is within an RH-3 (House, Three-Family) District and is in a 50-X Height and Bulk District. Request for a Certificate of Appropriateness to add a rear deck, add two new windows on the southern facade (not visible from the street), construct a new front stair, install a new garage door, replace the existing front windows and front door, and make other needed repairs.

        1 SOUTH PARK, south corner of 2nd Street and South Park, Assessor's Block 3775, Lot 7. Built in 1913, the Tobacco Company of California was originally used as a tobacco processing and warehouse building, and is currently vacant. The property is a contributory structure within the South End Historic District, is within an SSO (Service / Secondary Office) District, and a 40-X Height and Bulk District. Request for Certificate of Appropriateness to convert the industrial building into 35 dwelling units with ground floor retail.

        Preliminary Recommendation: Approval

      7. 2004. 0173A (W. HASTIE: 415/558-6381)

        1045 HAYES STREET, south side between Pierce and Steiner Streets. Assessor's Block 823, Lot 12. The subject Italianate style one unit building located in the Alamo Square Historic District, listed in Here Today, and the City's 1976 Architectural Survey. This two-story wood frame, late 19th century residential building, is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to construct a one-story rear yard horizontal extension.

                Preliminary Recommendation: Approval

        809-811 PIERCE STREET, west side between McAllister and Fulton Streets. Assessor's Block 777, Lot 4. The subject Queen Anne style two unit building is located in the Alamo Square Historic District, listed in Here Today, and the City's 1976 Architectural Survey. This three-story wood frame, late 19th century residential building is within an RH-3 (House, Three-Family) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to construct a garage on the ground floor.

      Preliminary Recommendation: Approval

      9. 2004.0177A (M. LUELLEN: 415/558-6478)

        600 COLUMBUS AVENUE, Washington Square Park, east side of the street between Filbert and Union Streets. Assessor's Block 102, Lots 1 and 2, Landmark No. 226. The area is within a P (Public) OS (Open Space) District. Request from the Department of Recreation and Parks for a Certificate of Appropriateness to remove a 986 square feet of the park's existing paving and replace it with a poured in place pervious concrete. This is a test case to determine an appropriate alternative paving material to mitigate the tree roots that are upturning the existing paving material.

      The Landmarks Preservation Advisory Board will consider the following three actions:

      1. Evaluate the owner's objection to the proposed California Historic Resources Status Code (CHRSC) assigned to the property at 1886 Mission Street, and either endorse the proposed CHRSC of 3CS, or determine based on historical evidence and evaluation criteria, an alternate status code;

      2. Adopt a resolution recommending to the Planning Commission, endorsement of the Inner Mission North Cultural Resource Survey (California Department of Parks and Recreation Survey Forms (DPR 523A, 523 B, 523D and 523L) and;

      3. Endorse the document entitled - Phase Two: Inner Mission North Cultural Resource Survey Summary Report and Revised Context Statement.

A one-story, brick and terra cotta, utilities substation building, built in 1906. The subject property is Landmark No. 87, is zoned C-3-R (Downtown Retail) District and is in a 400-I Height and Bulk District. An informational presentation on the proposed project to construct an addition and adaptively reuse the building as the Contemporary Jewish Museum San Francisco.

A one-story, brick and terra cotta, utilities substation building, built in 1906. The subject property is Landmark No. 87, is zoned C-3-R (Downtown Retail) District and is in a 400-I Height and Bulk District. Consider whether or not to request Planning Department staff to prepare a report regarding the delisting of the Jessie Street Substation as City Landmark No. 87.

    CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

    Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

      ACCESSIBLE MEETING POLICY

    Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line.
