NOTE: The Landmarks Preservation Advisory Board (Landmarks Board), Staff from the Port of San Francisco, Preservation Staff and interested members of the public, will meet in the Lobby of Pier 1 (between Washington Street and Broadway) to begin a walking tour of Piers 1-1/2, 3 and 5. Following the walking tour, the Landmarks Board will convene its meeting at Pier 1, Bayside Conference Room at 12:30 P.M.

PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing. Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or
(2) requesting staff to report back on a matter at a subsequent meeting, or
(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a).).

n          Informational Presentation

                    2.                                        (M. PAEZ: 415/705-8674 / A. LIGHT: 415/558-6254)
                              PIERS 1-1/2, 3 and 5, The Embarcadero, east side between Washington Street and Broadway. Assessor's Block 9900, Lots 1H, 3 and 5H. An informational presentation of the proposed rehabilitation and adaptive reuse of the grouping of vacant piers as a mixed-use commercial, office, retail and open space development. Piers 1-1/2, 3 and 5 have been determined by the California Office of Historic Preservation (OHP) to be eligible for listing on the National Register of Historic Places as contributing resources to the Port of San Francisco's proposed Northern Waterfront Historic District. Additionally, the project sponsor has submitted a nomination for listing of the piers on the National Register as the Central Embarcadero Piers Historic District. The project is zoned within a C-2 (Community Business) District and the Northeastern Waterfront Special Use District No. 1, as well as an 84-X-1 and 65-D-1 Height and Bulk District. The proposed rehabilitation will be implemented in accordance with the Secretary of Interior's Standards for the Treatment of Historic Properties as a Federal Rehabilitation Tax Credit project, and is currently under review by the OHP, as well as the National Park Service. The project has been the subject of environmental review pursuant to the California Environmental Quality Act (CEQA). This review will result in the adoption of a Mitigated Negative Declaration (Case No. 2001.0448E) and the San Francisco Environmental Review Officer has determined that the proposal would not result in a significant effect on the environment, provided it is implemented in accordance with the required mitigation measures.

n          Certificate of Appropriateness

                     3.          2002.0610A          (A. LIGHT: 415/558-6254)
                              840-848 BATTERY STREET, east side between Broadway and Vallejo Streets. Assessor's Block 141, Lot 002. The subject property is a two-story, reinforced concrete warehouse constructed in 1931 and is potentially compatible to the Northeast Waterfront Historic District. It is zoned C-2 (Community Business) District and is in an 84-E Height and Bulk District. Request for a Certificate of Appropriateness to install an antenna and satellite dish on the roof.

                     4.          2002.0634A          (W. HASTIE: 415/558-6381)
320 SAN CARLOS STREET, west side between 20th and 21st Streets. Assessor's Block 3609, Lot 85. The subject Italianate style, single-family residence is a contributory building in the Liberty Hill Historic District; it is zoned RH-2 (House, Two-Family) and is in a 50-X Height and Bulk District. Request for a Certificate of Appropriateness to remove a non-original enclosure and exit stair at the rear of the property and make rear and side yard improvements.

UNION SQUARE PLAQUE, a City park bounded by Post, Geary, Stockton and Powell Streets. Assessor's Block 308, Lot. 1. The State Office of Historic Preservation (OHP) requests the Landmarks Preservation Advisory Board's review and comment on language for a new plaque to be placed in Union Square. The California State Park Commission placed a plaque at Union Square when the square was registered as a State Historic Landmark. OHP has approved the changes to the Union Square plaque and request the comments of the San Francisco Landmarks Preservation Advisory Board and the Recreation and Parks Commission prior to the plaque being ordered.

                    150 BROADWAY, Broadway Family Apartments, north side of Broadway between Battery and Front Streets. Assessor's Block 141, Lot 11. The subject property is within the Northeast Waterfront Historic District; is zoned C-2 (Community Business) District and is in a 40-X Height and Bulk District. Request for the Architectural Review Committee comments on a proposal to construct a mid-rise building that will contain 85 units of affordable housing with retail, childcare, and community spaces, built over an underground parking level.

CHAIR'S REPORT AND ANNOUNCEMENTS

Public comment made before the PCC may also be made before the full Landmarks Board at any regularly scheduled public hearing. NOTE:          Material submitted by the public for Landmarks Board review prior to a scheduled hearing, should be received at the Planning Department Reception Counter, 1660 Mission Street, 5th Floor, no later than 5:00 p.m. the Tuesday (eight (8) days) prior to the scheduled public hearing. Persons unable to attend a hearing may submit written comments regarding a calendared item to the Board at the above listed address. CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

Government’s duty is to serve the public, reaching its decisions in full view of the public.
