                              216 STOCKTON STREET, east side between Geary and Post Streets. Assessor's Block 309, Lot 13. A three-story, black granite-clad Art Moderne-style Category IV Building in the Kearny-Market-Mason-Sutter Conservation District, zoned in a C-3-R (Downtown, Retail) District and is in an 80-130-F Height and Bulk District. Request for the Architectural Review Committee to review and comment on the request for a Permit to Alter under Article 11 of the Planning Code to allow exterior alterations to the façade above the ground floor. (Note: At the March 20, 2002 Landmarks Board Hearing, the Landmarks Board reviewed the proposed project and recommended that Staff review the recommended revisions, and if deemed necessary by Staff, bring the project back to the Architectural Review Committee for any further comment and recommendations.)

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. With respect to agenda items, your opportunity to address the Landmarks Board will be afforded when the item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Landmarks Board has closed the public hearing. Your opportunity to address the Landmarks Board must be exercised during the Public Comment portion of the calendar. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the Board is limited to:

                              1045 (a.k.a. 1025) SANSOME STREET, west side between Green and Vallejo Streets. Assessor's Block 134, Lot 1. The three-story, reinforced concrete frame, Early 20th Century, Neo-Gothic industrial building is located in the Northeastern Waterfront Historic District. The subject property is zoned C-2 (Community Business) District and is in an 84-E Height and Bulk District. Request for a Certificate of Appropriateness to alter pedestrian entrance to meet ADA requirements.
                    Preliminary Recommendation: Approval

                     6.          2002.0317A          (W. HASTIE: 415/558-6381)
                              625 2nd Street, the South End California Warehouse, east side between Brannan and Townsend Streets. Assessor's Block 3789, Lot 7. Constructed in 1905. A brick building that was originally a storage warehouse and is now used as office space. The property is contributory to the South End Historic District, has been determined eligible for a separate listing on the National Register of Historic Places, is included in the 1976 Architectural Survey, has been surveyed by Heritage, and is listed on the UMB Survey. The subject property is zoned SSO (Service/Secondary Office) District and is in a 50-X Height and Bulk District. Request for a Certificate of Appropriateness for a signage program including three primary business signs, six secondary business signs, and an identifying sign on the entrance marquee.

                     7.          2002.0093A          (K. SIMONSON: 415/558-6321)
                    1152 OAK STREET (a.k.a. 1148 OAK STREET), Fire Station #21, Landmark No. 89, north side of Oak Street between Divisadero and Broderick Streets. Assessor's Block 1215, Lot 10. The fire station was constructed in 1893 and originally housed Engine Company #2 and Truck Company #6. It is a wood-framed building, two stories tall with a hose tower, and Stick Eastlake in style with Italianate overtones in the detailing. It is currently used by the San Francisco Fire Department as an exercise building. The property is listed in the Here Today Survey, is in the City's 1976 Architectural Survey, is zoned NC-2 (Small-Scale Neighborhood Commercial) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness for exterior painting, repair or replacement of deteriorated siding on the west façade, and repair/replacement of missing and damaged decorative mouldings and features.

                     8.          2001.0785A          (K. SIMONSON: 415/558-6321)
                    1334-38 McALLISTER STREET, north side between Pierce and Steiner Streets. Assessor's Block 775, Lot 7. A three and a half-story-over-basement building containing three units. The Edwardian-style building, built in 1904, is contributory to the Alamo Square Historic District and is included in the 1976 Architectural Survey. It is within an RM-1 (Mixed Residential, Low Density) District and is in a 40-X Height and Bulk District. Request for a Certificate of Appropriateness to add a garage to the front (south) façade at the basement level, construct an elevator penthouse and flue on the east side roof, construct a rear stairway, infill a light well on the west side at the basement level, add skylights to the east and west-facing roofs, and make window changes to the rear and east facades.

                     9.          1999.536E          (M. LI: 415/558-6396)
                              855 SACRAMENTO STREET , Chinatown YMCA. Assessor's Block 242, Lot 27. An informational presentation on the proposed project includes the demolition of the existing four-story, 27,100-square-foot YMCA building, and construction of a new seven-story, 84,190-square-foot building to provide about 47,020 square feet (sf) of community and physical fitness space, approximately 37,170 sf of residential space, and one off-street parking space. The new housing units (a maximum of 28) would be affordable housing. The project site is on Sacramento Street between Grant Avenue and Stockton Street, with the Chinatown District. The project site is zoned within the CRNC (Chinatown Residential Neighborhood Commercial) District, and a 65-A Height and Bulk District. The existing building on the project site, which is owned by the YMCA of San Francisco, was assigned a National Register of Historic Places Status Code 3D, contributor to a district (Chinatown) that appears to be eligible for listing on the National Register of Historic Places and the California Register of Historical Resources. The project would require a mandatory discretionary review hearing for the proposed demolition of 21 existing residential hotel rooms. The proposal also requires Conditional Use authorization for replacement of the existing residential units and for exceeding the use size and street frontage limitations of the CRNC District. A variance from off-street parking requirements would also be required.

Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).
