              802 Davis Street, Embarcadero Hotel and associated parcels, are non-contributory lots located within the Northeast Waterfront Historic District, north side of Broadway between Front and Davis Streets, and The Embarcadero. Assessor's Block 139, Lot 2; Assessor's Block 140, Lots 7 and 8; and Assessor's Block 138, Lot 1. The subject properties are under the jurisdiction of the Port Commission, zoned C-2 (Community Business); in an 84-X Height and Bulk District and is in the Waterfront Special Use District No. 3. Request for Architectural Review Committee review and comment on a proposal to construct a six-story hotel building that will contain approximately 260 rooms. The proposed Planned Unit Development would involve a total of four parcels and would also include the construction of a waterfront park (Assessor's Block 138, Lot 1), auto court (Assessor's Block 140, Lot 8) and a four level parking garage (Assessor's Block 140, Lot 7) that would contain 380 off-street parking spaces.

PUBLIC COMMENT

At this time, members of the public may address the Landmarks Board on items of interest to the public that are within the subject matter jurisdiction of the Landmarks Board except agenda items. Public comment will be taken on each agendized item. Each member of the public may address the Landmarks Board for up to three minutes. If it is demonstrated that comments by the public will exceed 15 minutes, the President or chairperson may continue Public Comment to another time during the meeting.

The Brown Act forbids a commission or board from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, not on an agendized item, the Board is limited to:

(1) briefly responding to statements made or questions posed by members of the public, or

(2) requesting staff to report back on a matter at a subsequent meeting, or

        1265 BATTERY STREET, Italian Swiss Colony Warehouse, south side between Battery and Sansome Street. Assessor's Block 84, Lot 8. Constructed in 1903, this three-story with a mezzanine warehouse is Landmark 183 and is located within the C-2 (Community Business) District and a 65-X Height and Bulk District. Request for a Certificate of Appropriateness to install new fabric panels with screened lettering on the spandrels of the ground floor windows at the building's northeast corner.

    Preliminary Recommendation: Approval

            6. 2003.0615A (A. LIGHT: 415/558-6254)

                9 CALHOUN TERRACE, west side, south of Union Street. Assessor's Block 113, Lot 25. The subject property is a two-and-a-half-story-over-basement, wood frame, Carpenter Gothic, two-unit, residential building and is in the Telegraph Hill Historic District. The property is zoned RH-3 (Mixed Residential, Medium Density) District and in an 40-X Height and Bulk District. Request for a Certificate of Appropriateness to change conditions of approval on the previous Certificate of Appropriateness, which required that existing single-light windows (non-original) be changed to painted wood double hung windows designed to be compatible with historic windows on the building façade. The proposal is to leave the existing windows in place. A paved parking area, landscaping and replacement of an existing stair are also proposed.

        690 MARKET STREET, north side of Market Street at the northeast corner of intersection with Kearny Street. Assessor's Block 311, Lot 6. Informational hearing on possible landmark designation and related rehabilitation and expansion of the subject building, including a change in use from office to residential and timeshare hotel. The project sponsor is seeking comments, direction and advice from the Landmarks Preservation Advisory Board on the proposed landmark designation and related rehabilitation and expansion project, prior to submitting an application for Landmark Designation. The subject property is an existing 12-16-story steel frame building constructed in 1890. The building has an original brick facade obscured by a non-original marble and metal facade installed in the 1950s. The subject property is located in a C-3-O (Downtown, Office) Zoning District and a 250-S Height and Bulk District. The project sponsor is submitting a Potential San Francisco Landmark Questionnaire (Preservation Bulletin No. 19).

                938-942 MARKET STREET, north side of Market Street between Powell and Mason Streets. Assessor's Block 341, Lot 5. Informational hearing on possible landmark designation and related rehabilitation and expansion of the subject building, including a change in use from office to residential use. The project sponsor is seeking comments, direction and advice from the Landmarks Preservation Advisory Board on the proposed landmark designation and rehabilitation and expansion projects, prior to submitting an application for Landmark Designation of the subject properties. 938 Market Street is a seven-story brick office building constructed in 1907-1908. It is rated as a Category I Building in the Kearny-Market-Mason-Sutter Conservation District. The project sponsor is submitting a Potential San Francisco Landmark Questionnaire (Preservation Bulletin No. 19).

    CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

    Effective January 21, 2001, the Board of Supervisors amended the Sunshine Ordinance by adding the following provision: The ringing of and use of cells phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices (67A.1 Prohibiting the use of cell phone, pager, or other similar sound-producing electronic devices at and during public meetings).

    ACCESSIBLE MEETING POLICY

    Hearings are held at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400, Fourth Floor, San Francisco, CA. The closest accessible BART Station is the Civic Center Station located at the intersection of Market, Hyde and Grove Streets. Accessible curb side parking has been designated at points along McAllister Street. Accessible MUNI Lines serving City Hall are the 9 San Bruno, 47 and 49 Lines and 71 Haight/Noriega and the F Line. Accessible MUNI Metro Lines are the J, K, L, M, and N at the Van Ness Muni Station at Van Ness Avenue and Market Street. For more information regarding MUNI accessible services, call (415) 923-6142.
