THE MEETING WAS CALLED TO ORDER BY PRESIDENT HASZ AT 12:33 p.m.

 

STAFF IN ATTENDANCE:  Jeff Joslin – Director  of Current Planning, Mary Brown, Richard Sucre, Lily Yegazu, Preservation Coordinator Tim Frye, and Jonas P. Ionin - Commission Secretary.

A.         PUBLIC COMMENT

 

SPEAKERS:          Jim Hass, served under President Carter at the Federal Advisory Council on Historic Preservation - urged the Commission to prepare and to list the local guidelines of the Secretary of Interior Standards as the first priority in the HPC Work Program;


Paul Scott, Project Sponsor of Julius’ Castle - 1) reported the recent fire at Julius’ Castle and reassured the HPC that the crenellated roof would be rebuilt exactly as it was; and 2) requested the HPC to consider the language around the wall used in the final motion as it is different from the intent of the Commissioners.  President Hasz responded that he remembers the discussion around the wall very well.

 

B.         DEPARTMENT MATTERS

 

1.            Director’s Announcements

              

Preservation Coordinator Frye on behalf of Planning Director Rahaim would answer questions on the Director’s Report included in the packet.

 

2.            Mr. Frye reported that there was no issues related to preservation to report to the HPC from Past Week’s Events at the Planning Commission, but made the following announcements:

·       Moses Corrette, Commissioner Wolfram and Mr. Frye accepted an award for the Twin Peaks Tavern from the National Trust Preservation Conference in Indianapolis, Indiana.  Other awards included New York City AIDS Memorial project at the St. Vincent Hospital and the San Francisco LGBT historic context statement;

·       The work related fire at the third floor deck at Julius’ Castle damaged the crenellated wood parapet completely, but there is enough material to reconstruct the parapet as part of the Certificate of Appropriateness approved on October 20, 2013.  Water damage to the interior was under examination;

·       Mr. Frye would attend the Mayor’s Graffiti Advisory Board next week to present HPC’s processes and to discuss and work with the Board on situations like the Hibernia Bank graffiti incident in a meaningful way through education, law enforcement and abatement.

Commissioner Pearlman commented that the graffiti on Hibernia Bank Building has been removed, but some ghosting remained.  The final removal of the graffiti would be during the restoration of the building.  Construction of the project would start January or February, as some permit issues are being looked at.

Commissioner Johns commented that future discussions on the local guidelines of the Secretary of Interior Standards, brought up by Mr. Haas, should be in a forum setting that is as inclusive as possible for gathering input from various groups for the HPC to evaluate the entire subject matter.  Commissioner Johnck asked staff to comment on the work status of the local guidelines as part of the HPC Work Program, how it is tied to the SPUR report, and suggested a subcommittee would be helpful to facilitate the study.  Mr. Frye responded to the Commissioners that 1) the Department has directed two interns to compile the local guidelines throughout the country that are based on the Secretary of Interior Standards this summer, and ways to apply the Standards at the local level in San Francisco; 2) He and Mr. Joslin have attended community meetings and have listened to member concerns regarding the Department’s direction on the local guidelines; 3) the Department has begun initial public engagement and he thought the idea of having a broader forum to help influence the guidelines is a good one.  By early next year he hoped that the work completed by the interns could be a starting point to share and to have a dialogue with the HPC and the public.  For the SPUR/Heritage Report, it would be scheduled as the first item on the 2014 calendar to discuss and prioritize the Report’s recommendations.

Commissioner Johns announced on Wednesday, December 4th there would be a Holiday Tea Event at the Old Mint, presented by the San Francisco Museum and Historical Society.

660 CALIFORNIA STREET – north side between Grant Avenue and Kearny Street; Assessor’s Block 0241; Lot 011.  Consideration to adopt a Resolution to recommend to the Board of Supervisors a change of designation of 660 California Street, historically known as Old St. Mary’s Rectory, from an Article 11  Category V (Unrated) building to a Category III (Contributory) building pursuant to Section 1106 of the Planning Code.

Preliminary Recommendation: Adopt a Resolution Recommending Approval

151- 153 LIBERTY STREET, located between Guerrero and Dolores Streets, Assessor’s 3607, Lot 036A.  Request for a Certificate of Appropriateness for exterior alterations, including the construction of a new two-car garage; façade alterations to accommodate a new residential entryway; construction of a new exterior stair, landing, and handrail on the primary façade; and, construction of a horizontal rear addition, a one-story vertical addition over an existing two-story portion, and a new roof deck.  The subject lot is located within the Liberty-Hill Landmark District, a RH-3 (Residential, House, Three-Family) Zoning District and 40-X Height and Bulk Limit.

8.            2013.0620A                                                                                  (LILY YEGAZU: 415/575-9076)

1010 BATTERY STREET (AKA 50 GREEN STREET), Northeast corner of Green and Battery Streets; Assessor’s Block 0111; Lot 002.  Request for a Certificate of Appropriateness for exterior alterations within the existing arcade along Battery Street including modification to the exterior finishes, modification and reduction of clearstory opening, removal of entry canopy to a tenant space, addition of a new planter box and new lighting within the arcade. Commonly known as the Fuller Building, the subject building is a 2-story masonry building that was constructed in 1907. The subject property is identified as a contributory/compatible structure within the Northeast Waterfront Landmark District. The property is located within a Community Business (C-2) and 65-X Height and Bulk District.

9.            2011.0687L                                                                               (MARY BROWN: 415/575-9074)

1712-1716 FILLMORE STREET – east side between Post and Sutter Streets; Assessor’s Block 0684; Lot 020.  Consideration to adopt a Resolution to recommend to the Board of Supervisors designation of 1712-1716 Fillmore Street, historically known as Jimbo’s Bop City and Marcus Books, as an individual Article 10 landmark pursuant to Section 1004.1 of the Planning Code. The HPC initiated landmark designation of the subject building on September 18, 2013.

Preliminary Recommendation: Adopt a Resolution Recommending Approval

 

SPEAKERS:         

+ Ahimsa Porter Sumaha, former Worker of Marcus Books - asked the HPC to support the recommendation to the Board of Supervisors (BOS) and hoped the next step is toward becoming a national landmark;

= Joseph Sweiz said he is for preservation, but there is litigation on the property and didn’t want any HPC decisions made on the property to influence the outcome;

+ Shake Anderson, Resident of Oakland helped save Marcus Books in Oakland - commented that the name and legacy of Marcus Books would serve the African-American community, SF citizens, and people across the world;

+ Rick McAllister, commented on what Marcus Books meant to the community it served over time;

+ Karen Kai commented that the proposed designation is significant because it is looking not just to preserve buildings, but to preserve the community, the legacies of culture and institutions;

+ Desiree Smith, SF Heritage - in support of the designation;

= Nishan Sweiz asked the HPC to delay the proposed designation of Marcus Book as it could influence the litigation.
