3800 WASHINGTON STREET, Koshland House, north side between Cherry and Maple Streets. Assessor's Block 0989, Lot 028 - Request for Review and Comment before the Architectural Review Committee regarding proposed alterations to the rear façade, penthouse, roof, and landscaping features. The Koshland House is San Francisco Landmark No. 95. The site is zoned RH-1 (Residential, Single-Family) District and is in a 40-X Height and Bulk District.

Board Comments

The Architectural Review Committee members had the following comments:

  • Some level of change is acceptable at the rear façade of the building but the current proposal will remove an unacceptable amount of historic fabric and will create an overly formal and ornate façade.
  • Removal of the existing rear stair and construction of a terrace at the rear façade would be appropriate if the ornamentation is sufficiently subdued so as to be clearly differentiated from the historic elements of the building and to be subordinate in character.
  • The window openings and window surround details should be retained at the first floor level of the rear façade, but that the opening may be modified to accommodate doors leading onto the proposed terrace.
  • Some level of change in the pattern of openings at the second floor would be appropriate, such as the introduction of new windows openings and infill of the open porch, but the existing window openings should remain unchanged in terms of scale and detailing. The openings at this level should remain uniform in height and the addition of falconets would be inappropriate.
  • The projection of the center bays would be an inappropriate and unnecessary change to the façade.
  • The use of historicized detailing at the rear façade was in keeping with the  false historicity of the original design and is appropriate so long as the new architectural features employ some subtle differentiation of color, material, or design that would identify them to an architectural historian as later alterations.
  • The basement level's access to light and air should be examined more closely.
  • Extreme care should be taken in the removal of the ivy from the facades in order to minimize damage to the stone surface.
  • The alterations to the penthouse and the introduction of new fencing at the site are appropriate changes, however the proposed fence should be of quality materials and design.
  • The light standards and room uses should be indicated on the elevations and plans.

REPORTS

  • STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i Commissioner Sue Lee has resigned and Ron Miguel has been appointed to the Planning Commission, there is still one vacancy left.

On April 29th, the ordinance to designate 900 Innes Avenue was approved by the Board of Supervisors.

i On April 22nd, the Planning Code Amendments to implement the Market and Octavia Area Plan was approved by the Board of Supervisors. He will keep the Board posted on the proposed procedures for the review of historic resources that will involve the Landmarks Board.

  • On May 22nd, the 1st adoption hearing for the Eastern Neighborhoods will be heard by the Planning Commission.
  • On May 1st, the Planning Commission approved the landmark designation for 1969 California Street.

i On June 18th, Tim Brandt from the Office of Historic Preservation will provide a presentation to the Landmarks Board on the Secretary of the Interior Standards.

i The Landmarks Board hearing scheduled for July 2nd will be cancelled.

She asked if there has been any update on the proposed site visit to the Metro Theater.

3. MATTERS OF THE BOARD

Maley

She asked if the Landmarks Preservation Advisory Board had jurisdiction over the Golden Gate Bridge. She asked if the Landmarks Board members comment on the Golden Gate Bridge as individuals or as a Board.

Cherny

He asked when the Presidio Trust will come back before the Landmarks Board. He asked whether the Presidio Trust will come back before the Landmarks Board so the Landmarks Board could comment as a whole whether Board members should comment as individuals on the proposed project.

Luellen

He informed the Board that the Planning Department would not be commenting on the Presidio project officially. It's not the Planning Department's intent to bring the Presidio Trust item back before the Landmarks Board.

He requested to agendize another review of the Presidio Trust item.

  • LANDMARKS WORK PROGRAM 2005-2007 UPDATE

Maley

She believes there is enough information to move forward with the Park Merced designation.

Luellen

The designation report for the Congregational Emmanuel Religious School will be reviewed by the Landmarks Board in early June.

267-271 FILBERT STREET, south side between Montgomery and Sansome Streets, Assessor's Block 0106, Lot 33 - Request for a Certificate of Appropriateness to install a new window opening on the east side facade, measuring 76" wide by 42" high to accommodate a new fixed window. The four-story Modern-style residential building is a contributor to the Telegraph Hill Historic District; it is in an RH-3 (Residential, House, Three-Family) Zoning District and is in a 40-X Height and Bulk District.

101 Townsend Street, is located in Assessor's Block 3794, Lot 015. Request for a Certificate of Appropriateness to remove non-historic canopy and metal security gate, remove and replace non-historic storefront, install one new window opening, and install one new tenant sign on Townsend façade. The subject property, formerly known as Warehouse Investment Company building, is a contributing structure to the South End Historic District and is located within a M-2 (Heavy Industrial) District with a 105-F Height and Bulk limit.

Assessor's Block 0086, Lot 012 - Request for a Certificate of Appropriateness for converting the ground floor space of the Mustard Building into a new restaurant space, involving façade and site alterations. Ghiradelli Square is designated San Francisco Landmark No. 30 and is listed on the National and California Registers of Historic Places. The site is zoned C-2 (Commercial) District and is in a 40-X Height and Bulk District, and is also within the Northern Waterfront Special Use District No. 2.

236 MONTEREY BOULEVARD, SUNNYSIDE CONSERVATORY, Assessor's Block 6770; Lot 057. The subject property is local San Francisco Landmark Number 78, and is located within an RH-2 (Residential, House, Two-family) District with a 40-X Height and Bulk limit. Request for Review and Comment on the rehabilitation project's 95% complete construction drawings. This hearing is being held in accordance with the Conditions of Approval associated with the Certificate of Appropriateness that was approved in October 2007.

Board Comments

The Landmarks Board members had the following comments:

  • Questioned who will be preparing the history and interpretative panel and requested that a final draft of the interpretive display be reviewed by the LPAB prior to installation.
  • Questioned if there was a budget for relocating the historic tree.
  • Suggested providing options to the Zoning Administrator with suggestion if there isn't a budget for the tree removal.
  • Recommended doing an evaluation of the historic landscape.
  • Suggested that a photo of the tree and the original interior be included in the exhibit.
  • Suggested protecting copper elements from thieves.
  • Suggested using synthetic wood shingles (fire proof) for the roof.
  • Recommended that the windows remain operable for ventilation.
  • Encouraged the Department of Recreation and Park to revise the landmark designation to include the significant trees that are located on the site.
  • Recommended hiring a qualified contractor who has experience working on historic buildings.
  • Recommended calling the contractor's references.
  • Requested the Department of Recreation and Park to return to the Landmarks Board with interim reports/update on how construction of the project is proceeding.

121 Golden Gate Avenue, the St. Anthony Foundation Dining Room, is located on the southwest corner of Golden Gate Avenue and Jones Street, in Assessor's Block 0394, Lot 001. Request for Review and Comment on the documentation and draft Memorandum of Agreement prepared by the Mayor's Office of Housing (MOH) for Section 106 review of the proposed demolition of existing structure and construction of a new building. Consistent with Section 106 of the National Historic Preservation Act, MOH has requested comments on the effects the proposed undertaking could have upon historic properties. The site is zoned RC-4 (Residential-Commercial-Combined, High-Density) and is in an 80-120-T Height and Bulk District.

Board Comment

The Landmarks Board members had the following comments:

  • Feels that this is a failure of review as the report provides no analysis and contains a lengthy quote on history of Tenderloin without any context.. In the report, there is no analysis/discussion as to the potential effect of the proposed project on the Hibernia Bank (a significant building).
  • The report is inadequate and suggested starting over. Embarrassed to send on the SHPO with current report.
  • Suggested reviewing the guidelines for writing historic reports.
  • Suggested that if additional research is performed that the Landmarks Board should review any additional research.
  • Suggested that documentation requirement should be more specific about the facades of the building (not just photo documentation of the exterior).
  • Recommended that Planning staff determine what interior elements should be photographed.
  • Recommended that copy of HABS documentation be submitted to the Landmarks Board for review in addition to submittal to the Planning Department.
  • Suggested a more descriptive description of what should be included in reviewing the new construction materials.
  • Questioned if SHPO had the opportunity to comment on the APE.
  • Suggested that the APE should cross Market Street. Feels that the building would be visible.
  • Suggested providing the new construction drawings in color before returning to the Landmarks Board.
  • Provide better visual simulation of new construction as it relates to other surrounding buildings.

Central Waterfront Cultural Resource Survey Update, Adopt a resolution endorsing and recommending to the Planning Commission, the Central Waterfront Cultural Resource Survey Update (# 41 California Department of Parks and Recreation Survey Forms – DPR 523L Update forms to previously endorsed DPR 523A and 523B forms) and the new Central Waterfront draft Potrero Point Historic District / Context Statement. The Central Waterfront survey was conducted by the Planning Department in 2000, and endorsed by the Landmarks Board and Planning Commission in 2001. In 2003, the State Office of Historic Preservation changed California Historic Resource Status Codes, eliminating several codes. This update addresses that change and updates the Central Waterfront Survey to current Status Codes.

The Landmarks Preservation Advisory Board will consider the following three actions:

1. Evaluate any owner's objection (should there be any) to the proposed California Historic Resources Status Code (CHRSC) assigned, and either endorse the proposed CHRSC, or determine based on historical evidence and evaluation criteria, an alternate status code;

2. Adopt a resolution recommending to the Planning Commission, endorsement of the updated Central Waterfront Survey (California Department of Parks and Recreation Survey Forms (DPR 523L Update forms to previously endorsed DPR 523A and 523B forms) and;

3. Endorse the document entitled – Potrero Point Historic District DPR 523D record.

Pier 70 - Former Union Iron Works/Bethlehem Steel Ship Yard (Bounded by 19th, 22nd and Illinois Streets, and San Francisco Bay) - Informational presentation on the Port of San Francisco's Pier 70 Preferred Draft Master Plan for the 65-acre site and the integration of a Historic Preservation strategy that expands upon the Planning Department's 2001 Central Waterfront Cultural Resources Survey findings of eligibility and the issues affecting the Pier 70 reuse; including: the retention of the Ship Repair operations, rehabilitation of historic resources, environmental remediation, open space, infrastructure development that includes a land use and economic program to help address the competing needs of the site.

  • Asked if there would be legislation to create a new Transfer Development Rights district.
  • Suggested looking into the new Market and Historic tax credits for funding alternatives.
  • Requested the Project Sponsor return to the Landmarks Board so that the Board can make comment on the Context Statement and the National Register nomination.
