PUBLIC COMMENT

AdelaideMejia: She requested that the Landmarks Board to investigate the property located at 1160 Fulton Street. She believes that the property owner is making non-approved alterations to the Carriage house.

Sue Hestor: She is the attorney representing Adelaide Mejia. She stated that when the Landmarks Board reviewed the previously submitted plans for 1160 Fulton St. the plans did not show changes to the carriage house. She states that the carriage house has been elevated and solar panels have been added. She feels that once a Certificate of Appropriateness is approved that Planning staff should follow-up with an inspection of the property to make sure the sponsors are doing what was approved.

  1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i On March 27th, the Planning Commission approved the Article 11 designation and Mills Act application for 690 Market Street. It will be forwarded to the Board of Supervisors for consideration at the Land Use and Finance Committee.

i On March 31st, the ordinance to designate 900 Innes Avenue was heard by the Land Use Committee. The item was continued to April 14th because of noticing issues.

i The Land Use Committee approved the Laguna, Haight, Buchanan and Hermann Streets Special Use District for 55 Laguna mixed-use project. On April 8th, the full Board will hear the proposed project.

i The Planning Code Amendments to implement the Market and Octavia Area Plan was approved by the Land Use Committee and is scheduled to be heard by the Board on April 8th.

  1. On May 1st, the Planning Commission will hear the landmark designation for 1969 California Street.

i The City Hall Dome Window Stabilization Project is currently underway. It involves urgently needed maintenance and repairs of sixteen large steel framed prism glass paneled windows at the base of the dome. Due to budget constraints the current scope is safety critical and includes only temporary stabilization of some of the glass panels that are in the worst condition. This will occur over the next 4 months. Contractors will clear, treat, paint and stabilize the various components to prevent further deterioration and corrosion of the windows.

She reminded the Board members of the upcoming California Preservation Conference. The conference will be held on April 23-26, 2008 at the Embassy Suites in Napa, CA.

CERTIFICATE OF APPROPRIATENESS

680 2nd Street, is located in Assessor's Block 3788, Lots 043 & 044. Request for a Certificate of Appropriateness to apply a painted sign reading  CHRONICLE BOOKS on the brick 2nd Street façade and on the corrugated steel Stanford Street elevation. The subject property is a contributing structure to the South End Historic District and is located within a SSO (Service/Secondary Office) District with a 50-X Height and Bulk limit.

Preliminary Recommendation: Approval with conditions

It was moved by Board Member Street (seconded by Martinez) to approve the request for a Certificate of Appropriateness with the staff recommended conditions as well as the following additional condition: that the project sponsor perform a paint test on the bricks (allow the tested painted area to remain for a few weeks) then test the procedure for removing the paint. Planning staff will review the test area to ensure that the paint can be removed without ghosting or damage to brick. The vote was unanimous.

491 Post Street, The First Congregational Church, located at the southeast corner of Mason and Post Streets, Assessor's Block 307, Lot 9. Request for a Certificate of Appropriateness to install one business sign and two bronze statues on the Post Street façade, previously installed without the benefit of a permit. The subject property is Landmark No. 177 and is zoned Downtown General Commercial (C-3-G) and is in a 80-130-F Height and Bulk District. The building is rated as Category 1 (Significant) under the Downtown Plan, and a contributor to the Kearny-Market-Mason-Sutter Conservation District.

Motion 1: It was moved by Board Member Damkroger (seconded by Cherny) to approve the request for a Certificate of Appropriateness for the sculptures, removal of the existing sign over the frieze, and repair any damage caused by this removal. And that the project sponsors return to the Landmarks Board for approval on a separate Certificate of Appropriateness request for the proposed lighting and signage.

San Francisco GeneralHospital Seismic Compliance HospitalReplacement Program, Public Hearing toassist the Landmarks Preservation Advisory Board to prepare a comment letter on the Draft Environmental Impact Report (DEIR).

The proposed project involves construction of a new approximately 422,144 gross-square-foot, 7-story-plus-2-basement-level, 284-bed, acute care hospital on the SFGH Campus to comply with seismic safety requirements of Senate Bill 1953. Acute care services currently located in the existing Main Hospital would be relocated to the new hospital, and the vacated space in the existing Main Hospital would be reused for non-acute care medical and administrative uses. The 1.5-acre new hospital site (Assessor's Block 4154, Lot 001) is on the 24-acre SFGH Campus at 1001 Potrero Avenue in the Potrero Hill neighborhood, which is located in the southeastern quadrant of the City and County of San Francisco. The SFGH Campus, including the proposed new hospital site, is located within a P (Public) zoning district and a 105-E height and bulk district. The proposed project would require a Conditional Use Authorization for a Planned Unit Development (PUD) addressing height measurement modification, bulk, and parking, among other approvals.The SFGH Campus was surveyed by LSA Associates, and it was determined that six of the 14 buildings on the Campus appear to be eligible for listing in the National Register of Historic Places and the California Register as a historic district. The SFGH District is thus a historical resource for California Environmental Quality Act (CEQA) purposes. This DEIR found that the proposed project–construction of the new hospital on the west lawn of the SFGH Campus–would result in the loss of contributing landscape features and would disrupt important visual and spatial relationships that define the SFGH District as a significant concentration of historical buildings. The proposed project would overwhelm the ordered design of the SFGH District envisioned as an expression of the City Beautiful Movement. For these reasons, the proposed project would result in an adverse impact on the SFGH District that would be significant and unavoidable even with implementation of mitigation. The Landmarks Preservation Advisory Board will receive public testimony and discuss the adequacy of the Draft Environmental Impact Report (DEIR), pursuant to the California Environmental Quality Act (CEQA), in order to formulate their written comments on the DEIR.

NOTE: The Draft Environmental Impact Report (SCH No. 2007082023) was published on March 8, 2008. An informational presentation on the proposed project (as part of the SFGH Institutional Masterplan (IMP) Update) will be made before the Planning Commission on April 10, 2008. The Planning Commission will also hold a public hearing to receive comments on the Draft EIR on April 10, 2008. This hearing is intended to assist the Landmarks Board to prepare written comments on the Draft EIR to submit to the Planning Department. Written comments on the Draft EIR will be accepted at the Planning Department until 5:00 p.m. on Monday, April 22, 2008.

Board Comments

The Landmarks Board members had the following concerns:

  • The Board concurred with the determination of significance for the California Register of Historic Resources and the National Register of Historic Places under Criteria 1/A, 3/C and for its association with people (Doctor's Donald Abrams and Paul Volverdine). The Board supported the mitigation measures outlined in the document and also suggested including historic photos of the site as well as history of Ward 86 in the interpretation.
  • Recommended revising the DEIR to state that the Hospital is significant for its associations with Mayor James Rolph, Jr., and his efforts to reconstruct San Francisco after the 1906 earthquake and fire.
  • Requested that the project sponsor apply Planning Code Article 10 criteria in the evaluation of the property's significance.
  • Requested that local landmark designation be required.
  • Requested that the document state the number of local landmarks as of 2008 rather than 2003.
  • Suggested using the following language  Planning Department staff will initiate the designation of historic building .
  • Requested more research to determine the architect for the 5th floor addition.

The Central Waterfront survey was conducted by the Planning Department in 2000, and endorsed by the Landmarks Board and Planning Commission in 2001. In 2003, the State Office of Historic Preservation changed California Historic Resource Status Codes, eliminating several codes. This update addresses that change and updates the Central Waterfront Survey to current Status Codes.

The Landmarks Preservation Advisory Board will consider the following three actions:

1. Evaluate any owner's objection (should there be any) to the proposed California Historic Resources Status Code (CHRSC) assigned, and either endorse the proposed CHRSC, or determine based on historical evidence and evaluation criteria, an alternate status code;

2. Adopt a resolution recommending to the Planning Commission, endorsement of the updated Central Waterfront Survey (California Department of Parks and Recreation Survey Forms (DPR 523L Update forms to previously endorsed DPR 523A and 523B forms) and;

3. Endorse the document entitled – Potrero Point Historic District DPR 523D record.

The Landmarks Board members made the following comments:

  • Requested an informational presentation from the Port of San Francisco staff regarding Pier 70 survey and preservation efforts.
  • Appreciates the way the contents are organized.
  • Requested confirmation that 2628 3rd Street was within the existing Dogpatch Historic District, Article 10, Appendix "L" of the Planning Code.
  • Recommended deleting the  that in paragraph 2, 5, 7 and 8 of the resolution.
  • Recommended correcting the typo on the DEIR - National Register Status Code 4D5 not 4D2.

It was moved by Board Member Dearman (seconded by Cherny) to continue this item until May 7, 2008, Landmarks Board hearing to afford the Port of San Francisco an opportunity to comment on three Port-owned resources. The vote was unanimous.

  • Requested the boundaries for the Lower Russian Hill survey area and stated that there is a new organization.
  • Suggested raising private funds to assist neighborhood groups for surveying.
  • Recommended establishing a non-profit organization so that individuals could donate funds and receive a tax deduction or suggested working with S.F. Heritage on these incentives.
  • Requested the status on the Lower Nob Hill National Register extension.
  • Interested in the non-Planning Department surveys and suggested including maps at the next update hearing.
  • Added to list of non-Planning Department surveys: Lower Russian Hill, by Aquatic Park Neighbors

DRAFT PRESERVATION ELEMENT OF THE SAN FRANCISCO GENERAL PLAN Planning Department seeks comments from the Landmarks Preservation Advisory Board and members of the public on the proposed draft Preservation Element of the San Francisco General Plan. This is one of a series of public hearings providing an update on the progress of the Element. The Planning Department seeks comments on the summary of public input received to date.

The Landmarks Board member had the following concerns:

  • The Page & Turnbull comments are unclear. Suggested reviewing their entire submitted comments to get a clearer understanding.
  • Suggested reviewing/scheduling the comments by sections.
  • How will the comments be incorporated into the Plan?
  • Suggested stating in the Plan that  the City shall adopt a Context Statement and update the Context Statement as needed.
  • Suggested keeping the purpose of the Plan and remove the background draft from the Plan.
  • Suggested that the Element and the Implementation document should be kept separately.
  • Suggested that the consultant review the Element and attempt to integrate the comments. Then return to the Landmarks Board with the questionable comments.
  • Suggested that the Landmarks Board members should establish a list of the comments that they do not agree with and provide that list to the consultant.
  • Stated that some of the comments are contradictory.

It was moved to continue this item to an undetermined date to allow the Planning Department time to hire a consultant to integrate the comments into the draft Preservation Element.
