REPORTS

  • STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i He introduced Mary Brown, new planning staff member. She will be working with the survey team and on the citywide survey. Mary recently completed her master's degree in geography from S.F. State.

i On January 17th, the Planning Commission unanimously approved the proposed project at 55 Laguna Street. The Certificate of Appropriateness for the Board of Supervisors Chambers proposed ADA ramp was approved and will be heard by the full Board on February 26th.

i On January 24th, the Planning Commission certified the EIR for the Chinatown YMCA. The project was approved with modifications made to further minimize the impact of the proposed addition on historic structure.

i On January 31st, the Planning Commission commented on the DEIR on 178 Townsend Street, Commissioner Sugaya raised concerns about why the Department did not consider the impacts to the contributor building significant and only assessed the impact on the historic district.

i In late January, Coit Tower and the Columbo Building were placed on the National Register of Historic Places.

  • On February 25th, the landmark designation for the Noe Valley Branch Library will be head by the Land Use Committee.
  • He provided the Board members with information regarding the Lacy Act, which was bought up during public comment. The Lacy Act focuses on endangered species. Vice President Cherny suggested that there is more than one Lacy Act, and that there is one that deals with historic resources. Preservation Coordinator Luellen will research the Lacy Act further.
  • The Grandstand EIR was certified by the Planning Commission. The Department of Recreation and Park is currently in design development on the project but no construction has begun at this point.
  • On March 19th, the Presidio Trust staff will give an informational presentation to the Landmarks Board on the proposed Museum project.
  • The FEIR for 55 Laguna Mixed Use Project was appealed to the Board of Supervisors and has been calendared for March 4th.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

None at this time.

3. MATTERS OF THE BOARD

Street

She requested an update on the Muni sub-station. She requested the status of 900 Innes Street and suggested writing a letter to the Planning Commission to move forward on the proposed project.

Damkroger

She attended the kick-off for Black History month and suggested that the Landmarks Board make connection with that event in the future.

Martinez

He requested to agendize a discussion regarding facadism.

Hasz

In response to Board Member Damkroger's comment regarding Black History month there is an opportunity coming up next week for the Landmarks Board to talk about social history.

Cherny

He had concerns with accessing the FPPC website.

  • LANDMARKS WORK PROGRAM 2005-2007 UPDATE

None at this time.

5. HISTORIC PRESERVATION FUND COMMITTEE UPDATE

The committee had an overview of surveys in the Redevelopment area. The main topic of discussion was that the Mayors office had cut funding for finishing the Market & Octavia and Eastern Neighborhood surveys. The committee is hopeful that the mayor's office will restore some of the funding or defer some of the surveys until next year. He is committed to getting the Market & Octavia survey completed.

690 MARKET STREET, the Chronicle Building, is located at the northeast intersection of Market, Geary and Kearny Streets, Lot 6 in Assessor's Block 311 -- Request for Review and Comment and Consideration of a Draft Resolution on a proposal to designate the subject property as Category II (Significant) per Article 11 of Planning Code. The subject property consists of two sections: a nine-story plus mezzanine office tower originally designed by Burnham & Root in 1887 and constructed in 1889-90, enlarged in 1905 by D.H. Burnham & Co. into an eleven-story tower and reconstructed in 1907-09 by Willis Polk; and an adjoining sixteen-story tower designed and constructed in 1905 by D. H. Burnham & Co. and reconstructed in 1908 by Willis Polk. An eight story addition was constructed in 2007. They are within a C-3-O (Downtown Office) District and a 285-S Height and Bulk District.

Board Comments

The Board members were concerned with:

  • the Page & Turnbull report and were especially concerned that it did not distinguish clearly between restoration and rehabilitation;
  • in the draft resolution, the Board agreed to change the word restoration to rehabilitation (on #7b);
  • developing a list of contributing vs. non contribution features;
  • what part of the structure had been retained and what part were new;
  • the materials used;
  • the supporting documents; and
  • making the staff analysis clearer and more specific about the Secretary of Interior Standards.

A Board member recommended substituting the California Register for the National Register.

It was moved by Board Member Hasz (seconded by Martinez) to approve the draft resolution with changes: in 7b change restoration to rehabilitation and change California Register to National Register. The vote was unanimous.

690 MARKET STREET, the Chronicle Building, is located at the northeast intersection of Market, Geary and Kearny Streets, Lot 6 in Assessor's Block 311 – Request for Review and Comment and Consideration of a Draft Resolution recommending approval of a Mills Act historical property contract for 690 Market Street, the Chronicle Building, which is proposed to be designated as a Category II (Significant) building pursuant to Article 11 of the Planning Code. The Mills Act authorizes local governments to enter into contracts with owners of private historical property who, through the historical property contract, assure the rehabilitation, restoration, preservation and maintenance of a qualified historical property. In return, the property owner enjoys a reduction in property taxes for a given period. The subject property is within a C-3-O (Downtown Office) District and a 285-S Height and Bulk District.

10. 2007.1229A (R. FORCE: 415/558-6418)

DRAFT PRESERVATION ELEMENT OF THE SAN FRANCISCO GENERAL PLAN, Request for Review and Comment in preparation of a Preservation Element. The Planning Department seeks comments from the Landmarks Preservation Advisory Board and members of the public on the proposed draft Preservation Element of the San Francisco General Plan. Following this hearing, the Planning Department will produce a final draft Preservation Element and return to the Landmarks Preservation Advisory Board for review.

This item is being proposed for continuance.

CERTIFICATE OF APPROPRIATENESS

11. 2007.1014A (T. FRYE: 415/575-6822)

1011 TENNESSEE STREET , west side of Tennessee Street between 20th and 22nd Street, Assessor's Block 4108; Lots 003G. Request for a Certificate of Appropriateness to construct a new three-unit residential building on a vacant parcel within the Dogpatch Historic District. A contributing building to the Dogpatch Historic District was originally located at the site and was destroyed by fire in January 2007. The site is located within an M-2 (Heavy Industrial) District with a 50-X Height and Bulk limit.

Recommendation: Approve with Conditions.

It was moved by Board Member Dearman (seconded by Chan) to approve the request for a Certificate of Appropriateness based on staff recommendations and with the following condition: that the project sponsor will work with staff on the proposed guardrails. The vote was unanimous.

2475 PACIFIC AVENUE, south side between Steiner and Fillmore Streets. Assessor's Block 0587, Lot 018 - Request for a Certificate of Appropriateness to modify the rear façade by installing new windows and altering the roofline. The Italianate-style, one-story, single-family residence is San Francisco Landmark No. 45 (Leale House) as is listed on the Here Today and 1976 Architectural surveys; it is zoned RH-1 (Residential, House, Single-Family) District and is in a 40-X Height and Bulk District.

Preliminary Recommendation: Approval

It was moved by Board Member Chan (seconded by Street) to approve the request for a Certificate of Appropriateness with the following conditions: that the project sponsor will work with staff on the west elevation by revising the drawing and retain the existing molding and to not use the proposed transom window. The vote was unanimous.
