REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i He thanked the Landmarks Board for their hard work and dedication. He thanked Board Member Hasz for hosting the Landmark Board holiday party that was held on Monday, December 17, 2007.

i The January 2, 2008 Landmarks hearing will be cancelled.

i At the next scheduled hearing on January 16th, the Landmarks Board will hold their Election of Officers.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

None at this time.

3. MATTERS OF THE BOARD

Martinez

At the Historic Preservation Fund Committee meeting they discussed improving the survey programs. There will be an update provided to the Landmarks member at their January 16, 2008, hearing. He feels that it is important that members of the public who are interested should attend this hearing.

Dearman

She asked if anything had been done regarding preserving local landmarks at Golden Gate Park that a public speaker requested at the December 5th Landmarks hearing.

Cherny

He stated that the public speaker from the December 5th, Landmarks hearing believes that the Lacey Act could be used to preserve local landmarks. He understands that the Lacey Act only applies to Federal property therefore the Lacey Act would not prevent the demolition of the Grandstand at Golden Gate Park.

Maley

She requested an update on the demolition of the Grandstand at Golden Gate Park.

She requested to agendize for the January 16th hearing a Review and Comment discussion on the revised mitigation measures for the EIR on 55 Laguna. She stated that the information that is provided in the EIR is not exactly what the LPAB wants transmitted to the Planning Commission.

Board Action

It was moved to designate Board Members Cherny and Martinez to represent the Landmarks Preservation Advisory Board at the Planning Commission Hearing on January 17, 2008, regarding 55 Laguna.

4. LANDMARKS WORK PROGRAM 2005-2007 UPDATE

988 VALENCIA STREET, between Liberty and 21st Streets, in Assessor's Block 3608, Lot 009. Request for a Certificate of Appropriateness to remove the existing roll-down door and install a new storefront system. It is a contributory structure within the Liberty-Hill Historic District, located within the Valencia Neighborhood Commercial District and 50-X Height and Bulk District.

Preliminary Recommendation: Approval with Conditions

250 BRANNAN STREET, Assessor's Block 3774; Lots 025. The subject property is a contributing structure to the South End Historic District and is located within an SSO (Service/Secondary Office) District with a 50-X Height and Bulk limit. The proposal is a request for a Certificate of Appropriateness to install new storefront entry doors, canopy, and building address number. Preliminary Recommendation: Approval with Conditions.

It was moved by Board Member Martinez (seconded by Hasz) to approve the request for a Certificate of Appropriateness with the following condition: that the metal on the canopy be painted to match the paint on the windows. The vote was unanimous.

8. 2007.1374A (A. HEITTER: 415/558-6602)

450 PACIFIC AVENUE is located at the northwest corner of Osgood Place, in Assessor's Block 164, Lot 10. Request for a Certificate of Appropriateness for seismic strengthening of the unreinforced masonry building and alterations to the existing 1970s storefront and entryway. The building, historically known as the Kentucky Stables Building, is within the Jackson Square Historic District, is listed in the California Register, is eligible for listing on the National Register of Historic Places, is on the 1976 architectural survey, is rated  C on San Francisco Architectural Heritage Foundation's survey, is zoned C-2 (Community Business) District and is in a 65-A Height and Bulk District.

Preliminary Recommendation: Approval

It was moved by Board Member Martinez (seconded by Dearman) to continue this item until the January 16, 2008, hearing for the Telegraph Hill Dwellers could have the opportunity to review and comment on the proposed project. Motion failed 2-6.

9. 2007.0944A (D. DiBARTOLO: 415/558-6291)

1110 TAYLOR STREET, east side between Sacramento and Clay Streets, Assessor's Block 222, Lot 018. Request for a Certificate of Appropriateness to add an approximately 160 square foot ground level rear horizontal addition to the subject landmark building. The one-story residential structure with basement was constructed in a neo-Georgian architectural style immediately following the 1906 San Francisco Earthquake and Fire by the architectural firm of Stone & Stone for William Keating, a coachman for the Flood family. The subject property, known as the Glazer-Keating House, is San Francisco Landmark No. 251, is eligible for listing in the National Register of Historic Places, is listed in  Here Today , is zoned RM-3 (Mixed, Residential, Medium-Density) District, and is in a 65-A Height and Bulk District.

The Queen Anne-style, 3-story flat is a contributor to the Alamo Square Historic District as is listed on the 1976 Architectural Survey; it is zoned RH-3 (Residential, House, Three-Family) District and is in a 40-X Height and Bulk District.

11. 2004.0918E (A. STARR: 415/ 558-6362)

139 STEINER STREET(ASSESSORS ADDRESS 137 STEINER ST.), west side between Waller Street and Duboce Park. Assessor's Block 0866, Lot 004, located within an RH-3 (Residential, House, Three Family) Zoning District and 40-X Height and Bulk District. The proposal is to demolish the existing garage, which was constructed in 1900, and construct a four-story, three-unit building with three independently accessible parking spaces located at the ground floor. Request is for Review and Comment pursuant to the Market and Octavia Area Plan Interim Procedures for Permit Review based on the Environmental Exemption Application and the preliminary Market and Octavia Area Plan survey form. The Department is requesting LBAP comments prior to sending out the associated building permit for Section 311 Neighborhood Notification.

Board Comments

A Board member requested that the building depth of the project be further studied. Board members were concerned with the roof deck rails and encourage the project sponsor to study the deck further; if the deck will be highly prominent with a 5ft setback, the Board encourages a further setback. A Board member suggested clearer language usage.

1338 FILBERT STREET, Filbert Street Cottages, north side between Polk and Larkin. Assessor's Block 0524, Lot 031 - Request for Review and Comment regarding rehabilitation of the cottages and site for residential use. The Filbert Cottages site is San Francisco Landmark No. 232. The site is zoned RH-2 (Residential, Two-Family) District and is in a 40-X Height and Bulk District.

Board Comments

A Board member opposed significantly raising the buildings. A Board member noted that the position of the building in relation to the street is referred to in the Designation Report. A Board member suggested that slightly raising the buildings to install new foundations may be appropriate. A Board member opposed the construction of full 2 story additions at the rear facades of the buildings. A Board member feels unable to fully assess the impact of the proposed read additions. A Board member recommended exploring the possibility of installing a below grade (existing grad) garage with an elevator or pursuing an easement with the neighbor to provide off-site parking. A Board member requested additional information concerning the historic and existing condition of the garden and additional information (elevation, sections, renderings, etc.) concerning the proposed relationship between the cottages and the additions. A Board member stated that he is very pleased that the owners are planning to rehabilitate these historic resources and look forward to working with the owners and architect to find solutions to the problems raised in this hearing. A Board member commended the property owners for trying to recover/restore this historic property.

13. 2004.1773E (S. PERDUE: 415/558-6625)

55 LAGUNA STREET, San Francisco Normal School / San Francisco State Teacher's College, on two blocks bound by Laguna, Haight, Buchanan, and Hermann Streets. Assessor's Block 0857, Lots 001 and 001a and Assessor's Block 0870, Lots 001, 002, and 003 - Request for Review and Comment regarding the impacts of the proposed rehabilitation program and infill construction to historical resources at the site. The campus contains SF Landmark Nos. 257, 258, and 259 - Richardson Hall, Woods Hall, and Woods Hall Annex - and has been nominated to the National Register of Historic Places. The campus is also rated 3 in the Planning Department's Citywide Architectural Survey of 1976. The site is zoned P (Public Use) District and is in both 40-X and 80-B Height and Bulk Districts.

Board Comments

A Board member alerted the project sponsors to proceed with caution when removing the stucco because there may be murals underneath. A Board member feels that it would be helpful to know the condition of the stucco, how much repair it will need, and the approach for repairing the stucco. A Board member suggested being careful when incorporating LEED Standards in the old buildings. A Board member requested viewing a side-by-side comparison elevations showing existing conditions and proposed alterations. A Board member suggested reviewing the entire project so as to understand the relationship of the Landmarked buildings to the proposed work at the project site. A Board member recommended that the project sponsor should allow San Francisco Architectural Heritage to review and comment on the proposed plans. A Board member requested a full window survey be conducted to determine the condition of the windows in each of the Landmarked buildings. A Board member feels that the intersection of walls and windows are not appropriate for the rehabilitated buildings and recommended that the auditorium windows (in Woods Hall) remain the same size. A Board member recommended that all consultants involved with the project be informed of and in agreement with the project in total so as to ensure that there are no conflicts in the scope of the proposed changes. A Board member requested more details on the proposed openings in the site walls and how they will work. A Board member feels that the proposed openings on Laguna and Hermann Streets are too large, particularly in height. A Board member does not support the removal of the wall at the entrance of Woods Hall and preferred that the wall remain in its current configuration. A Board member feels that the guardrail (Wood Halls Annex) looks intrusive and feels that it is not necessary to move the Sacred Palm Tree. A Board member requested information on the seismic and mechanical intervention, so that the Board can understand how the project meets the Secretary of Interior Standards. A Board member requested to review the landmark designation report and/or the case report to compare with the proposed plans. A Board member would like to review the condition assessment protection plan as stated in the revised mitigation measures. A Board member suggested that the project sponsor revisit the preservation alternatives put forward in the EIR. A Board member asked if there was a need to install elevators in the buildings. A Board member requested more information on the balconies and suggested that a site visit may be necessary to understand the impact of the balconies. A Board member feels that the proposed project destroys the integrity of the site and the buildings relationship to each other because there will be no visual connection between the buildings. A Board member suggested refining the guidelines for the campus by relating the old buildings with the new buildings and feels that the new buildings' designs are confusing and do not justify the cost of removing historic resources. A Board member requested the rationale for the non-accessibility of central open space and suggested that the Dental building be removed. A Board member asked for the justification of demolishing Middle Hall, a historic resource, to provide open. A Board member believes that the stoops are not characteristic of San Francisco. A Board member recommended viewing more renderings of the spaces and requested justification for the street names (are the names part of the site plan and asked where did the names come from?). A Board member feels that the layout of Waller Street is too asymmetrical and non-formal for a historic building and feels that Waller Street should be more linear. A Board member feels that the wood shingles do not fit with the historic site. A Board member requested information about the opposite side of the street, specifically the Nightingale House and Buchanan Street.

HISTORIC CONTEXT STATEMENT FOR MARKET AND OCTAVIA NEIGHBORHOOD PLAN AREA. For the purposes of this context statement, the area covered is coterminous with the Market and Octavia Neighborhood Plan Area. The Landmarks Board first gave comment to the Department on September 5, 2007 meeting. The Department seeks the Landmarks Board endorsement of the context statement.
