PUBLIC COMMENT

Katherine Howard: She informed the LPAB of the newly formed Park Ranger Program. There has been ongoing problems at the Music Concourse with vandalism, graffiti, skateboarding on the new ramps and the historic fountain. Therefore, the Park Ranger Coalition was formed (PARC) to help prevent vandalism of this city landmark.

Daniel Phillip: He requested the Landmark Board to consider initiating Park Merced for landmark status. He stated that Park Merced is the second largest apartment complex in the State of California. Currently the landscaping at Park Merced is deteriorating and with landmark status this would publicize the problem and it will force management to follow the requirements for landmark properties.

REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

iOn July 19^th the Eastern Neighborhood interim policies for permit review of historic resources was presented to the Planning Commission. There were favorable comments and no objections at this time.

iThe Appeals hearing on the Planning Commission disapproval of the proposed landmark designation for 55 Laguna Street that was scheduled for July 30th was continued to August 14th at 4:00pm.

iThe Mills Act application for 1735 Franklin Street will be presented to the Budget and Finance Committee today at 1pm in room 250. The Certificate of Appropriateness and Mills Act Application were reviewed by the Landmarks in February.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

None at this time.

3. MATTERS OF THE BOARD

Maley

On Monday, Board Members Cherny, Maley and Martinez met with the project developers and the attorney for 55 Laguna Street. It was an interesting meeting, we are in the process of scheduling a follow-up meeting. However, the Board of Supervisors continued the Appeal hearing until August 14^th.

Street

She received a Certificate of Determination Exemption for 3052 Pacific Avenue. In the description of the project it seems as if 20 holes were being put into the building. She requested further clarification on the project.

4. LANDMARKS WORK PROGRAM 2005-2007 UPDATE

Maley

She emailed Susan Lee regarding for the Montgomery Street Warehouse. There has been processed made and the report will come before the Board soon.

She asked if Planning staff knew who has jurisdiction over the Van Ness Light Standards.

Martinez

Planner Tim Frye informed him that Muni requested that the shelters not be landmarked however, conversation with Muni will continue.

Luellen

Planning staff will be meeting with Muni to discuss the outcome of the research performed. Muni has concerns with the 21^st Street bus shelter being landmark.

Board Member Martinez requested to be apart of the meeting with Muni representatives.

6. 2004.0828L (S. MIDDLEBROOK: 558-6372)

1000 GREAT HIGHWAY (GOLDEN GATE PARK), The Music Concourse area, bounded by Concourse and Tea Garden Drives, including the Coxhead-designed pedestrian tunnel under John F. Kennedy Drive, plus a perimeter of land around the Drives. Assessor's Block 1700, Lot 001. Informational Presentation on the submitted Tree Management Plan intended to establish a program to maintain the trees and surrounding area to ensure the safety and enjoyment of the park's visitors as well as the health of the historic tree grid.

Board Comments

A Board member thanked the project sponsors for their hard work. Suggested adding the date and header/footer identifying the report. On page 1, suggested correcting the statement  trees will be installed to  trees that were installed . On page 6, suggested the type of tree treatments should be listed first. On page 10, suggested to sharpen up the images.

Visitacion Valley Redevelopment Plan and Historic Resources Technical Report, Presentation of the proposed Visitacion Valley/Schlage Lock Master Plan, and the Historic Resources Technical Report for the proposed redevelopment of the vacant Schlage Lock industrial complex. Note: at a future hearing, the Landmarks Board will also review the finalized Historic Resources Technical Report as a part of the publication of the Draft Environmental Impact Report for the Redevelopment Plan.

Oceanside Historic Context Statement and Cultural Resource Survey, Phase 1, The Sunset Parkside Education and Action Committee (SPEAK) has produced the Historic Context Statement of the Oceanside: A Neighborhood of the Sunset District of San Francisco in order to facilitate cultural resource surveys and historic evaluations in the southwest portion of the City. The document defines and describes the cultural and architectural history of the area, property types, survey goals, and methodology. The Department seeks the Landmarks Board comments and endorsement of the context statement and the twenty-two DPR(A) forms completed to-date.

Board Comments

A Board member suggested making the list of buildings more clear, because all the building are not ineligible. A Board member suggested clarifying the list of buildings included in the set of DPR forms, in order to indicate that only three of the buildings were rated "ineligible" for the California Register." Suggested identifying the source of the photos and adding the date to the more recent photos. A Board member requested identifying the ranchos (the report skip from Native American to the 1900's). Requested that the sponsor's list of inventory documents (located on pages 20 and 21) to make clear what methodology was used for the survey.

Eastern Neighborhoods Rezoning and Area Plans Project: Public Hearing to assist the Landmarks Preservation Advisory Board to prepare a comment letter on the Draft Environmental Impact Report. The subject of the proposed rezoning is an approximately 2,200-acre project area that includes four neighborhoods on the eastern side of San Francisco: East SoMa, the Mission, Showplace Square/Potrero Hill and the Central Waterfront. The proposed rezoning would introduce new use (zoning) districts, including: (1) districts that would permit at least some production, distribution and repair (PDR) uses in combination with commercial uses; (2) districts mixing residential and commercial uses; (3) residential and PDR uses; and (4) new residential-only districts. The new districts would replace existing industrial, commercial and residential single-use districts. The project would also include certain adjustments to height limits. In conjunction with the proposed rezoning, the Planning Department is also developing area plans for inclusion within the General Plan for the four neighborhoods in the project area. These plans address policy-level issues pertaining to historic resources, urban design (including building heights and urban form), transportation, open space, and community facilities.

NOTE: The Draft Environmental Impact Report (SCH No. 2005032048) was published on June 30, 2007. The rezoning options analyzed in the Draft EIR could indirectly result in increased development pressure on certain sites due to potential changes in allowable uses and/or building heights. In some instances, historic districts, individual resources, potential resources and/or age-eligible properties could be threatened with demolition or substantial alteration, such that the historical significance of these properties could be  materially impaired. The Draft EIR identifies this as a significant and unavoidable environmental effect of the proposed project, and identifies mitigation measures to lessen these effects, though not to a level of insignificance.

The Planning Commission will hold a public hearing to receive comments on the Draft EIR on August 9, 2007. This hearing is intended to assist the Landmarks Board such that the Board may prepare written comments on the Draft EIR to submit to the Planning Department. Written comments on the Draft EIR will be accepted at the Planning Department until 5:00 p.m. on Friday, August 31, 2007.
