PUBLIC COMMENT
Sue Hestor: She requested the Landmarks Board to agendize a discussion on the 311
Notification process. She states that the Planning Department does not require that the historical resource report be prepared before the 311 Notices can be issued.

It was moved by Board Member Kasz (seconded by Chan) to nominate Bridget Maley as President and Robert Cherny as Vice President. The vote was unanimous.

2. STAFF REPORT AND ANNOUNCEMENTS
Mark Luellen, Preservation Coordinator:
iOn January 17th, the Land Use Committee will hear the landmark designation for Mission High School.
iOn January 25th, the Planning Commission will hear the Mills Act application for 1080 Haight Street and the Article 11 Redesignation for 583-587 Howard Street and 625-631 / 635-659 Pine Street
iOn January 10th, the Land Use Committee recommended approval of the proposed ordinance that would allow additional time for the Landmarks Board review of Landmark Designation Reports. The Landmarks Board would have 60 days rather than of 30 days and the Planning Commission would have 30 days to review the reports.
iThe disapproved Certificate of Appropriateness application to install a garage at 1306 McAllister Street has been continued at the request of the project sponsor until March 15th at the Planning Commission.
iOn January 9th, legislation was introduced to the Board of Supervisors regarding the Planning Code amendment landmarking the interior of publicly accessible building. This would provide a process for the review of proposed changes to interior architectural features of privately owned landmark buildings.
3. PRESIDENT'S REPORT AND ANNOUNCEMENTS
She discussed the letter that was received from Director Macris responding to the letter sent by the Landmarks Board regarding the CEQA processes. She will work with staff to address the concerns of the Board and the 311 Notification process.
4. MATTERS OF THE BOARD
Bridget Maley:
i She requested as a reminder that pictures of the property should be included when HRER are submitted.
Johanna Street:
i She confirmed that she did not have to attend the Planning Commission hearing tomorrow (1/18/07) regarding 1306 McAllister Street (this item was continued at the request of the project sponsor until March 15th). She asked if there were problems because of the constant continuation of this case? She attended the California Preservation Foundation CEQA workshop and found it very informative. She received a Certification of Exemption letter for 120 Montgomery Street, she thinks the project is interesting but she is not sure if it meets the Secretary of Interior Standard.
- LANDMARKS WORK PROGRAM 2005-2007 UPDATE
Letters of notification were sent to: The Mission National Bank, Mona's Club, Tallant Flats, The Sunshine School, and the Park Merced Residents Organization. In processes are the notification letters for the Van Ness Avenue Light Standards and the 49 Mile Scenic Drive Sign staff is working on determining ownership.

INFORMATIONAL PRESENTATION
7. SAN FRANCSICO CITY HALL DOME WINDOW STABILIZATION
Stanley So, City Hall Architect, to provide an update on this project, which consists of hazardous material abatement, stabilization of leaded glass windows and application of protection coatings for steel frames of the windows and other pertinent work.
Board Comments
The Board asked what caused the problem with the corrosion. Will there be funds available in the future for maintenance in order to repair the paint around the windows? Questioned what does a complete restoration of the prismatic glass mean?

301-345 Powell Street, the Westin St. Francis Hotel, east side of street between Geary and Post Streets, Assessor's Block 0307, Lot 001. Request for Review and Comment on a proposal to alter the exterior of the building and construct a vertical addition. The subject property is a Category I – Significant Building in the Downtown Plan, within the Kearny-Market-Mason-Sutter Conservation District as designated in Article 11 of the Planning Code. The property is within a C-3-R (Downtown Retail) District and an 80-130-F Height and Bulk District.

Board Comments
The Landmarks Board commented that the penthouse and the exterior stairs do not meet the Secretary of the Interior's Standards for the Treatment of Historic Properties. Concern was expressed that the stair finishes would be incompatible with the brick exterior of the building, and it was recommended that further information about the material and appearance of the stairs be provided. The Landmarks Board stated that the penthouse would alter the appearance of the building in a significant way and would distract from the historic appearance of Union Square. The Landmarks Board suggested making the penthouse smaller (more recessed) or plainer (without the overhangs). The Landmarks Board commended the Page & Turnbull report, but noted there was a minor misattribution of a photograph. The Landmarks Board disagreed with the report's findings about the impact of the penthouse and the exterior stairs.

850 BRODERICK STREET, southeast corner of Broderick Street and Golden Gate Avenue. Assessor's Block 1156, Lot 023. Request for Review and Comment to demolish a two-story institutional housing building and the construction of a new three-story 47-unit Single Room Occupancy homeless facility. Constructed in 1948, 850 Broderick Street was designed by J. Francis Ward & John S. Bolles in the International/Post War style. It was included in the Unreinforced Masonry Survey (UMB) and is located within an RM-1 (Residential, Mixed) Zoning District and 40-X Height and Bulk District.

Board Comments
Questioned if there were other similar homes developed for unwed mothers. The Board asked if any of John Bolles buildings were listed in the National Register? The Board feels this project warrants further surveying and the district boundaries needs defining. Under criterion A the Board suggested more information on similar types of social service agencies and the role it played with other agencies. Recommended having more knowledge of social service agency efforts (how they collaboratively or independently worked with other agencies). Under criterion C, was uncomfortable with a determination that is based on Bolles' buildings being greatly criticized and unpopular.

1025 Battery Street, west side between Green and Union Streets, Assessor's Block 0112, Lot 004. Request for a Certificate of Appropriateness to replace the entrance doors and awning. The subject property is Compatible with the Northeast Waterfront Historic District. It is within a C-2 (Community Business) District, Waterfront Special Use District No. 3, and a 65-X Height and Bulk District. The subject property is a one-story masonry commercial building originally constructed in about 1860 and rebuilt in 1911.

Request for a Certificate of Appropriateness to rehabilitate and restore the structure. The project also proposes installation of a new garage entry at the Franklin Street façade, installation of a new slate roof, and patio doors at the rear elevation of the two-story over basement single-family residence built in 1904. The subject building is San Francisco Landmark No. 126 ("The Bransten House"), is listed in the City's 1976 Architectural Survey and in Here Today Page 39 and is located within an RH-2 (Residential, House, Two-Family) District and a 40-X Height and Bulk District. This item will be heard concurrent with a request for consideration of a Mills Act Property Contract.
Preliminary Recommendation: Approval with conditions.
