REPORTS

1. STAFF REPORT AND ANNOUNCEMENTS

Mark Luellen, Preservation Coordinator:

i The City Hall Preservation Advisory Commission will be holding it's regular meeting on December 7th in rm. 408 regarding the dome and window stabilization project at City Hall.

i The disapproved Certificate of Appropriateness application to install a garage at 1306 McAllister Street has been cancelled at the request of the project sponsor. The Planning Commission will hear this case on January 18, 2007.

i On January 25th, the Planning Commission will hear the Mills Act application for 1080 Haight Street and the Article 11 Redesignation for 583-587 Howard Street and 625-631 / 635-659 Pine Street.

i On December 7th, the Planning Commission will hear the continued discussion on the preservation issues related the Market & Octavia Plan. In your packets are the finalized letters that were forward to the Planning Commissioners on behalf of the Landmarks Board members.

i Provided an update to the Mills Act criteria. The Board of Supervisor's introduced the Mills Act on November 21st. It now needs to be calendared for the Rules Committee.

i The Planning Department staff is assisting the Office of Legislative Analysis with the Theater Landmark Designation. The draft of the individual forms will be moving forward.

2. PRESIDENT'S REPORT AND ANNOUNCEMENTS

She will be attending the City Hall Advisory Commission meeting tomorrow at 9:00 a.m. regarding the Dome project.

3. MATTERS OF THE BOARD

Bridget Maley:

i She announced that today is Board Member Shatara last hearing as a Landmarks Board Member. She asked Board Member Shatara to attend the LPAB Hearing on January 17, 2007, at that time a resolution in his honor will be presented for his service to the Landmarks Preservation Advisory Board.

Suheil Shatara:

i He announced that this would be his last hearing serving as a Landmarks Board member. It has been an honor to be a part of the Landmarks Board and that he has learned alot and he appreciates the staff input and help over the years.

4. LANDMARKS WORK PROGRAM 2005-2006 UPDATE

President Maley requested to combine the 2005-06 with the 2006-07 Landmarks Work Program lists. Board Member Martinez requested to expand the scope of work for the Transit Shelters to four shelters and two tunnel entrances (the tunnel entrances at DuBoce Park and both sides of the Stockton tunnel). He asked if it should be for the entire tunnel or just the entrance. Board Member Cherny suggested the interior of the Stockton tunnel should be considered because it has a more finished interior that was intended for pedestrian use, whereas the others are rough and crude (Sunset and Twin Peak tunnels).

5. APPROVAL OF THE OCTOBER 11th, NOVEMBER 1ST, AND NOVEMBER 9TH, 2006 DRAFT ACTION MINUTES:

October 18, 2006: It was moved by Board Member Damkroger (seconded by Chan) to adopt the draft action minutes. The vote was unanimous.

CERTIFICATE OF APPROPRIATENESS

6. 2006.1145A (T. SULLIVAN-LENANE: 415/558-6257)

1480-1484 McALLISTER STREET, north side of McAllister Street between Pierce and Scott Streets in Assessor's Block 776, Lot 012. Request for a Certificate of Appropriateness to install a new garage and driveway at the side façade, alter the basement floor of the side façade, install new fencing at the front property line, and to construct three new decks at the visible side facade. Constructed in 1902, 1480-1484 McAllister Street is a Edwardian-style building in the Alamo Square Historic District. It is located within an RM-1 (Residential, Mixed, Moderate Density)Zoning District and 40-X Height and Bulk District.

Preliminary Recommendation: Approval with Conditions.

It was moved by Board Member Damkroger (seconded by Martinez) to accept the recusal of Board Member Dearman from this item. The vote was unanimous.

It was moved by Board Member Martinez (seconded by Damkroger) to continue this item until January 17, 2007 hearing in order to simplify the design of certain portions of the project, in particular the balconies on the first, second, and third floors. The vote was unanimous.

2226 CALIFORNIA STREET, north side of California Street between Buchanan and Webster Streets in Assessor's Block 637, Lot 040. Request for a Certificate of Appropriateness to install a new garage, construct a horizontal addition at the non-visible portion of the rear façade, to install a new dormer window on the eastern side of the roof, and to reconfigure two window openings at the non-visible western side facade. 2226 California Street is San Francisco Individual Landmark No. 168, the William Vale House, and was constructed in 1885 in the Queen Anne-style. It is located within an RH-2 (Residential, House, Two-Family)Zoning District and 40-X Height and Bulk District.

Preliminary Recommendation: Approval.

Request for a Certificate of Appropriateness to convert the warehouse into 37 dwelling units and a public parking garage, per Section 818.14 and 818.30 of the Planning Code. The property is located within an SSO (Service/Secondary Office) District with a 50-X Height and Bulk limit.

Preliminary Recommendation: Approve with Conditions

9. 2002.0809F (M. CORRETTE: 558-6295)

340-370 VALENCIA STREET, Valencia Street Gardens Public Housing Project

The Memorandum of Agreement (MOA) between the City and County of San Francisco, Mayors Office of Housing and the California State Historic Preservation Officer regarding the demolition and reconstruction of Valencia Gardens Public Housing Project stipulated that a publicly accessible interpretive display area be developed. The MOA requires that the Landmarks Board review and approve the interpretive display prior to the issuance of a final certificate of occupancy for the project.

THIS ITEM IS BEING CONTINUED UNTIL JANUARY 17, 2007 LPAB HEARING.

REVIEW AND COMMENT

10. (R. FORCE: 415/558-6418)

EASTERN NEIGHBORHOODS HISTORIC RESOURCES SURVEY - This fiscal year (2006-2007), the Planning Department has received funding to conduct historic resource surveys within the boundaries of the Department's Eastern Neighborhoods Program (SOMA, Showplace Square, Central Waterfront and Mission District) and Western SoMa Citizen's Tasksforce Plan Area. The scope of this project is to generate historical documentation of neighborhoods and individual buildings, as well as historical contexts that will ultimately be used to evaluate significance and inform the planning process. The Planning Department is seeking the Landmarks Preservation Advisory Board's comments on a proposed project outline and scope.

Board Comments

The Board thought that the focus should be on the buildings that are not going to be surveyed. It is not clear about the expectation. The Board thinks that the maps are confusing. The Board thinks that the forms that should be submitted are not clear. Suggested formatting the document and making accessible in electronic format. It would be helpful to identify parcel. Suggested asking the consultant for themes and cultural context.
