B. STAFF REPORT AND ANNOUNCEMENTS
1. Director’s Report
There was no report or announcement from the Director.
2. Preservation Coordinator Frye reviewed past week’s events:
· On August 16, the Planning Commission (PC) unanimously approved the Conditional Use authorization for 55 Laguna Street with conditions. The Amenity Building was removed from the proposal by the Project Sponsor.
· On September 4th, the Board of Supervisors approved the Mills Act amendments that will go into effect when Mayor Lee signs them within 30 days. Staff will amend Mills Act application materials and do public outreach. Commissioner Wolfram asked if the Mills Act would still have financial limits and Mr. Frye responded that the limits would remain the same and be codified in the Administrative Code as $3 Million for residential property and $5 Million for Mixed Use.
3. President’s Report and Announcements
President Chase brought to the attention of the public, staff and commissioners that California Foundations and SF Architectural Heritage would have a CEQA Workshop on September 12 from 9 AM to 4:30 PM.

6. Commissioner Comments/ Questions
Vice President Damkroger 1) would like to see staff’s draft form on the Social District Concept, and to provide input and comments; and 2) asked the possibility to learn about the historical significance of the Lafayette Park plan by Recreation and Parks. President Chase asked staff to present a report.
Commissioner Matsuda gave on update on the Commission Secretary Search Sub-committees actions and a meeting with the Executive Director of the Department of Human Resources, Micki Callahan, and her response regarding the reclassification of the Commission Secretary Position. The Sub-committees met on August 22 to review and revised the Job Analysis Questionnaires. Subsequently Commissioners Antonini and Matsuda from the Sub-committees and Secretary Avery had a meeting with Micki Callahan and Ted Yamasaki, the Managing Deputy Director. In the meeting, they advised the Sub-committees that they and their staff would review and comment on the revised Job Analysis Questionnaires, and to determine whether or not a new classification is warranted. They would also help with the posting of the job announcement and the recruitment process for the Commission Secretary Position. Commissioner Matsuda announced that Secretary Avery has extended her pending retirement until this process is over.

730 FILLMORE STREET - southeast corner of the Fillmore Street and Grove Street intersection; Lot 019 in Assessor’s Block 0804. Request for Certificate of Appropriateness to add a deck at the roof of the existing detached, one-story garage structure located in the rear yard of the subject property. The subject property is a “contributing altered” building within the Alamo Square Landmark District and is located within a RH-3 (Residential, House, Three-Family) Zoning District and a 50-X Height and Bulk District.

34 LIBERTY STREET - north side of Liberty Street between Guerrero and Valencia Streets, Assessor’s 3608, Lot 044. Request for a Certificate of Appropriateness for alterations to the Liberty Street façade, including replacement of the existing brick and wood cladding with new wood cladding, replacement of the garage door, addition of new window trim, and addition of a new wood cornice. The subject property is located within a RH-3 (Residential, House, Three-Family) Zoning District and a 40-X Height and Bulk Limit, and is a “non-contributing” building within the Liberty-Hill Landmark District.
Preliminary Recommendation: Approval with Conditions
PRESENTER: Geoffrey Gainer, Architect for the project; Roger Cardenas, Owner.
SPEAKERS: John Barbey - Liberty Hill Neighborhood Association, supported the project
ACTION: Approved as modified to step down the base with the hood over the east (right) side reduced in size and pulled back so it would not cover the pier between the two openings.

9. 2012.0098A (GRETCHEN HILYARD: 415-575-9109)
836 MONTGOMERY STREET - east side of Montgomery Street between Pacific and Gold Streets, Assessor’s Block 0175, Lot 018. This proposal is a Request for a Certificate of Appropriateness to remodel the ground floor commercial units. The proposal includes the insertion of a new storefront system, interior alterations and replacement of existing skylights. Constructed in 1925 by the Lurie Company and designed by the O'Brien Brothers, 836 Montgomery Street is a one-story commercial/light industrial building designed in the Renaissance/Baroque architectural style. The subject property is a “contributory altered” building within the Jackson Square Landmark District, which is locally designated under Article 10, Appendix B of the Planning Code.
Recommendation: Approval with Conditions
